32 Vision for Recovery Following a disaster, we will restore the community and the economy and rebuild the city. We will balance expeditious recovery with the opportunity to thoughtfully and deliberately build back better, using disaster recovery efforts to make Seattle more resilient, more sustainable, and more aligned with community ideals and aspirations. This will be done by fully engaging and leveraging our whole community and coordinating across all sectors. The Recovery Framework is guided by our Citywide Emergency Management Vision: Disaster ready prepared people, resilient community. 32

34 Recovery Framework Purpose & Scope Establish a governance and coordinating structure, which can leverage whole community resources. Explore options for restoration of critical community functions, services, vital resources, facilities, programs, and infrastructure. Establish a framework for engaging those that should or need to be involved. Guide pre-disaster preparations. Scale to the magnitude of disaster. Whole Community includes public, private, and non-profit sectors + community members Framework Plan The Recovery Framework was developed pre-event and will generally frame and guide recovery. A Disaster Recovery Plan will be developed to address event-specific issues. 34
35 Disaster Recovery Organization The Recovery Director, appointed by the Mayor, will serve as the Local Disaster Recovery Manager and lead the Community Recovery Task Force and Recovery Office. 35

Be Risk-Driven in Both Recovery Plan: Pre-disaster preparations and potential reinventions Mitigation Plan: Bring in bigger picture blue sky thinking and study after-action reports 37
