Our mission: Deliver value and savings in real estate, acquisition, technology, and other mission-support services across government. Our strategic goals: Save taxpayer money through better management of federal real estate. Establish GSA as the premier provider of efficient and effective acquisition solutions across the federal government. Improve the way federal agencies buy, build and use technology. 11 Rents and Funding Rental Revenue for Alaska Portfolio Leased: $30,419,199 million Owned: $29,575,484 million The Rent Collected Goes to the Federal Buildings Fund (FBF) The FBF is a revolving fund created in the 1970 s. GSA s rental income goes into the FBF. GSA draws its operating budgets out of the FBF but is distributed by appropriations from congress and OMB GSA must live within its means. The only direct appropriations GSA receives from Congress are for new construction. Currently under a Continuing Resolution until Dec 8th, pending full year funding. Normal budget allocations are Fiscal Year Oct 1 to Sept 30.

13 Reducing the footprint GSA Disposal of Federal Real Property GSA provides tailored solutions to help Federal Agencies reposition their unneeded or underutilized real property. Recent sales: Kotzebue: duplex, Oct 19 th for $182,000 owned by Forest Service. Juneau: 5.5 acre Forest Service site for $505,000; transferred 10. acre of Glacier Hwy ROA to the State Auke Bay: Sub-divided and transferred property to Univ of Alaska and City of Juneau. Seward, sold a Forest Service staff House Current projects: Cordova: FAA staff house Statewide: Corp of Engineers, AK National Guard facilities, current Wainwright - Alcanut Nome: vacant lot Statewide Alaska Lighthouses from the Coast Guard. 14 Reduce Federal Footprint - Current Federal Projects Current Federal controlled vacant space: Anchorage is 30,000 RSF Juneau 15,000 RSF Fairbanks 7,400 RSF Ketchikan 420 RSF We completed 3 small leased to own moves totally 2,000 RSF in Anchorage 1,000 RSF in Juneau of lease to owned as well as 4,000 RSF from Federally owned to Federally owned in Juneau (Auke bay disposal) Next 3 years plan to move approx 102,000 RSF between federally controlled lease s and/or federally owned space with a couple of small moves from leased to owned in Fairbanks and Juneau.

16 Operational Excellence Total Cost of Ownership (TCO): We plan to own thru perpetuity so designing our spaces with the strategic plan of managing them most efficiently. Equipment efficiencies, useful life replacement value, maintaining and repairing. Operational Cost Efficiencies: Keeping costs down thru enhanced performance work statements and less prescriptive. 17 Contracting Opportunities GSA is a very small agency and as such we contract for almost everything. Services Construction Space GSA Leasing Support Services GSA is required to follow the Federal Acquisition Regulations (FAR). Yes we are required to use procurement preference programs for a percentage of our contracting and we do well here in Alaska in meeting those goals.

18 Pending Federal Service Contracts In Anchorage we have both the Historic Federal Building and the US Courthouse OM contract expiring this year as well as the grounds contract. Estimated 1.4 million. RFP will be posted on FBO.gov in February with a start date of June 1. Custodial Service contract for Anchorage area is expiring in Oct Custodial in most Federal locations are acquired through the Ability One program for disabled individuals and is not competed commercially. We use BOMA RSmeans data for benchmarking our operations cost. Here in Anchorage we are running $2.03 for cleaning and $2.28 RSF for O&M, the BOMA Industry is $2.32 for O&M and $1.82 for cleaning. We often pay more in our ability-one contracts cleaning contracts due to the health and welfare component.

19 Pending Federal Construction Projects Current projects we have funded or pending funding this year (10/1/18 9/30/19): Anchorage is estimated around a million total for several TI s, sewer project, LED projects, security access systems and a skybridge. Fairbanks is estimated around a couple of hundred thousand for Underground Storage Tank and TI s Juneau is estimated around 1.5 million for TI s and elevator work Across rest of Alaska another 2.5 million in misc work. 20 Current Lease Projects and Leasing Cycle Expiring leases are competed and posted for public notice for opportunity of competition. Lease inventory which includes expiration dates is updated and posted monthly at GSA.gov. TI Projects are not contracted for by GSA directly. In new and existing lease s the work is done thru the Lessor with right of first refusal. Rarely does GSA do TI projects in leased space directly but when we do it follows the normal procurement process and regulations. Previous slides TI s do not include any Lease TI projects in the totals.

21 How to compete for Federal Business Projects over $25,000 are all on advertised on Federal Business Opportunities - Commodities and recurring service opportunities - get a Schedule contract with FAS- also posted on FBO.gov Set asides for small business including veteran owned - get registered with SBA. - info is then sent to Contracting Officers.
