3 Legal Framework / National Approach ΓΠ/20082/2012. Ministerial Decision «Certification System of Adult Trainers Competence for non formal education» (Official Government Gazette. Β 2844/ ) The Ministerial Decision defines the Certification System, in terms of implementation of the five steps (Identification, documentation, assessment, validation, certification) for the validation of NFIL: 1. Eligibility criteria for the certification of adult trainers 2. e- application of candidates 3. Certification exams 4. Theoretical and Practical exams process 5. Formation of certified trainers qualifications e - portfolio

4 Certification Committee /Stakeholders Involvement ΓΠ/20082/2012. Ministerial Decision «Certification System of Adult Trainers Competence for non formal education» (Official Government Gazette. Β 2844/ ) The Ministerial Decision defines the constitution of a Certification Committee, comprising of: 1. One (1) EOPPEP representative, serving as President of the Committee 2. One (1) representative of the General Secretariat for Lifelong Learning 3. Two (2) tertiary education faculty members, in the scientific field of Adult Learning or Live Long Learning or Continuing Education or Continuing Vocational Training or in Continuing Education or Education Policy 4. Two (2) representatives of the social partners (one of the employers organization and one of employees ) who possess educational and/or professional profile relevant to Adult Learning

5 Certification Paths/ Flexibility Actual Certification upon documentation (Adult trainers holding specific higher qualifications) Certification via participation in Certification exams, comprising of theoretical and practical part Certification via participation in Certification exams, upon successful completion of training program (training of trainers)

6 Certification Steps Step 1 Identification: e- Application Candidates apply via the e-platform, available in the site of EOPPEP: trainers.eoppep.gr Step 2 Documentation: Qualifications Portfolio Then, they constitute their portfolio of qualifications, which is assessed via prescribed standards and defines their eligibility for certification and their profile as trainers of adults (e.g trainers of adults in the field of Agriculture, in the field of Accounting etc). Step 3 Assessment : Certification exams EOPPEP manages the certification process via an integrated e- application. Exams are conducted in selected examination centers, in several prefectures Specially trained assessors and supervisors are commissioned by EOPPEP

7 Certification: Step 3 Assessment Theoretical Part of exams: Data Bank of examination subjects (in the field of theory and practice of adult training) Duration 1 hour Candidates fill in standard examination booklet (all identification elements are covered) Booklets are gathered by the supervisor of each class, are and sealed and delivered to EOPPEP for grading by specially trained evaluators Practical Part of exams: Presentation of a 20 simulation of training Interview 20 demo of training is assessed in situ by two commissioned by EOPPEP specially trained assessors

8 Certification Steps Step 4 Validation The Board of EOPPEP, validates the outcomes of the certification exams, (theoretical and practical part) and decides upon awarding or not certification of competence to candidates. Step 5 Certification Upon decision of the Board of EOPPEP, successful candidates are awarded. Certification of Teaching Competence of Adult Trainers for non formal education. Step 6 Construction of e- portfolio of certified trainers Upon granting of Certification, certified trainers are registered in the Register of Adult Trainers, holding Certification of Teaching Competence. The data of certified trainers are uploaded to EOPPEP Data Base, which has free public access.

9 Impact of the Initiative The certified training program helps the CVET trainers to upgrade their Knowledge, Skills and Competences The certification process ensures a minimum and common set of Learning Outcomes (Los) for the CVET trainers. The Certification, is a prerequisite by Law- for all trainers of CVET programs that are funded by the State. More than trainers are certified and they are registered in the Register of Adult Trainers of EOPPEP.. The initiative enhances the continuing professional development (CPD) of teachers and trainers in continuous vocational education and training (CVET), as ell as the quality of the delivery of training in the sector.

10 Challenges / Lessons learned The Certification of Teaching Competence of Adult Trainers for non formal education, is very challenging since it is based on an horizontal occupational profile that cross all sectors, combining pedagogical and vocational Los. The certification process is performed in a national level and it is very demanding and it needs a lot of resources There is an intense need for continuous and systematic training of the assessors and calibration of the assessment process The relative Certification Scheme and the certification process should be subjects of review in order to reflect the latest developments in the field.
