Nearly all project outcomes and outputs have been achieved; some are already beyond their targets. During project extension, however, subproject processing was slowed down by the additional processing requirement of National Government for local government borrowings and by the May 2013 local elections. LBP has indicated that it may request for additional loan closing extension to complete six subprojects that are unlikely to be completed by loan closing, including two large subprojects that have been persistently facing implementation issues. LBP also wishes to utilize remaining project funds to fund additional subprojects. Page 1 of 7
