As of this version, we have introduced new formats for both the NSW Skills List and the Smart and Skilled: Prices, Fees and Subsidies schedule. This change is due to the fact that the NSW Skills List is no longer defined by calendar year. Instead, it specifies the period for which each qualification/course is active on the Skills List for a particular Smart and Skilled Program. The changes to the formats are described below. NSW Skills List and Prices, Fees and Subsidies schedule: One row per qualification per program a qualification may appear more than once if it is funded under more than one Smart and Skilled program. Superseded qualifications now have their own row for each program under which they are funded. They are indicated as In Transition in the TGA Status column. Each row has Effective From and Effective To dates which indicate the period the qualification is active on the Skills List and for which program(s).
2 Superseded qualifications are indicated as In Transition where the Vocational Training Order (VTO) has not yet been updated with the superseding qualification (for the Smart and Skilled Entitlement Apprenticeship and Traineeship Program). Foundation Skills qualifications now have their own Program column - Entitlement Foundation Skills (instead of the asterisk used in the previous format). The Strategy column indicates qualifications with additional arrangements: o "J" indicates a qualification where enrolled students are eligible for a Jobs of Tomorrow Scholarship. o "T" indicates a trade-related qualification as defined in the New funded qualification pathways for trade-related qualifications (2017) policy. This policy is available in STS Online under Smart and Skilled Contract Management on the Support Documents page. (Note: Delivery and student eligibility for these qualifications are subject to additional approval requirements by the Department.) Prices, Fees and Subsidies schedule only: Apprenticeship and traineeship fees are now shown within the First and Second or Further columns. a) QUALIFICATION/COURSE CHANGES INCLUDED IN VERSION 3 (V ) The NSW Skills List has been updated with effect from 9 May This Skills List update covers changes as a result of: the addition of the Advanced Diploma of Agribusiness Management new accredited courses amendments to Vocational Training Orders (VTOs) in NSW updated prices for superseding qualifications included on the NSW Skills List in November 2016 changes to the prices of two automotive qualifications. Version 3 (V ) of the NSW Skills List is available at training.nsw.gov.au/smartandskilled/nsw_skills_list.html. i) Advanced Diploma of Agribusiness Management The Advanced Diploma of Agribusiness Management (AHC60316) has been added to the NSW Skills List as a replacement for the Advanced Diploma of Agriculture (AHC60110), which will be deleted from the training package. Providers with AHC60110 on their Approved s Activity Schedules that also have AHC60316 on their scope of registration have had the replacement qualification automatically added to their schedules. ii) New accredited courses Expired accredited courses on the NSW Skills List have been removed and where applicable replaced by new courses accredited in early Please refer to Table 1 in the Appendix to this update for details of these courses. 2
3 b) AMENDMENTS TO NSW VTOS i) Traineeship changes The 2016 qualifications from the Agriculture, Horticulture and Conservation and Land Management (AHC) training package detailed in Table 2 of the Appendix can now be delivered as traineeship pathways. They have been added to the Smart and Skilled Entitlement Apprenticeships and Traineeships Program. ii) School-based traineeship changes The AHC qualifications detailed in Table 3 of the Appendix can now be delivered under school-based traineeship pathways and have been added to the School Based Apprenticeship and Traineeship (SBAT) Program. c) PRICES, FEES AND SUBSIDIES Version 3 (V ) of the Smart and Skilled: Prices, Fees and Subsidies schedule is available at training.nsw.gov.au/smartandskilled/prices_fees.html. i) Superseding qualifications included on the NSW Skills List in November 2016 Table 4 of the Appendix details changes to the prices of superseded qualifications included on the Skills List in November These price changes were effective from 9 May Smart and Skilled Update No. 33 (10 November 2016) flagged that these qualifications could not be priced due to the unavailability of the necessary information and that the 2017 prices given to these qualifications may be adjusted when they had been priced on their own merits. Note: The student fees for these qualifications have not changed. ii) Changes to the prices of two automotive qualifications The Department has reviewed the 2017 prices of two automotive qualifications and as a result has increased the 2017 prices. Please refer to Table 5 of the Appendix for the 2017 prices. Note: The student fees for these qualifications have not changed. 2. RESOURCES TO ASSIST YOU IN MANAGING YOUR FINANCIAL CAPS In Smart and Skilled Update No. 40 (24 March 2017), we introduced the Financial Cap Information File which is available in ereporting. The new guide, Smart and Skilled: Financial Caps Information for providers (May 2017), which is attached, will assist you to use and interpret the data in the file to track your Financial Caps. The guide will also help you to understand and manage your Financial Caps. The guide is also available in STS Online under Smart and Skilled Contract Management in the Support Documents section. 3

