3 What is Public Warning systems? Public warning systems are alert systems which in critical incidents, with no delay, can communicate simultaneously with an unlimited number of citizens through multiple channels. In addition the system should support existing emergency operation processes and help improve these. 3

12 12 Norway = Mountains, fjords and oil They are all risk sources UMS is covering them all
13 The area In one of the most famous Norwegian fjords (Geiranger fjord on the UN heritage list) a huge mountain slide is threatening the local communities.a part of a mountain, measuring 100 mill m3 (similar to 10 mill trucks filled with rocks) will most likely slide into the fjord sometime in not so far future causing a huge tsunami, causing destruction of several villages surrounding the fjord. 13
14 The consequence 14 The picture shows a simulation of the tsunami when it strikes the village of Geiranger, only eight minutes after the slide.
15 How to secure civilians exposed to these threats Predictability Monitoring the behaviour of the mountain Being able to predict when the slide will occur Alert When certain threshold is exceeded people are warned All possible channels are used, in particular cell phone to reach the visitors A-SMS Result Normal life is maintained People trust the technology and are able to live a normal life despite the threat 15

19 Priority and control of network When a crisis occur traffic may reach 10 times peak traffic! Control of network will make sure congestion is handled without adding delay Intelligent load balance Priority will give you necessary space in network to let important traffic go through All calls/sms/mms to and from 112 will go through Prioritized groups will be allowed to use network Allow citizens access to Alerts and specific Social Media/web-pages Without control of network, congestion will occur and Social Media cannot be used! 19 A-SMSC Overview 19
