3 BACKGROUND WHO WE ARE: ATNS was established in 1993 though an act of Parliament of the Republic of South Africa. To provide Air Traffic Management and related services Wholly State owned (100% Shareholding by Government) Our Vision: To be the preferred supplier of Air Traffic Management solutions and related services in selected African markets

5 BACKGROUND ATNS is responsible for Air Traffic Management for approximately 10% of the world airspace

7 CONTRIBUTION TO AFI INFRASTRUCTURE RATIONALE: Historically aviation safety in AFI was compromised by lack of reliable fixed aeronautical telecommunications infrastructure. For Air Traffic Service Direct Speech (ATS/DS) for ground-toground communication, AFTN, voice & data services as well as extended VHF for aeronautical mobile services AFI States agreed to introduce Very Small Aperture Terminal (VSAT) Satellite Network technologies to resolve these deficiencies, allowing greater safety for Air Traffic Movements. This led to the establishment of the three aeronautical telecommunication networks, namely, SADC VSAT, North and Eastern AFI VSAT (NAFISAT) and AFISNET (West African Region) Effective implementation of ICAO Standards & Recommended Practices

13 CONTRIBUTION TO AFI INFRASTRUCTURE THE ESTABLISHMENT OF THE VSAT NETWORKS In 1998 and 2001, ATNS was appointed as the Network Service Provider for SADC VSAT and NAFISAT respectively MoUs signed between SADC and NAFISAT Member States and ATNS Both networks are funded, implemented & managed, operated, and maintained by ATNS on behalf of the Member States. ATNS owns the Network and equipment until its expenses are fully recovered, normally 7 years The Network is supported by fully resourced operations Center (infrastructure and personnel) located in Johannesburg (ORTIA) at ATNS facilities

17 CONTRIBUTION TO AFI INFRASTRUCTURE ATNS COLLABORATION WITH ASECNA:
18 CONTRIBUTION TO AFI INFRASTRUCTURE ATNS COLLABORATION WITH ASECNA: All the three Networks (SADC,NAFSAT,AFISNET) are required to interconnect and be inter-operable ATNS ad ASCENA entered into a Technical Agreement Recently renewed in December 2017 in Dakar Makes provision for collaboration Recognize need for regional cooperation Coordinated planning of the infrastructure for the region Cost effective and maintenance solutions for interconnection of networks ATNS and ASECNA continue to collaborate and strengthen their role in the region
19 CHALLENGES Regulatory Authorities are required to issue annual communication to the users Users not familiarized with the service Lack of compliance by the users to pay for their VSAT user fees Threat to the sustainability of the VSAT network(s) Inaccessibility to access some sites due to political instability Coordination of interconnectivity and interoperability between networks (AFISNET, SADC, VSAT, CAFSAT)

21 THE FUTURE ATNS ROLE: Management and maintenance of the Networks (SADC & NAFISAT) Continuous research to allow for future services Develop and ensure continuation of the Network SUPERVISORY BOARDS: Oversee the role of ATNS Facilitate regulatory issues within their States Continue to support AFI regional initiatives
22 THE FUTURE FUTURE INFRASTRUCTURE/SERVICES: Aeronautical Telecommunication Network (ATN) Aviation Internet ATS Message Handling System (AMHS) ATS Inter-facility Data Communication (AIDC, to replace ATS/DS) Computer-to-computer data exchanges between ATS Flight Data Processing Systems (FDPS) Operational meteorological data exchanges Operational Aeronautical Information Services exchanges Automatic Dependent Surveillance Broadcast (ADS-B) and radar data exchanges VHF extended range; and Any other agreed aeronautical service based on the GANP
23 CONCLUSSION BENEFITS TO THE INDUSTRY: The Network is the most reliable aeronautical telecommunication infrastructure, with service availability of 99.98% on average It has eliminated all communication deficiencies in the AFI region Fulfilled the region s communication requirements It has succeeded in integrating a regional communication network Allowed for greater safety and improved coordination of air traffic It is financially sustainable Consolidated all the efforts that were disintegrated and based on a State-by-State plan, into one regional solution.
