2 Soft Target Definition Text Book Definition A person or thing that is relatively unprotected or vulnerable, especially to military or terrorist attack. Practical Definition Gathering of people and/or structure which is open to public access, with little or no restriction and/or vulnerable, especially to military or terrorist attack.
3 Examples of Soft Targets There are degrees of soft targets based on the level of access. Open Access Soft Access Ticketed Access Hybrid Access
4 Open Access Open Markets, State Fairs, Festivals, and Shopping Malls are all examples of Open Access Soft Targets. Even though malls have visible security, the security plays primarily a reactionary role due to the open access.
5 Soft Access Hotels, Theaters, and Mass Transit are examples of Soft Access Soft Targets. Hotels are open to guests and patrons, and have increased restrictions afterhours and in the back of the house. Although Theaters and Mass Transit are ticketed access areas, there is less security verification as compared to other Ticketed Access Soft Targets.
6 Ticketed Access Theme Parks, Sports Venues, Museums, and Concert Sites are examples of Ticketed Access Soft Targets. These ticketed soft targets generally have stronger verification and screening processes than the previously mentioned ticketed types of soft targets.
7 Hybrid Access Private Sector Office Buildings, Colleges, Hospitals and Schools are examples of Hybrid Access Soft Targets. Although some areas are open to the public, many areas are restricted, requiring different degrees of access control/security measures.
8 Security Challenges Venue must remain naturally open and inviting to the public Security must not unduly impede normal operations or commerce Security is difficult for venues with limited access control and/or no security screening Security must provide access control for venues that often have multiple access points Access control must handle large volumes of people in some cases, huge volumes
9 Security Challenges Cont. Urban venues often have no set-back Positive identification is difficult for one-time guests and visitors Security must be provided even for facilities that have limited funds for security and staff shortages Some venues have high turn-over rates for employees or have seasonal employment exacerbating training and background checks
10 Threats/Examples There have been many examples of threats and/or attacks in recent years that have included the following; Improvised Explosive Device (IED) Vehicle-Borne Improvised Explosive Device (VBIED) Small Arms/Active Shooter Armed Siege and/or Assault
11 Improvised Explosive Device (IED) July 17, 2009 Jakarta, Indonesia. JW Marriott and Ritz-Carlton Hotels were attacked by Suicide Bombers using IED s. This attack killed 7 people and wounded more than 50 others.
12 Vehicle-Borne Improvised Explosive Device (VBIED) October 7, 2004 Taba, Egypt. The Hilton Hotel was attacked by Truck Bomb (VBIED). This attack killed 30 people and wounded over 150 others.
13 Small Arms/Active Shooter April 6, 2007 Blacksburg, VA. The campus of Virginia Tech was attacked by a single gunman, who killed 32 people and wounded many others.
14 Armed Siege October 23, 2002 Moscow, Russia A Moscow Theater was taken siege by armed terrorists. The terrorists held 850 civilians hostage. The siege ended with nearly 130 of the hostages dead, and many wounded.
15 Protective Measures Visible and Mobile Security Personnel Layered Security Programs/Drills Create a Standoff Area for Vehicles Secure the Back of the House (Restrict Movement) Mass Notification System Strong Identification Program for Contractors and Employees Strict Dock and Parking Lot Management Countersurveilance (Who s watching you) Training, to include integrated training of all employees and to partner with local and federal authorities.
16 Future The Future is here. Soft Targets overseas routinely conduct car screening, and check points are already in place. Armed security is found in shopping centers, and people have come to expect it. Security measures for Soft Targets will continue to increase, as long as the threat of violence persists, and terrorists seek out easy targets to promote fear.

21 Assessing Risk Protective Security Advisors (PSA) PSAs are assigned to local communities throughout the U.S. They serve as DHS liaisons to the private sector, and Federal, State, tribal, territorial, and local governments. PSAs assist in identifying critical infrastructure. PSAs coordinate requests by the private sector for DHS services and resources, including training requests and scheduling of Site Assistance Visits. 32 If You See Something, Say Something In July 2010, DHS Secretary Janet Napolitano's launched a national "If You See Something, Say Something " public awareness campaign a simple and effective program to raise public awareness of indicators of terrorism and violent crime, and to emphasize the importance of reporting suspicious activity to the proper state and local law enforcement authorities. The campaign was originally used by New York's Metropolitan Transportation Authority (MTA), which has licensed the use of the slogan to DHS for anti-terrorism and anti-crime efforts.
