1 This EPCS training Webinar contains instructions on how doctors, who use VISUAL EMR, can purchase a token to enable them to sign orders for controlled substances. EPCS stands for Electronic Prescribing of Controlled Substances. 1

2 Here is the official text of the NYS DOH directive mandating EPCS as of March 27, The deadline was subsequently extended to March 27, EPCS also requires Identity Proofing and dual authentication. These are explained on the following 2 screens. 2

3 Identity Proofing means that physicians must prove that they are who they say they are. 3

4 Dual Authentication or Two Factor Authentication means that every time physicians order controlled substances they must identify themselves in two different ways. The three possible ways are: 1. Something that you have, a token. 2. Something you know, such as a password, and finally, 3. Something you are, also called biometrics. Biometric includes scanning your fingerprint or the iris of your eye. We have made a decision, however, not to use biometrics because the technology is not yet mature. 4

5 As a physician, you will need to purchase a smart card, a USB token or a hybrid USB/OTP token. The smart card is inserted into a card reader which is itself plugged into a USB port on your PC. Similarly, the USB token needs to be inserted into a USB port. The hybrid device can be plugged into a USB port and it can also generate One Time Passcodes for use with approved handheld mobile devices. One of these must be used when prescribing controlled substances. 5

6 On the left is a picture of a Smart Card that is inserted into a card reader. The cable attached to the card reader is inserted into a USB port on the PC. In the middle is a USB Token plugged into an extension, which in turn is plugged into a USB port on the PC. On the right is a hybrid USB/OTP which can either be plugged into a USB port or which provides one time passcodes. 6

7 Whether to order a smart card, a USB token or a hybrid USB/OTP device is a decision you as a physician should make in conjunction with your facility s administration. Smart cards have the advantage of fitting into your wallet. A USB Token has the advantage that it does not require a card reader. The advantages of the hybrid USB/OTP token is that it can be used with the VISUAL EMR software and also with vemr approved Handheld Devices such as Apple s iphone and ipad, and Samsung s Android. The hybrid USB OTP device is thus the most versatile solution. 7

8 Your nursing home may license Reliable Health Systems vemr Mobile software to allow physicians to access VISUAL EMR information and sign orders on their handheld mobile devices. This option requires the hybrid USB/OTP device. 8

9 Order forms for vemr Software are available as shown on the screen. Coordinate your order with the administration in your facility. 9

10 As a physician you will need to approve orders while you are at the facility, while you are home, or even while you are traveling. The Hybrid USB/OTP device can be used with PCs or with approved handheld device. 10

11 To purchase a USB, a Smart Card, or a Hybrid token, open your Internet Explorer (IE) browser and type the web address as highlighted on the screen. Use only Internet Explorer. Google Chrome or other browsers will not work. You can also purchase the token through a link in the VISUAL EMR software as shown on the screen. 11

12 To avoid getting messages on the bottom of your screen asking your permission to proceed with IdenTrust we recommend you make IdenTrust a Trusted Site. The instructions are on the screen. 12

13 On the first screen click buy On the following screen click I m ready Let s start my application You will need a driver s license to prove you are who you say you are. You will also need a credit card to pay for your order. The fee for a two year license, a smart card, and a card reader is a total of $169. The fee for a two year license, a USB Token, and an extension cable is a total of $161. The fee for a two year license and a hybrid USB/OTP device is a total of $

14 Notice the big red arrows pointing to the proper selections. Choose either a smart card, a USB token or a hybrid USB/OTP token. The most versatile token is the Hybrid PKI/OTP which is also referred to as the Hybrid USB/OTP. Click Next 14

16 IdenTrust provides customer support. If you are have problems ordering or installing, the smart card of the USB token, feel free to them, or to call the telephone number shown on the screen. 16

17 Complete the information requested on each screen. You will be asked to supply an Account Password. Be sure to write this down so that you remember it. You will need the Account Password to complete the registration. After you complete the first part of the registration process you will need to wait until you receive the smart card or the USB token which will be sent to your home address by FedEx. You will then be able to complete the registration process. We recommend you have your facility s IT person on standby to assist you, if necessary. During the final registration process you will be asked to supply a Token Passcode. You will need to remember this and use it each time you order a controlled substance. We recommend you write it down. 17

DOH regulations require that when you add a doctor to the EMR Software, two people from your facility, must sign off on this authorization, a doctor and a representative appointed by your facility.
