2 Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions This ISR (sequence 6) is covering Mauritania and Togo. It is based on a supervision mission conducted in Mauritania from 5 to 9th October 2015 and in Togo from 8 to 12 June MAURITANIA: Significant progress was made since the October 2015 supervision mission. First, progress was made on the bid evaluation process regarding the construction contract or the missing fiber optic links of the national backbone. Second, although they are not met yet, progress has been made on the three remaining disbursement conditions related to the PPP for the national backbone: (i) The Mauritanian Government is expected to sign the Main Contractual Agreement with the SDIN by End of January 2016; (ii) the IMT (i.e. the PPP operating the ACE cable and designated to operate the national backbone assets) is in the process of obtaining from the Regulatory Authority the necessary authorization (expected by End of January 2016) as required for the operation of the national backbone assets; and (iii) Agreement on the key provisions of the delegation contract between SDIN and existing International Mauritania Telecom (IMT; PPP operating the ACE submarine cable landing station in Nouakchott) that will operate the fiber optic links and provide the services has been achieved and recorded in negotiation minutes dated September 7, Third, with respect to the legal covenant pertaining to the revision of existing ICT legal and regulatory framework, 2 of the 4 Information Society draft Lawshave been approved by the parliament on December ; the two other Information Society Laws are expected to be approved by June Fourth, there was also significant progress on the counterpart funds (legal covenant). The 2013, 2014, 2015 subsidies for the WARCIP PIU have been paid by the Government together with the provisions for safeguards. Fifth, procurement process for the US$1,000,000 to support the implementation of activities No. 433 (Mettre en place un Centre National de Données / Establishment of a national data center) and No. 435 (Mettre en place un prestataire de certification électronique / Establishment of an electronic certification office) of the Strategy for ICT and Modernization of Public Service have registered good progress and are still underway. Furthermore, the Internet Exchange Point has been created and inaugurated on November 27th, it is now fully operational. Finally the EIB co-financing agreement signed on October 23, 2013 was made effective June 5, All supervision missions are conducted jointly with EIB; bidding documents for the backbone links as well as safeguard documents were reviewed and cleared by both institutions. With 15% disbursement rate at the end of October 2015, disbursements are behind forecast due to delays in launching the bidding process for the national backbone. There are 18 disbursement conditions (5 for the WB and 13 for the EIB). As of October 2015, 2 of the 5 WB conditions and 6 of the 13 EIB conditions have been met. A follow up mission in Mauritania is planned in February/March 2016 to monitor progress on the disbursement conditions and on the construction process of the missing fiber optic links of the national backbone as well as to prepare the upcoming mid-term review. The Project Development Objective Indicators and the Intermediate Results Indicators have been updated with the data as of June 30, TOGO: The Project implementation has encountered delays at the beginning due to fiduciary difficulties, as two major studies planned in the Project («Feasibility study and implementation support to set up the carrier hotel» and «Setting up PPP framework for SPV and support for bandwidth purchase») started with significant delays (respectively in March 2015 and May 2015). Nevertheless, these studies should be completed by end of Q2 2016, which will open to way to the construction of the carrier hotel financed by the Project, provided that legal covenants of the Project are complied with, namely (i) the establishment of a Carrier Hotel and the Internet Exchange Point to be operated with due diligence and efficiency and to be managed in a manner suitable to ensure services are delivered according to Open Access principles and (ii) the conclusion of a contractual agreement ( Main Contractual Agreement ) with the SPV to finance the Carrier Hotel and Internet Exchange Point. Several studies considered as priority for the Ministry are currently in the procurement stage, related to the creation of the national IT agency ('agence informatique de l'etat'), the design of the national digital planning ('aménagement numérique du territoire'), and the design of ICT-related training and education programs. The procurement process for the recruitment of the environmental & social Specialist and the firm in charge of the environmental & social study is also under way. Finally, the recruitment of experts (regulatory, strategy, economics) to support the work of the Ministry of ICT is making progress. With a well-established PIU and several procurement processes engaged, the project implementation should speed up considerably. The Government and the World Bank will continue to work closely in the coming months to accelerate the completion of the establishment of the neutral Carrier Hotel and the Internet Exchange Point, and to launch the above-mentioned procurement processes. 1/31/2016 Page 2 of 11

The methodology for calculating the number of internet subscribers has changed in October 2013 following the insertion of Mauritel's 3G voice and data subscribers. As a consequence, the total number of declared internet subscribers has increased since october 2013 resulting in a lower volume of international traffic per subscriber.