ADJUSTMENTS TO APPROVED QUALIFICATIONS ACTIVITY SCHEDULES FOR THE CURRENT ACTIVITY PERIOD a) ADJUSTMENTS TO FINANCIAL CAPS FOR 2017 CONTINUING STUDENTS The Department has completed its review of 2017 Continuing Students and has increased Financial Cap(s) for affected Providers. In some cases, Providers have received a new Financial Cap for Continuing Students only where one was not previously allocated and the Provider is training continuing students in that program/region. The adjusted Financial Cap amounts are displayed on affected Providers Approved s Activity Schedule(s) in STS Online. If you wish to find out more detail about the changes to your Financial Caps, please contact your Strategic Relationship Manager or Training Market Customer Support at training.market@industry.nsw.gov.au. b) PROVIDER REQUESTS TO ADJUST APPROVED QUALIFICATIONS ACTIVITY SCHEDULES - ADDITIONAL APPROVED QUALIFICATIONS The Department is seeking to expand choice and delivery of training in targeted areas as set out on pages 2-3 of the Smart and Skilled - Requesting additional Approved (s) - Approved s Activity Schedule (AQAS) Adjustments guidelines, which is attached. (These guidelines are also available in STS Online under Smart and Skilled Contract Management in the Support Documents section.) Some of these areas will require employer/industry supporting evidence for the proposed expansion of training as indicated on page 1 of the Smart and Skilled - Requesting additional Approved (s) - Approved s Activity Schedule (AQAS) Adjustments guidelines. You should already have approval to deliver a qualification which is similar to the qualification you wish to add to your Approved s Activity Schedule. It is also generally expected that you had applied for the qualification through the 2017 Smart and Skilled Provider Application, although this requirement does not extend to any qualifications which may have been added to the NSW Skills List since the Provider Application process was conducted in mid Please note that for the Entitlement Full s, Targeted Priorities Full s and Entitlement Foundation Skills programs, the training activity you deliver in any additional qualifications must occur within the limit of your Financial Cap(s). Please contact your Strategic Relationship Manager to initiate a request. Please note: providers must operate within their current Financial Cap(s). The Department may not pay for training activity delivered in excess of a Financial Cap(s). 4

SMART AND SKILLED FEE ADMINISTRATION POLICY 2017 VERSION 1.3 RELEASED Version 1.3 of the Smart and Skilled Fee Administration Policy 2017 has been released and is now available at training.nsw.gov.au/smartandskilled/contract_policy_2017.html. The changes to the policy are detailed in the table below: Page Previous Version 1.2 Updated Version The Provider must collect all fees to be paid by the student by the time they complete their subsidised training. The Provider must retain student fees that it collects. 18 [in relation to evidence required for fee exemption for Refugee or Asylum seeker, evidence requirements are:] Relevant visa documentation; or ImmiCard (where appropriate). The Provider must collect all fees to be paid by the student by the time they complete their subsidised training. A Provider, or a related entity or organisation, must not pay the student fee on behalf of a student unless the Provider is also: the student s employer; or is a provider of governmentfunded employment services (Jobactive) and the student is a client. There are no other circumstances whereby a Provider may pay a fee on a student s behalf. The Provider must retain student fees that it collects or evidence that either of the two conditions above were met. [in relation to evidence required for fee exemption for Refugee or Asylum seekers, evidence requirements are:] Relevant visa documentation; or ImmiCard (where appropriate); and if a Bridging Visa holder, the student must provide a document from the Department of Immigration and Border Protection acknowledging application for a humanitarian visa. 5

BERT EVANS APPRENTICE SCHOLARSHIPS NOMINATIONS CLOSE 30 MAY 2017 A reminder that nominations for the Bert Evans Apprentice Scholarships close 5pm Tuesday 30 May The scholarships offer financial assistance to first year apprentices in a skills shortage area who are experiencing hardship. They are designed to support eligible apprentices, including school based apprentices, who have shown aptitude for their trade training and demonstrate a positive attitude both in the workplace and in their off-the-job training. There are 50 scholarships available in various categories, each worth $5,000 per year for up to three years. Nominations require a supporting statement from the apprentice s employer and a representative of their registered training organisation. Providers are encouraged to support their eligible first year apprentices as nominees.
