14 Purpose of this framework Summary of the purpose of the framework Semta's engineering sector profile in Wales is composed of eight core engineering manufacturing sectors. The "leading-edge" sectors include: Aerospace Automotive Electronics Marine (ship, boat and yacht building, maintenance and repair) The "mature engineering" sectors include: Electrical Metal goods Mechanical Other Transport Equipment The combined sub-sectors employ 78,200 people across 2,810 establishments. The leading-edge technology sectors employ 33,500 people in 600 establishments while the mature engineering sectors employ 44,700 people in 2,210 establishments. Focusing on technical roles only, it is estimated that 53,700 engineers, scientists and technologists work across the engineering sectors in Wales. The mature engineering sectors employs around 31,500 people in technical roles and the leading-edge technology sectors employs around 22,200 people in technical roles. Employment in Semta s sectors is concentrated in Flintshire, Neath Port Talbot, Newport, Cardiff and Rhondda, Cynon, Taff. Micro-sized establishments (1-10 employees) account for 71% of total establishments within the engineering sectors in Wales. Less than 1% of establishments employ greater than 250 people. Demographics of the technical workforce in the engineering sectors in Wales: Working status 92% of the engineering workforce is a company employee compared to 86% for all sectors in Wales. Only 8% of the engineering workforce is self-employed compared to 14% for all sectors

15 in Wales. 99% of the technical workforce is employed on a full-time basis compared to 72% for all sectors in Wales. Gender Only 8% of the technical workforce is female compared to 53% for all sectors in Wales. Age Only 10% of the technical workforce is aged compared to 16% for all sectors in Wales. 9% of the technical workforce is aged 60 plus compared to 11% for all sectors in Wales. Disability 14% of the technical workforce has some sort of disability, slightly higher than for all sectors (13%) in Wales. Ethnicity Only 1.2% of the technical workforce is from an ethnic minority compared to 3% for all sectors in Wales. Occupation The largest technical occupational categories in the workforce are craft (38%), operators (32%) and professionals (18%). The main technical occupations within the engineering sectors in Wales include; metal working production and maintenance fitters, welding trades, production, works and maintenance managers, assemblers (electrical products), metal working machine operatives and inspectors and testers. Employment trends The engineering sectors in Wales have experienced a period of major restructuring during 1999 to 2008, with a net loss of 27,000 jobs (-23%), compared with an increase in employment of 11% across all sectors in Wales. By sub-sector, the largest reductions in employment occurred in the metals, electronics and electrical equipment sectors. The main gain in employment has been in the aerospace sector. Employment projections Focusing on technical roles, there is expected to be a net requirement across the engineering sectors in Wales for 7,000 engineers, scientists and technologists (1,000 per annum) during The proportion of jobs in medium- to low-level skilled jobs such as craft and operator occupations, are all projected to decrease in terms of employment share during 2010 to Set against these changes, higher level management, professional and technician occupations

16 are likely to form a greater share of total employment in the engineering sectors. The National Employers Skills Survey (NESS) has identified that the engineering sectors are suffering the greatest skill challenges in recruitment. They have a high proportion of hard-to-fill vacancies, and a high number of skills shortages. This along with the ageing work force highlights the need for an to both up-skill the existing workforce and encourage new entrants in to the sector. Recruitment of young people Employers in Semta s sectors seem to view young people of all ages as less well prepared for work than do employers in other sectors. Even so, most of Semta s employers who recruited young people felt they were very well or well prepared for work. Where employers considered young people to be poorly prepared for work or have skills lacking, the main reasons were that they lacked life experience or maturity, they had poor attitude or motivation and/or they lacked the required skills or competencies. Vacancies Despite the recession, employers in the engineering sectors have still shown a substantial demand for new recruits. In 2009, it is estimated that 8% of engineering establishments in Wales had vacancies, approximately 9,000 vacancies in total. In terms of occupations, it is estimated that there were vacancies for 130 operators, 1,400 craftspersons and 530 technicians. Although more than half of all vacancies are in large employers (250+ employees), a substantial number of vacancies are found across each of micro, small and medium-sized employer groups. It is estimated that 2% of engineering employers in Wales had hard-to-fill vacancies with a total of 300 hard-to-fill vacancies reported. A third of all hard-to-fill vacancies would be in craft, technician and operator occupations. Skill shortages were the main reason for these hard-to-fill vacancies. Skills shortages in applicants are particularly acute for technician and craft occupations. Drivers of skills change The engineering sectors felt that the main drivers of future skills requirements would be new legislative or regulatory requirements, introduction of new technologies or equipment, development of new products and services, introduction of new working practices and increased competitive pressure. Large and medium-sized employers were most likely to expect a change in their skills needs from the key drivers identified. The occupations most likely to be affected by the need to acquire new skills or knowledge were craftspersons, managers, operators and technicians.

