7 Overview of MDSS MDSS is a computer-based decision support tool to aid DOTs actions in snow & ice control An amalgam of data, models, and algorithms Uses weather forecasts, current weather observations, and customized rules of practice Produces road-specific forecasts and recommendations for road treatment Several studies have documented savings in labor hours and materials used for road treatments One less call-out can save $500,000 (10 tons/ld x 50 $/ton x 1,000 trucks) Indiana DOT reports savings: $10m in materials, $1m in labor 7

11 Benefits of Using MDSS Output Data in MMS MMS D MDSS Proposed treatment plans can be entered automatically rather than manually MMS can check feasibility of MDSS recommendation and weigh availability/cost considerations to choose among multiple options Road-specific weather forecasts can improve MMS recommendations Actual treatments can be entered automatically, improving timeliness and accuracy Road conditions from vehicles can support real-time performance monitoring by snow & ice managers 11
12 How Feeding MDSS Data into MMS Would Work MDSS produces road forecasts and treatment recommendations as files These output files are converted to an exchange format and transmitted to MMS MMS reads in data files MMS uses the material, labor, and equipment levels in its inventory levels and checks treatment plans for feasibility If there are multiple possible plans, MMS can compare costs for each MDSS treatment plans used as basis for entry of actual treatments or actual actions are recorded 12

15 How Feeding MMS Output in MDSS Would Work Adapt treatment rules of practice from MMS into MDSS Feed changes in inventory levels and resource availability into MDSS whenever they change in MMS MDSS recommendation could then be based on rules of practice and resource availability 15

17 Operational and Administrative Issues for Data Transfer between MDSS and MMS MMS D MDSS How frequently would the data transfer occur (depends of frequency of MDSS update and MMS update) Does the same office administer both systems? If not, coordination must be negotiated. Are the programs administered at the state, division, or local level? Coordinating across levels may be tricky. MMS frequently resides behind a firewall for personnel security issues Format of data transfer must be developed 17

20 Options for Developing the MMS Interfaces MMS D MDSS State DOTs could request the capability from their providers State DOTs build the capability internally Multi-state effort (e.g., pooled fund study) could develop the capability MMS providers pursue development on their own or team up with an MDSS provider 20
