Opening Address and Welcome The President officially opened the meeting. He welcomed the delegates to the 43rd Council meeting in Brussels, Belgium and extended a particular welcome to the new attendees who have joined for the 20 th anniversary of CEPIS. The meeting convened 44 participants from 27 countries, representing 29 informatics societies. Apologies were accepted from: Cyprus, Iceland, Italy (AIP), Latvia, Portugal and Turkey. The president noted that only one proxy was appointed as follows: Byron Nicolaides, HEPIS, held the proxy for Portugal (PROFIN) Page 2 of 6

3 2. Meeting Agenda Meeting agenda was approved without amendments. 3. Minutes from the 42nd Council Meeting Branislav Rovan requested that Minutes of the 42 nd Council Meeting be amended to include a request on behalf of SSCS and CSKI that future financial reports include details of CEPIS expenditures covered by the ECDL Foundation under the MOU between CEPIS and ECDL Foundation. Robert McLaughlin requested a correction to section 13 to note that he will monitor BCS work in the area of youth and schools and report out as appropriate. The Minutes were adopted as amended. 4. Professionalism and Skills Declan Brady, Vice President outlined activities of the Professionalism Task Force (TF) since the last Council, these activities included a programme of engaging members through a survey and an expert panel meeting. Although a good level of response was received to this survey (21) not all member societies participated. Future work of the TF will include continued debate with stakeholders around validation and enforcement, amongst other matters, a review of relevant literature, the development of a CEPIS policy on professionalism and convergence with EUCIP. `Following a short exchange of views of the document, Declan encouraged Members to read the CEPIS Professionalism Task Force report to Council and welcomed any comments which can be sent to him directly. 5. EUCIP Programmes Positioning EUCIP Damien O Sullivan, CEO of ECDL Foundation addressed the need to reposition the EUCIP certification within CEPIS as a measure to increase its success and align it with the work of the Professionalism TF, through which the EUCIP Profiles can serve as a definition of professional practice. Damien proposed a EUCIP TF which will work as a subsection of the Professionalism TF to offer a mechanism to maintain the existing profiles and promote EUCIP as a definition of professional practice. Several members indicated that they support this and see value in it for their countries. BCS indicated that they will continue to promote CITP but that in principle they strongly support the principle of promoting standards. Page 3 of 6

4 Council approved the proposal. Member societies will be invited to put forward suitable candidates to participate in the further elaboration of the EUCIP professional profiles as a standard separate from certification. 6. Financial Matters In the absence of Nello Scarabottolo, the Honorary Treasurer who was unable to attend, Julian Seymour, General Manager of CEPIS presented the 2009 year to date accounts, and the 2010 budget, providing a detailed explanation of incomes and expenditures. The membership fee scale was explained and reviewed for 2010; Julian noted that per the indices used for calculating fees, the amounts due will be lower than for Bob McLaughlin presented the work of the CEPIS Finance Audit Committee which is to review the financial accounts. Their review deemed that finances are being used and administered appropriately, and they did not identify any long-term liabilities. The year to date accounts, 2010 budget and membership fees were approved by Council. 6. Membership Matters DF Dataforeningen i Sverige 60th Annivesary: Fredrik Runnquist presented the 60th anniversary of the Swedish Computer Society. He oulined its history to date, activities in the region to celebrate the occasion and described the areas under consideration for their 2012 strategy. ATI proposal for Software Quality SIN Fernando Piera Gomez presented ATI s proposal for a CEPIS Software Quality SIN. He underlined the important role of quality in software development and its potential impact on industry, society and IT professionals. He outlined the scope of a potential CEPIS Software Quality SIN and provided a preliminary action plan for activities in Council approved this proposal and the President looks forward the first report of the CEPIS Software Quality SIN at the 44 th Council in the spring of Interested members are encouraged to contact Luis Fernández. International Bebras Contest Gerald Futschek, OCG presented the International Bebras Contest. This information technology contest is for secondary schools students and aims to motivate their interest in informatics and IT. Identifying a problem and applying informatics concepts to create a solution enables students to learn by doing. All CEPIS members are encouraged to join in disseminating this contest. JISA Diskobolos Awards / SEFICT Update Djordje Dukic provided an overview of JISA, its activities, its events and its magazine, as well as their Diskobolos awards. These awards, which have been successfully run for 15 Page 4 of 6

5 years, recognise the application of ICT in all spheres of business life. Member societies are invited to become members of the Diskobolos jury. Djordje also presented the Southeast European Forum for ICT which serves to influence the development of the information society in the region and improve cooperation. Association of Information Technology Professionals of Montenegro An application for membership has been received from the Association of Information Technology Professionals of Montenegro shortly prior to Council. Execom will review this fully, gather any necessary information and make a recommendation to Council in spring Education and Research TF Hans Frederik, Vice President provided an overview on EQANIE, its structure and activities. He outlined the history of the project and indicated how EQANIE is building on quality assurance in higher education. Current activities include a call for submission of accreditation requests, enlarging their pool of experts and conducting marketing and networking activities. Membership is open and in addition CEPIS members could also participate as experts in the accreditation team. 8. Legal and Security Issues SIN Joop Verbeek, CEPIS LSI presented the most recent statement of the LSI SIN. Privacyconsistent banking acquisition addresses the practice developed by banks to request unnecessary information from their clients. Joop explained both privacy concerns and the legal concerns arising from this, and outlined the recommendations of CEPIS LSI to address this. An exchange of views followed during which many members expressed their praise for the work of the LSI SIN. Council recommended that the LSI SIN should consider taking this paper directly to the European Central Bank as opposed to using the EC as an intermediary. Council requested that the LSI SIN also consider privacy consistent e-government and present this statement for review. 9. AOB The President announced that the next Council meeting will be hosted in Bucharest, Romania in the spring of Page 5 of 6
