1 APPLICABILITY: System Operators or anyone operating the system via Peak s GE- Alstom. I. Purpose To provide System Operators a job aid on using the DTS, particularly within the restoration drill. II. Introduction The DTS can be used to simulate operator actions on the Bulk Electric System. During a simulation exercise the operator will need to make actions similar to operating the real power system. An operator spans multiple types including generator operator, transmission operator, and AGC or scheduling. Actions can include starting a generator from black, picking up load, energizing breakers/switches, lines, transformers, or shunt devices. Industry accepted operating practices should be adhered to throughout simulation time. III. Initial Navigation Once logged into DTS, WebFG Viewer and Startup display are the default startup displays. 2 One can access the room list by clicking on the rooms shortcut on any viewport. The user can either choose a new viewport or a previously saved room to begin with. There should be a saved room for each entity but if it is not available, the user can choose the room- BA Template and customize the viewports for their area. The saved template contains the WECC map overview in the main frame. The user can position the map to their area by using the pan and zoom options. Tip: One can easily zoom in and out of a display by holding CRTL key and using the mouse wheel. If the user decides to start with a new viewport, they must remember that the maximum number of viewports is limited to 20. Classification: Public Page 2 of 21
3 Tabbed/Framed Display The default room has tabbed displays. One can add more frames by clicking on One can copy contents between main frame and other active frames by right clicking on the gray bar and choosing one of the options. By default, a new display is opened in the main frame. It can be copied to any frame using the copy option. Classification: Public Page 3 of 21
4 IV. DTS Displays DTS Status The simulator status can be identified from this display which can be brought up by clicking on the purple DTS button on the toolbar. Please refrain from making any changes to topology when it is paused or down. Right click on the gray bar for different copy options. Classification: Public Page 4 of 21
5 DTS Station Navigation It is important to understand that every application has a different background color. DTS (Light Blue) RTNET (Green) SCADA (Black) STNET (Dark Blue) One must remember that only the changes made in the DTS application are taken into consideration in the simulator which is then passed on to different applications. So, operators are requested to stick to DTS displays while making changes to the system. From the DTS displays one can operator switches and breakers to energize equipment of choice. Be cautious to open all necessary breakers to not accidentally energize portions of the system that are not desired. DTS Island Summary This is a key display to keep track of the island status. This display can be brought up by selecting DTS Island Summary from the drop down list next to the DTS button. Tip: It is possible to filter the island list based on the station in which reference unit is present. For example, if the user wants to monitor only island #3 which has MIRLOM has reference station, click the filter icon on the toolbar. Classification: Public Page 5 of 21
6 Choose the first field and type the station name in the Operand box exactly as shown in the Island Summary. Remember that it is case sensitive. Then click on Add and Apply and finally Select OK Note: Once the reference bus changes, the island will not be shown anymore in the filtered list. To cancel filtering, click the filter again on the right bottom of the display. Classification: Public Page 6 of 21
7 Generation Unit Status This display can be accessed from the DTS drop down menu. This display has the comprehensive list of all units sorted by Balancing Authority (BA). As we are using the new enhancement-island Frequency Controller for controlling the island frequency, the AGC status should be in Monitor mode for all BAs and all units must be in MAN control status in this display. Otherwise, the controls will be fighting each other and hence the island frequency will not be controlled. The user can find their BA by using the up and down arrows. Tip: The faster way to get to the BA is to type FIND OPA=BA NAME in the text box on the right top and press enter. For example, type FIND OPA=PGAE to get to PGAE list of units. The ramp rate for each unit can be modified by clicking on the a different value for Response Rates. information button and entering Classification: Public Page 7 of 21
8 Load Scaling It is important to remember that the individual load values will be same as the values when the system went black. So there are high chances that these values will be higher than the suggested 5% load pickup. Hence, it is critical to change these values manually by checking the Transfer Manual box, entering the suitable MW and MVAR values and press Enter. Once the Manual box is unchecked, the load changes back to previous value. Local Unit Controller As per the current DTS settings, the minimum number of buses to form an island is two. An island is started by energizing a blackstart unit and load. Be sure to isolate the rest of the system and that the unit has enough capabilities to support the load. One can bring up the local unit controller by clicking on the unit s MW or MVAR value from the DTS station one-line. This display contains the Plant Local Controller (PLC) and unit status, actual and desired MW, ramp rate and MW limits. One can manually ramp a unit s output by entering the desired MW and changing the PLC and unit status to Local and then click on RAMP. Note: The RAMP button will be available only when the PLC and unit status are set to Local. The Island frequency Controller has higher priority than this local controller display. 9 Once an island is lost, the unit is locked and needs to be restored in order energize the unit. Also, remove the condition that caused the island to be lost prior to restoring or it will be lost again. The units can be restored by the following steps: a. Click on the station name on the left top part of the display. This brings up the Network Bus Summary display. b. Position the unit and click on restore button. You must restore each unit individually and be sure to restore all units that were tripped when the island went down. Automatic Voltage Regulator This functionality in DTS enables the units to adjust the MVAr output within its limits to regulate the voltage to the target voltage. This also utilizes the regulation schedule and D-curves for accurate tuning. This voltage regulation can be enabled from the AVR check box. If the AVR flag is turned off, the user will be able to enter a manual MVAr output for the unit and this manual entry should be within the capability of the unit. Classification: Public Page 9 of 21
10 This display can be accessed from the DTS drop down menu. The AVR flag for shunt devices can be toggled by clicking on the MVAr value from the DTS station display. V. Monitoring the System Overview Displays There are multiple ways to access the overview displays: 1. The fastest way is to access them is from the WECC Overviews drop down menu. 2. The other method is to access them directly from the WECC Map. The WECC Map can be opened by clicking on the WECC MAP button on the toolbar next to the DTS drop down menu. The overviews can be opened by clicking on the pink diamond symbol wherever available. Classification: Public Page 10 of 21
