March 6, 2014 through March 19, 2014 ********************************************************************************************* DEPARTMENT POSITION SALARY Information Technology $75, $83, /Year (G-6) JOB QUALIFICATIONS: To be selected for a position, an applicant must (1) meet the minimum requirements of the job posting, (2) pass a written exam (if applicable), (3) satisfy a background check (which may be extensive), (4) pass an oral interview, during which the interviewer(s) will further evaluate the applicant s qualifications and (5) provide certified transcripts, certifications, and/or license upon candidate processing and/or transfer, if the position requires a degree, certification, and/or license. Associates Degree or 48 semester credit hours or 72 quarter credit hours in Computer Science or related fields and/or 7 years equivalent work experience with Cisco Enterprise Networks is preferred. EXPERIENCE: Minimum of five (5) years working experience with Cisco IOS is required. Minimum of three (3) years experience working in a network management position with team lead responsibilities and supervising others is required. THE FOLLOWING SKILLS AND ABILITIES ARE REQUIRED/DESIRED: A main function of this position is to travel to various Tollway facilities during regular work hours as well as subject to being "oncall". This is accomplished by incumbent s use of a vehicle to travel to and from respective sites. Additionally reports to Central Administration as necessary. Visits of Tollway facilities may include meeting with Tollway employees and/or contractors. Therefore, a valid Driver s License is required at the time of application. Must be able to lift 50 pounds Must have the ability to work overtime as required including during off hours / holidays / weekends Must participate in 24x7x365 scheduled support rotation Must carry Tollway issued cellphone for on-call support and for response to calls/incidents before or after shift hours / weekends / holidays. Should have knowledge of routing protocols such as OSPF, EIGRP, & BGP, as well as switching technologies such as VLANS, Trunking Should have working knowledge of Internet connectivity, and VPN, IPSEC, port forwarding Should have skills in WAN technology like SONET, Frame Relay, Leased Lines, OC3, and VRF and wireless Cisco Certified Network Professional (CCNP) active certification is preferred. Background/experience in network monitoring is preferred. This position is salaried and may not be eligible for overtime. Must pass a written exam with a 75% or higher to qualify for an interview. 2 POSITION PURPOSE: The Network Manager works as a hands on manager supervising subordinates and participating in work required to build and maintain the network infrastructure that supports the day to day business operations of the Tollway. This position is also responsible for providing end user technical support and assistance. The Network Manager will manage and participate in network design, installation, configuration, monitoring, and troubleshooting network infrastructure equipment, telecommunication systems and network security infrastructure. Will act as lead technician, manager and escalation point for Network Specialists and Network Technicians. Will manage and supervise the Network Specialists and Network Technicians. NATURE AND SCOPE: A candidate for this position must be motivated and possess strong managerial, technical, verbal and written skills. The individual will report to the Deputy Chief of IT, Infrastructure. In addition to strong managerial and technical skills, the applicant must be self-motivated and be able to operate efficiently with minimal direction. The Network Manager will perform complex technical analysis of software, hardware, and network systems, firewalls, access networks, LAN/WAN communications, wireless communications, and various transmission systems and must understand how to incorporate these technologies into the Tollway network to achieve business requirements. The Network Manager coordinates installation and upgrade of network device operating system software and hardware, test, maintains, documents and modifies configurations. The Network Manager works with the development and systems integration group to ensure that all proprietary and third party applications are properly integrated within the Illinois Toll Highway Authority network structure. The Network Manager will be responsible for network design and architecture as well as creating plans for the implementation and upgrading of network systems. The Network Manager will coordinate with procurement and vendors for the purchase and installation of network hardware and software. The Network Manager reviews network capabilities to determine if requested changes to the network infrastructure are possible and prudent. The Network Manager prepares charts and diagrams to document network configuration. The Network Manager documents all steps taken to modify the system and all procedures required to implement changes to the network hardware and software, as well as follows Change Control policies and procedures.

3 Page 2 of 4 NATURE AND SCOPE (Continued) The Network Manager will conduct feasibility studies for strategic and tactical plans, design of networks, and evaluation of network services/technology for current and future network development. 4 Page 3 of 4 PRINCIPLE ACCOUNTABILITIES: 1. Manage network activities and other network technicians 2. Manage, monitor, and maintain network gear and security infrastructure. 3. Upgrade network hardware and software components as required. 4. Troubleshoot, document, and correct complex network problems, outages, and security threats. 5. Design, implement, configure and secure new and emerging technologies. 6. Respond to the needs and questions of users for general technical support, access, resources, and security. 7. Monitor computer programs that control user access to the ISTHA network and establish access security for network connections as required. 8. Perform complex technical analysis of software, hardware, and network systems firewalls, access networks, LAN/WAN communications, and wireless communications, and various transmission systems to determine vulnerabilities and develop mitigation plans to address them. 9. Validate attacks against the network, assess overall impact, and act to eliminate and identified threats and prevent future incidents. 10. Coordinate installation of security operating system software and hardware, test, maintain, document and modify configurations. 11. Work with the development and systems integration group to ensure all proprietary and third party applications are properly integrated within the ISTHA network and security structure. 12. Document all steps taken to modify systems and all procedures required to implement changes to the network and security hardware and software, following all related Change Control policies and procedures. 13. Conduct feasibility studies for strategic and tactical plans, design of networks, and evaluation of network security services/technology for current and future network development. 14. Follow Tollway defined processes including SLA requirements, ticket updates and closing 15. Respond to network Alarms 16. Analysis of chronic or intermittent issues 17. Create and maintain network infrastructure documentation and diagrams
