6 I want to eprescribe Controlled Substances.what do I do? First and foremost, your eprescribing application needs to be upgraded so the it complies with the rules and regulations that govern EPCS Your EMR must go through a Surescripts certification Your EMR must go through a third party software audit process Your EMR must work with a Certificate Authority (CA) and a Credential Services Provide (CSP) In the case of an Institutional Provider, your institution may take on all or some of the roles of a CA and CSP. If your EMR has done all of these things, you can take the next step! 6

7 So what s the next step? Identity Proofing If you are an Institutional Prescriber, you will most likely work with your credentialing department. If you are in a large independent practice you will need to work with the CA that your EMR chose to get Identity Proofed This may take place in person or remotely You will need to provide a government issued photo ID, Medical license, DEA license and proof of residence (Bank statement and/or utility bill) If you are a small practice doc (1 to 5), you will most likely get ID proofed remotely 7

8 I m ID Proofed now what? The CA or your credentialing department will now issue a credential which will allow a CSP to issue you your Two Factor Authentication token It could be; A hard token a smart card A soft token you smart phone A biometric device a fingerprint reader You will utilize this token in the EPCS workflow to legally create a Controlled Substance eprescription Okay, I am ID proofed and have my Two Factor Authen,ca,on token, am I done? 8

9 Not done yet!!! You will need to be granted Access Control within your EMR for EPCS. In other words, someone needs to tell your eprescribing application that you have been ID Proofed and have a Two Factor Authentication token If you are an Institutional doc, you Credentialing department and IT Department will most likely take care of this step for you. If you are in a large independent practice, your Practice Manager and one of your partners will most likely identify which docs have gone through the process and configure your software so you can EPCS If you are in a small practice, your office manage and you may be the ones that need to grant you Access Control. Ask your EMR how to make this happen The law requires that 2 separate people do this step and one must be a DEA registrant who has been ID Proofed and has a valid TFA token 9

10 One more step! In the State of New York, you must register with the Bureau of Narcotic Enforcement (BNE) If you are a doctor you can do this on-line at If you are a Physicians Assistant, you must fill out the form on the BNE website In any case, you will need proof of your EMRs 1311 audit cer,ficate to present to the BNE 10

11 Now you are done!! The first few times you eprescribe a Controlled Substance may be difficult because you have an added step to the eprescribing workflow.two factor authentication! Be patient you will learn that the new EPCS workflow may actually be less obtrusive than prescribing controlled substances on paper. Patient convenience, especially with the ability to send a Schedule II prescription to a pharmacy close to the patient, will make all of this worth it. 11
