4 THE FRENCH CONTEXT At the local level: Many projects, however: Different levels of maturides A gap between large cides and small cides A strong polidcal support At the na4onal level: Strong impulse given by the nadonal government, but Lack of coordinadon within public bodies and within public programmes No communicadon between urban and digital stakeholders Awareness of economic opportunides both at the nadonal and internadonal levels INSPIRE Conference

Accelerate the deployement of innovacons Major issues: replicability, scaling up pilot projects Promote new forms of public procurements and put more emphasis on the criteria of replicability in nadonal calls for proposals. Support innovadve projects: regulatory support, exempdons, evoludon of the administradve and regulatory frameworks. DisseminaDon of projects assessments: quandtadve and qualitadve. Facilitate the creadon of networks to exchange informadon and experiences, both at nadonal and local levels. INSPIRE Conference

BeGer arcculate urban and digital policies Major issues: to allow for a more agile city,to meet the evolu:ons of user needs and lifestyles Build a share vision of smart cides based on cross ferdlizadon between urban dynamics and digitalizadon Enable new pracdces for urban planners: Use of digital tools facilitadng visualisadon, simuladon, predicdve approaches to ensure more integrated approaches in urban projects and help decision making. When it comes to urban projects, switch from programming of infrastructure and equipments to more servic- based soludons. Governing with data Major issue: Support transi:on towards new management and governance schemes From opdmizing urban infrastructure to the collaboradve city Access to data Open data and «hackatons» to sdmulate their appropriadon by different type of users Reenforce the legal framework at the nadonal level ObligaDon to pen data related to energy, transport, ProtecDon of personal data Capacity building Pooling resources and experdse for small cides Joint specificadons for daa pladorms based on common needs Access to new kind of experdse: chief data officer INSPIRE Conference
