6 AFI Surveillance Task Force The AS/TF terms of reference are to: Determine the operational performance requirements for aeronautical surveillance in the AFI Region, en-route, terminal areas (TMAs) and aerodromes operations. Identify and quantify near term and long term benefits of relevant candidate surveillance systems. Develop a draft AFI Surveillance plan including recommended target dates of implementation, taking into account: Availability of SARPs; Readiness of airspace users and air navigation service providers; Relevant RAN and APIRG recommendations, conclusion and decisions pertaining to aeronautical surveillance; and Work done by ICAO Surveillance Panel with the view to avoiding any duplication. 6

7 AFI Surveillance Task Force Strategy in Summary: Harmonised regional approach to surveillance implementation. Recommended surveillance technology migration / introduction based on: Operational requirements: The surveillance recommendations are based on and guided by the ATM separation requirements for a specific airspace. Time: The introduction of new technologies is aligned with the ASBU s. Standard protocols for data exchange and connectivity: ASTERIX. Encourage sharing of surveillance between ANSP s / States. Business Cases, Feasibility studies and Safety Cases are still required to decide on the best surveillance solution in a specific airspace. The strategy does not currently provide guidance on the associated Automation and Display system requirements that should be deployed in support of the various surveillance solutions, other than supporting data exchange through AIDC. 7

8 AFI Surveillance Task Force Composition: Core members: ATNS (South Africa), ASECNA, IATA, Algeria, Ghana, Kenya, Nigeria, Rwanda, Tanzania and IFALPA. States with large oceanic FIRs interface with other ICAO Regions and large continental coverage to be added to the composition as core members (Democratic Republic of Congo, Mauritius and Seychelles). Activities to date: Surveillance Workshop Task Force Meeting Task Force Meeting Endorsement of Strategy by APIRG Task Force Meeting 3. Current / Forthcoming Activities: Alignment of Strategy with ASBU s. 8

9 ANSP s and the Future AFI Surveillance Strategy provides a common framework based on operational requirements for: The introduction of Surveillance solutions; and Common framework for migration of Surveillance solutions. CANSO is encouraged to: Work together with ANSP s towards Surveillance Data Sharing, thus achieving efficiencies and seamless cost effective surveillance; Support technical workshops and joint studies, by inviting neighboring ANSP representatives to participate; Compile a list of Technical Expertise in the region to support the exchange of Technical Experts between States / ANSP s; Compile a list of Technical Expertise in the region for the sharing of information on new systems and services between States / ANSP s; and Compile a list of Technical Expertise in the region for assistance in the drafting of Technical Specifications based on Operational Requirements. 9
