Unattractive industry to invest in. Cost reduction Low cost materials are applied i.e. lower returns More plastics, less metals -> focus on plastic recovery techniques 6 November 2014 Forum REAA, Rimini 13
Plastics 11 million tonnes E&E products Put on Market POM in million tonnes WEEE. Approximately 20 % of WEEE consists of plastics -> 1.8 million MT Plastics. Consumption in MT's EU in 2000 MT's x1000 in % ABS-ASA-SAN % PS-HIPS % PP % PU 125 8% EP 55 4% PVC 54 4% PC 53 4% UP 48 3% PA 45 3% POM 26 2% PBT-PET 19 1% PE 8 1% November 2014Source Fisher et al Forum REAA, Rimini 14
Results so far? Currently one third of WEEE in the EU is being reported as separately collected and appropriately managed The remaining WEEE is either: 1. collected by unregistered enterprises and properly treated 2. collected by unregistered enterprises and improperly treated or even illegally exported abroad or 3. disposed of as part of residual waste (e.g. to 6 November 2014 Forum REAA, Rimini 15 landfills or incinerators).
After 8 years 1/3 of what has been put on the market is collected and treated 6 November 2014 Forum REAA, Rimini 16
Why is only 1/3? Consumers (B2B + B2C) Curb site collection individuals Scrap metal trader collection Retailer collection point Municipal collection point Waste bin Export (Scrap metal) Processors/ Traders - national registry - take back systems Treatment facilities 6 November 2014 Forum REAA, Rimini 17
Dear Friend, We are a foreign trading cooperation with actual strength in Yunnan, We need to order many now. I d like to send you the picture of our need 6 November 2014 Forum REAA, Rimini 18
Fulfilment of recyclers role To fulfil the role as resources managers and job creators: Prevent export of untreated WEEE Create the level playing field for fair competition Create added value in the WEEE recycling chain in Europe Create awareness that recycling will more and more come at a cost 6 November 2014 Forum REAA, Rimini 19
Future for WEEE recycling industry Mismatch between expectations of the community/policymakers and the reality to run a profitable business. Innovative recycling processes are required, however Return on investments are critical Global competition Secondary raw material market is bearish 6 November 2014 Forum REAA, Rimini 20 Non-harmonized legislation in EU 28 (even in one country) ->
Circular economy If Europe is serious with its strive for having a circular economy by saving resources and creating jobs, than: Export of untreated WEEE must be prevented The level playing field for fair completion should be secured by means of standards, 6 November 2014 Forum REAA, Rimini 21 Innovations are needed to increase yield of materials,
Standards WEEELABEX / Cenelec Standards legally required Standards proposed and to be ratified 6 November 2014 Forum REAA, Rimini 22
Latest development on WEEE export Article 10(2) of Directive 2012/19/EU laying down the criteria for the assessment of equivalent conditions for the treatment of WEEE exported outside the EU. Proposal from Commission: Evidence that the facility in the third country receiving WEEE applies treatment conditions equivalent to the requirements of Directive. This evidence shall be provided through a declaration issued by an independent verifier on the basis of a site inspection. The independent verifier shall be deemed to be independent and to have the appropriate qualifications to operate legally in the third country when certified under international standard ISO/IEC for third party inspection bodies; 6 November 2014 Forum REAA, Rimini 23
Latest development or and A proof of compliance with one of the applicable standards. Which standards? A. European Standards (EN standards) for the treatment of WEEE. B. Other standards for the treatment of WEEE 6 November 2014 Forum REAA, Rimini 24 WEEELABEX
