5 What does my program do? The role of the Network Chief Capital Asset Manager (CAM) is to manage complex strategic, investment and operational policy/regulatory/legal requirements related to Capital Programs (VA owned Real Property land/buildings/equipment or non VA owned leases). As the Chief Asset Manager serving a network of facilities, CAM s manage capital asset and engineering operational lifecycle processes from strategic capital investment planning, execution of approved/funded investments, regulatory compliance and steady state engineering operations. Primary Product Service Codes (PSC) or NAICS that you use to procure goods and services Commercial and Institution Building Construction Architectural Services Engineering Services

Architectural and Engineering Services Architect Engineer (A/E) Services related to the development of construction documents and specifications Interior Design Services to coordinate furnishing, equipping and moving into newly renovated, constructed buildings or leases. Construction Services To address aging infrastructure & renovation of existing space or new construction Leases Community Based Outpatient Clinics (CBOC s) Furniture and Equipment For renovated or newly constructed spaces and leases
7 Construction Program Definitions MAJOR Construction >$10M Major projects appropriation provides for constructing, altering, extending, and improving any VA facility, including planning, architectural and engineering services, assessments, and site acquisition, where the estimated cost of a project is over $10,000,000, or where funds for a project were made available in a previous appropriation under this heading. MINOR Projects <$10M Minor project appropriation provides for constructing, altering, extending and improving any VA facilities, including planning, assessment of needs, architectural and engineering services, site acquisition and disposition, where the estimated cost of a project is equal to or less than $10,000,000.
8 Construction Program Definitions Non-Recurring Maintenance (NRM) SUSTAINMENT: Maintenance and repair activities to keep a typical inventory of facilities in good working order over a 50 year service life primarily within the buildings envelope, These projects range from $25,000 to $10,000,000 including costs associated with the expansion of space not to exceed 1,000 sq ft INFRASTRUCTURE IMPROVEMENTS: These projects improve buildings and land beyond sustainment. They include reducing Facility Conditions Assessment deficiencies and demolishing buildings. These projects start at $25,000 and have no upper limit due to their pure infrastructure nature. GREEN MANAGEMENT: These projects include environmental, energy, green building and fleet management related activities in support of reducing energy, water and vehicle fleet fuel consumption and increasing environmental sustainability.
9 Strategic Capital Investment Plan (SCIP) Included in the Department s Budget Submission to Congress Volume IV: Construction Long Range Capital Plan
10 VISN 20 SCIP Snapshot from FY15 Congressional Budget Submission 1 Total estimated costs provided in the table are preliminary planning costs and are considered to be the mean cost in a range of plus or minus 10 percent. 2 Lease costs include first year annual unserviced rent plus any associated build out cost, but excludes future annual rent payments. 3 Other projects include disposals and sharing projects. 4 Future planning includes estimates for NRMs and Minors for future years, and minor construction, nonmajor lease, disposal, and sharing projects for the ten year planning horizon. 5 Action Plans include below threshold lump sums for NRM and minor construction projects that are below established dollar thresholds. For the current planning period, VA has a lump sum amount of $1.4 billion for emergent needs, below threshold NRMs, and below threshold minor construction projects that will be allocated during the year. 6 Non recurring and recurring activation totals are inclusive of the entire cost over a 10 year time frame and are reflected in the first funding year for each project. SCIP Estimated Long Range Magnitude Costs The cost to correct all currently identified gaps for VISN 20 is estimated to be between $2.7 and $3.3 billion. This range is an estimate only; costs may change as projects are further refined.