11 Note : The overview displays explained above will be in SCADA application. So in order to view the same overview in DTS application, one must go to DTS Station Display from DTS drop down menu and then type the overview display name in the text box and press enter. For example,in order to open the following LDWP Main Grid overview in DTS application, get the name of the display from the SCADA application which in this case is LDWP_overview. 13 Network Abnormal Voltage Summary This display provides the list of buses where the voltages are outside the threshold limits. This can be used to improve the voltage stability of the island. This display can be accessed from the DTS drop down menu. Alarm Summary The user can go to alarm summary by clicking the bell symbol from any application. Classification: Public Page 13 of 21
14 There are 8 alarm priorities accessed by clicking the bucket number on the top of the display. The user can quickly access the SCADA station one line diagram by right clicking on the alarm and choosing Location display. RTNET Base case Violations The user can view the network base case violations by clicking on shortcut. This opens the voltage tab by default and the user can switch between different tabs. 15 VI. Island Frequency Control DTS Island Frequency Controller The DTS Island Control Display is accessed by clicking the hand icon to the right of the island. It will have two pages. The first page shows all substations within the island, as depicted below. The instructor then can click on any of the substation which calls up the second page showing all the units modeled under this station as depicted later. 16 On the header part of DTS Island Control display, the instructor can set 1. Frequency Control Check Box: To enable/disable the island frequency control mode. 2. Frequency Target: The target frequency of the island. 3. Tolerance: The units which are put under island control mode will stop moving when frequency reaches target within the tolerance. 4. Timeout: After the frequency control process is started, DTS will stop the frequency adjustment process once the timeout is reached and issue a message to the instructor. If the desired target frequency is reached before the time out, then the time out is ignored. 5. Select All Button: Set all units into Island Frequency Control Mode 6. Clear All Button: Clear all units Island from Frequency Control Mode 7. Start: The instructor click this button to ramp the units within island, down or up, to reach the target frequency. In the process the start button is grayed out till the process is stopped due to target is reached or timeout. 8. Stop: The instructor click this button to stop the frequency control process. 9. Reset AGC: Restore the AGC status on PLC and UN level to what they were before Island Frequency control started. This button is grayed out when control is in progress. In another word, the button is only available when frequency control process is stopped. Changing Generator Settings When the island frequency control mode is activated, generators under the island adjust their output automatically, within the limit of their capacity, to drive the frequency towards the target. Once the island frequency reaches the tolerance limit defined by the program, the generator MW targets are set to their current MW outputs and the Island Frequency Control process is stopped. DTS Island Control Unit display: Classification: Public Page 16 of 21
17 In the Unit page of the DTS Island Control display, a list of all generators within the selected substation is given. This display brings together the functionality from the Local Unit Controller and DTS Equipment-Unit Voltage Data displays. The instructor can change the unit settings in this integrated display same as he/she does with the other two. In the Unit MW control part, the instructor can set: 1. PLC Status: This status is automatically set to local when the unit participates in island frequency control process. If not participating, the user can toggle between AGC and local. 2. Unit Status: This status is automatically set to local when the unit participates in island frequency control process. If not participating, the user can toggle between AGC and local. 3. Desired MW: Only when the generator does not participate in island frequency control. 4. Max Rate: The max ramp rate of the unit. Can only be set when the generator does not participate island frequency control 5. FRQ CTRL: When this check box is checked, once the frequency control process starts, the desired MW of the unit is put to its maximum/minimum. The unit keeps ramping till island frequency reaches its target or time out is reached. 6. Begin Ramp: Click to Ramp the unit. This button is grayed out if the unit participates in island frequency control. 7. Station List: Click the button to go back to the Station Page 8. Island: A non-zero number denotes the island to which the unit is connected. Zero denotes that the unit is not energized. Classification: Public Page 17 of 21
18 VII. Power Flow Tracking PFTRACK This feature will help the instructor and trainee to compare power system state saved in memory residing snapshot(s) and that of current simulation time. The user can observe the status of selected equipment(s) and observe the status of all islands. This helps in the process of restoring lost islands by identifying the cause a lot quicker. The following document explains the key features in each tab of the display and only the important fields are explained. Island Key fields in Island display Company: The company in which the reference/swing unit is located. Station: The station in which the reference/swing unit is located. Generation: The total generation in the island (MW) Load: The total load in the island (MW) Previous tab: Data from the snapshot Current tab: Data from current system conditions Lost tab: Data from snapshot missing in current tab. Generation Unit Classification: Public Page 18 of 21
19 Key fields in Unit display Island: WMECH: A non-zero number denotes the island to which the unit is connected. Zero denotes that the unit is not energized. Mechanical power output of the unit. W: Real power output of the unit (MW). R: Reactive power output of the unit (MW). AVR: The flag that denotes the Automatic Voltage Regulator for the unit. RMOV: If an equipment is tripped by the software because the island crashed or due to power flow divergence, this box is checked. This is useful while restoring lost islands. Differences between snapshots and current solution with the following possible value types: Numerical Numbers: Solution difference Check Boxes: Value can be 0 > 1 (0 to 1) or 1 > 0 (1 to 0) or No for no change Sorting icon for each column. Load MAN: This flag shows if the individual load value was replaced manually. Capacitor Classification: Public Page 19 of 21
20 Circuit Breaker This tab lists only the circuit breakers whose attributes changed in the current solution in comparison to the snapshot. Open: This flag helps the user identify if the circuit breaker was part of the island lost. Line Transformer Tap: Transformer s tap setting. The difference shows the difference in tap setting between the snapshots to identify if it caused island loss. Classification: Public Page 20 of 21