17 Current skills and qualifications The qualifications profile of the workforce can be used as an indicator of its level of skills. The changing qualifications profile of the engineering workforce is evidence of the increasing demand for higher-level skills. Between 2000 to 2009 the overall proportion of the engineering workforce in Wales with NVQ Level 4 plus qualifications increased from 24% to 29% (net increase of +5%), while the proportion of employees with no qualifications reduced from 12% to 11%. Overall, 9% of the technical workforce in the engineering sector in Wales has no qualifications compared to 8% for all sectors in Wales. Employees with intermediate (NVQ Level 3) and higher-level skills (NVQ Level 4 plus) accounted for 60% of the engineering workforce compared to 58% of the workforce in all sectors in Wales. Skill needs and gaps 23% of engineering establishments reported skills gaps. The incidence of skills gaps increases by size of establishment, ranging from 14% of micro-sized establishments to 68% of large establishments. Based on data for England, it is estimated that 9% of the engineering workforce in Wales (7,200 people) have skills gaps. The main reason for skills gaps in the engineering sectors is a lack of experience/being recently recruited. The main skills cited as lacking in employees were technical, practical or job specific skills (approximately three quarters of establishments reporting skills gaps). Employers were skills gaps were most likely to have technical skills gaps issues with craft, operator and technician occupations. The other main skills gaps highlighted include problem solving, team working, oral communications and management skills. The main impact of skills gaps were increased workload for other staff, increased operating costs, difficulties meeting quality standards and difficulties introducing new working practices. The main action taken by employers in Semta s sectors to overcome skills gaps was to increase training activity/spend or increase/expand trainee programmes. Future skills demand For the engineering sectors in Wales there is expected to be a net requirement for 2,750 people in technical roles with intermediate and higher level qualification (NVQ Level 3 plus or equivalent) over the period 2010 to Additionally, there is expected to be a net requirement for about 1,000 people into technical roles that do not have qualifications. This would maintain the current situation where people with no qualifications are working at all levels within the industry. It is important that these

18 new entrants are upskilled to meet the needs of the jobs they are going to fulfil if the engineering sectors in Wales are going to increase their competitiveness. Craft/technician technical occupations Employment 20,000 craftsperson and 1,800 technicians are employed in technical roles in the engineering sectors in Wales. Key occupations: The main sub-occupations within the craft category include metal working, production and maintenance fitters, welding trades, electricians and electrical fitters, metal machining setters & setter-operators and electrical and electronic engineers The main sub-occupations within the technician category include electrical and electronics technicians engineering technicians and laboratory technicians. Demographic profile - Craft Full-time : 98% Female: 2% Age 16-24: 16% Age 60+: 9% Have a disability: 14% Ethnicity (non-white): <1% Proportion of total employment: 38% - Technician Full-time : 98% Female: <1% Age 16-24: <1% Age 60+: 1% Have a disability: <1% Ethnicity (non-white): <1% Proportion of total employment: 5% Current skills and qualifications 70% of craftspersons and 63% of technicians were qualified to NVQ Level 3 or higher.

19 Vacancies It is estimated that there were 1,400 craftsperson vacancies and 530 technician vacancies across the engineering sector in Wales in Skills needs and gaps 13% of engineering establishments had skills gaps for craftspersons and 2% had skills gaps for technicians. 10% of craftspersons and 8% of technicians within engineering establishments in Wales had skills gaps. Future skills demand 1,400 craftspersons (200 per annum) and 350 technicians (50 per annum) are required into the engineering sectors in Wales over the period of these craftspersons and 200 of these technicians will need qualifications at NVQ Level 3 or higher. The Engineering Manufacture framework at Level 3 covers a broad range of engineering sub-sectors such as Auto motive, Aerospace, Electronics and Marine (leading edge sectors) and Mechanical, Electrical, Metal Goods and Other Transport Equipment (mature sectors). Its designed to provide the skills, knowledge and competence requirements through specific sub-sector pathways to operate at craft or technician level within these areas. The engineering sector has a long tradition of offering frameworks as a means of meeting the skills requirements for its sector. The framework has kept pace with technological change within each of the sub-sectors and remains highly relevant to their skills training needs. Alongside the technology pathways are the traditional craft skills generally associated with the 'mature' sub-sectors such as welding and fabrication and engineering maintenance. The framework has been designed to address the skills gaps and shortages identified, and address an ageing workforce, by attracting young people into the engineering industry and providing them with the skills, knowledge and experience which employers are seeking. In addition the Apprenticeship provides a progression route that the existing workforce can use to up-skill themselves to meet the technical, economic and environmental changes. There are a very significant range of job titles, roles and occupations within the scope of this framework at level 3 but essentially than can be grouped into craft and technician activities within the various sub-sectors. Craft roles generally being more common within the mature sub-sectors and technician roles pertaining to the leading edge sub-sectors.

