2 Welcome to International Conference on Climate Change and Disaster Management Climate Change and Natural Disasters are threat to the human kind and the planet earth. Clear scientific understanding of these natural phenomena is essential to chalk out mitigation measures and evolve clear global policies. Observation analysis modeling and forecast are integral to management of such complex interactive processes. Space based systems play a vital role in addressing these issues. Knowledge and Data sharing among the haves and have-nots pose major international policy implications. The Conference, co-organized by the International Academy of Astronautics(IAA), the International Institute of Space Law(IISL) and the Kerala State Council for Science, Technology and Environment(KSCSTE) proposes to address all technical and policy matters related to solving the problems of Climate Change and Disaster Management,. This Conference in Thiruvananthapuram is expected to bring together scientists and policy makers from all over the globe and aimed at consolidating and harmonizing expert opinions in preparation of an IAA Heads of Space Agencies Summit on September 14-15, 2015 at Mexico.
3 Scope of the Conference Space science has made enormous contributions in understanding climate change and in the management of natural disasters. A large number of satellites developed and operationalized by major space faring nations provide, and will continue to provide global data on vital parameters. These systems provide accurate data on climate variables atmospheric land and ocean which forms the basis for assessment and forecast. The current capabilities are mostly at the level of post-disaster monitoring and damage assessment. Early warning is still a research issue and developing countries, where impact of disaster is very high, have very limited space capability. Data sharing between the 'haves' and 'have-nots ' has become imperative now. Legal implications of any international framework/policies; addressing social aspects of human behaviors and its impact and many other aspects also need to be addressed. All these necessitate strong international cooperation to narrow the gap between developed and developing countries. The Conference will address, not only scientific and technical issues, but also policy, programmatic and legal issues, as well as international cooperation.

It has been a favourite haunt of tourists, especially Europeans, since the 1930s. A massive rocky promontory on the beach has created a beautiful bay of calm waters ideal for sea bathing. Thiruvananthapuram, the capital city of Kerala, is just 16 km away from Kovalam and getting there is no hassle. It has Excellent hotels and conference facilities of international standards. 6 About IAA The International Academy of Astronautics (IAA) works towards promoting the development of astronautics for peaceful purposes, recognize individuals who have distinguished themselves in a related branch of science or technology and provide a program through which members may contribute to international endeavors for the advancement of aerospace science. IAA has the aim of addressing the question of data sharing, distribution and dissemination, in relation with the climate change and disaster management. About IISL The International Institute of Space Law (IISL) was founded in The purposes and objectives of the Institute include the cooperation with appropriate international organisations and national institutions in the field of space law and the carrying out of tasks for fostering space law development. IISL looks forward to studying the legal and policy aspects of climate change, disaster management and data sharing. About KSCSTE Kerala State Council for Science, Technology and Environment (KSCSTE) is an autonomous body constituted by the Government of Kerala in November 2002 to encourage and promote science and technology-related activities in Kerala State. KSCSTE will be a partner for this conference and also the local organizer of the event. KSCSTE looks forward to provide the platform for addressing scientific issues related to climate change and disaster management, with specific emphasis on India.