20 Aims and objectives of this framework (Wales) Principal aims: Attract new people into the Welsh engineering/manufacturing sector from a diverse range of backgrounds to replace those who naturally leave the sector and those 11% who are 60+ who will retire sometime in the next 5 years Provide apprentices with the relevant craft and technician skills required by Welsh engineering manufacturing employers. The framework will ensure apprentices can undertake engineering and manufacturing operations safely and effectively Provide a range of pathways that meet engineering and manufacturing employers' needs Improve overall operational performance through improving skills Help improve recruitment and retention rates within the industry by offering appropriate career progression Improve productivity rates and thus profitability (GVA per employee) Tackle the diversity issue within the sector, especially under representation of women(only 18% of the workforce is female, compared to 50% for all sectors in Wales. Increase the overall level of participation in training from its current 9%

21 Entry conditions for this framework Employers wish to attract applicants who have an interest to work in an engineering environment as craft-persons or technicians. As a guide, the Engineering Manufacture Apprenticeship is suitable for applicants who have five GCSEs grade C or above including including Maths, English, and a Science. This is not a hard and fast rule but may vary according to the pathway chosen (technician or craft) and the suitability of individual candidates. Applicants wishing to undertake a BTEC Level 4 HNC Diploma underpinning knowledge qualification should already have achieved a Technical Certificate at Level 3, A Levels or equivalent in the relevant subject area and be age 18+ (as specified by the qualifications entry on RITS). Employers welcome applicants from a diverse range of backgrounds and anticipate that applicants will have a wide range of experience, achievements and qualifications. Employers would be interested in applicants that: Are keen and motivated to work in an engineering/manufacturing enviroment Are willing to undertake a course of training both on-the-job and off-the-job and apply this in the workplace Have previous work experience or employment in the sector Have a Welsh Baccalaureate Have GCSEs in English, Maths and Science Have completed a pathways to programme Have completed the Essential Skills Wales (ESW) or Wider Key Skills qualifications Have an interest in problem solving and organising activities Have completed tests in basic numeracy, literacy and communication skills and have spacial awareness Have completed an Engineering or Manufacturing Foundation framework The selection process on behalf of employers may include initial assessment activity such tests in basic numeracy, literacy, communication skills and spatial awareness. There may also be an interview to ensure potential apprentices have selected the right occupational sector to meet their needs and expectations and those of their employer. Learners who have completed the Welsh Baccalaureate may have completed units or short courses which will provide underpinning knowledge towards the Apprenticeship, this will be assessed during an initial assessment allowing Recognition of Prior Learning (RPL) where appropriate. Processes exist to make sure that applicants with prior knowledge, qualifications and

22 experience are not disadvantaged by having to repeat. Training providers/colleges and awarding organisations will be able to advise on the current rules for accrediting prior and recognising prior experience. There are no relaxations or proxies for any qualifications specified in a framework in SASW, however, providers are encouraged to identify additional on-the-job training programmes that customise the to the new workplace. Essential Skills Wales If applicants already have GCSEs in English and Maths they still have to achieve the Essential Skills Wales (ESW) at the relevant level as these are new qualifications and proxies do not exist. If applicants already have achieved Key Skills at the relevant level, they will not have to do the relevant Essential Skills Wales, however, apprentices can be encouraged to complete ESW at a higher level if appropriate. Competence qualifications If applicants already have the Level 3 competence qualification for the particular pathway within the Apprenticeship they do not have to repeat this qualification, however, this qualification must have been achieved within five years of applying for the certificate and they will still have to demonstrate competence in the workplace. Knowledge qualifications If applicants already have one of the level 3 knowledge qualifications before they started their Foundation Apprenticeship (see knowledge qualifications page in this framework), they can count this and do not have to redo the qualification, providing that they have achieved this qualification within 5 years of applying for the certificate. For example, they may have already achieved the knowledge element as part of the Welsh Baccalaureate. The they spent gaining this qualification will also count towards the minimum required for this framework. The Welsh Baccalaureate with its Core programme of personal and development studies along with options such as NVQs, Vocational Qualifications and Principal Learning (Engineering World, Discovering Engineering Technology and Engineering the Future) could provide significant opportunities for accreditation of Prior Learning against the components of this framework. The same processes can be applied to GCSEs. Training providers/colleges should be able to advise entrants on the potential reduction in programme duration that could result from accrediting previous qualifications and experience.

23 Initial Assessment Training providers/colleges and employers will use initial assessment to ensure that applicants have a fair opportunity to demonstrate their ability and to tailor programmes to meet individual needs, recognising prior qualifications and experience. Accreditation of Prior Learning Applicants already working in the sector will be able to have their prior experience recognised by the awarding organisation and this will count towards the competence, knowledge and Essential Skills Wales qualifications in this framework.

The knowledge qualifications deliver essential underpinning knowledge which supports the fundamental scientific and mathematical principles to equip apprentices with the understanding required to operate effectively and efficiently at craft and technician level within this sub-sector. Apprentices must complete one of the Level 3 NVQ Extended Diploma s.
