1 Overview of GPCLRFs and RCCs within the GFCS: Climate Services Information System R. Kolli Chief World Climate Applications & Services Division 1

2 Climate Service Information System (CSIS) The CSIS is the component of the GFCS most concerned with the generation and dissemination of climate information. It is the operational centre of the GFCS. It will include climate data, monitoring, prediction (monthly, seasonal, decadal) and projection (centennial) activities. HLT report: The Climate Services Information System is the system needed to collect, process and distribute climate data and information according to the needs of users and according to the procedures agreed by governments and other data providers. 2

3 Role of CSIS within the GFCS The CSIS is the means of delivery of climate data and products. It comprises global, regional and national centres and entities that generate/process climate information (observations and predictions), and the exchange of data and products to agreed standards and protocols. It must be supported by observation and research programmes (e.g. GCOS, WCRP). With pull through facilitated by strong links. Capacity building initiatives will increase conductivity of data flow Part of the CSIS is in place, but new infrastructure is needed to fullfil the GFCS vision. 3

6 Global Producing Centres of LRF In 2006, WMO set up a process to designate centres making global seasonal forecasts as WMO Global Producing Centres of Long Range Forecasts (GPCLRFs) GPCLRFs adhere to commonly defined standards aiding consistency and usability of output: a fixed forecast production cycle a standard set of forecast products WMO-defined verification standards A comprehensive set of standard verification measures, with which to communicate the skill of forecasts, has been defined (the WMO Standard Verification System for Long-Range Forecasts SVSLRF) 12 GPCLRFs designated so far Two Lead Centres: LC-LRFMME and LC-SVSLRF 6

8 Global Seasonal Climate Update Background: Long experience with WMO El Niño/La Niña Update based on global consensus Purpose: International consensus on current state of climate plus outlook for the next season; Addresses: major climate modes and indices; temperature and precipitation; Issued: ahead of each conventional season (at the minimum); Target users: Regional and national centres and entities (globally acting users also interested); Dedicated Task Team under CCl; Trial versions of GSCU being developed in near real-time and subjected to peerreview process/operational testing.. 8

9 Regional Climate Centres (RCC) WMO Regional Climate Centres are centres of excellence that create regional climate products including long-range forecasts in support of regional and national climate activities and thereby strengthen capacity of WMO Members in a given region to deliver better climate services to national users. RCC users: NMHSs, other RCCs, etc. WMO RCC responsibilitiesshall be regional in nature and shall not duplicate or replace national responsibnilities. Establishment of RCCs is initiatedby WMO Regional Associations, based on regional needs and priorities. Formal designationthrough WMO Technical Regulations Two modes of Implementation: fully self-contained RCCs or distributed-function RCC-Networks 9

13 Regional Climate Outlook Forums (RCOFs) RCOFs provide platforms for Climate experts and climate information users to: Discuss current climate status Exchange views on scientific developments in climate prediction Develop consensus-based regional climate outlooks that can feed into national climate outlooks produced by NMHSs Engage in user-provider dialogue An important aspect of RCOFs is the facility to bring together experts in various fields, at regular intervals, operational climate providers and end users of forecasts in an environment that encourages interaction and learning. 13

15 Potential National Mechanisms Framework for Climate Services at the national level Similar to GFCS structure but involves practicalities and specifics for delivery of climate services at the national level. Some countries may establish coordination mechanisms appropriate to their national context, largely as integral components of the NMHSs, to support/facilitate GFCS implementation at the national level National Climate Outlook Forums (NCOFs) Adapting the Large and Regional scale forecasts to the national context Tailoring products and translating key messages for users (Multidisciplinary Working Groups) Evaluating the impact of expected conditions (with existing vulnerabilities) Coordination mechanisms at National level Tailored to specific National context Positioning of NMHS within the Framework at the national level Strong and sustained users liaison Research focus on national needs Wide access to climate data and knowledge base 15

17 Resolution 17 (Cg-XVI), 2011 WMO Some extracts: To establish a Climate Services Information System with global, regional and national entities providing operational climate information, including data, monitoring and prediction products within the GFCS; That CSIS operations shall adhere to the WMO Technical Regulations and should generate, as needed, new Technical Regulations pertinent to the advancement of operational climate services; That the implementation of CSIS should be guided by the Commission for Climatology; That the core operational CSIS products should be standardized in terms of production, presentation, delivery and verification 17

19 Resolution 60 (Cg-17) WMO Policy for the International Exchange of Climate Data and Products to Support the Implementation of the GFCS Extracts: To adopt the policies and practices, including the guidelines, of Resolution 40 (Cg-XII) and Resolution 25 (Cg-XIII) for the exchange of GFCS relevant data and products; Climate data and products covered by Resolution 40 (Cg-XII) and the GFCS relevant data and products subsumed under Resolution 25 (Cg-XIII) will continue to be governed by these resolutions; GFCS relevant data and products from the WMO WDCs, GPCLRFs, RCCs, RCOFs and the ICSU WDS, as well as from the framework of the GCOS ECVs (Atmospheric, Oceanic and Terrestrial), will constitute an essential contribution to the Framework and therefore should be made accessible among Members, in particular through the GFCS CSIS, on a free and unrestricted basis; 19

21 Developers Meeting on the GFCS-Relevant Climate Data, Products, and Tools (6-8 December 2016, Geneva) Review currently available GFCS-relevant data and products; Review and refine the CST contents and architecture as well as discuss the strategy to populate and maintain the CST; Develop an action plan for populating the CST with datasets and tools required for climate services, based on the minimum functions defined for the CSIS; Address and provide recommendations on the CST governance issues; Explore the software solutions and IT infrastructure required for the deployment of CST; Develop an outline for guidance on CST core capabilities; Recommend training materials that will support capacity building and use of CST resources; Identify metrics for CST performance evaluation and develop criteria for quality assurance; Recommend strategy for deployment of CST core capabilities. 21

23 Towards an Inventory of GFCS-relevant Data and Products Following up on EC-68 request to CCl Develop an inventory for GFCS-relevant data and products currently available from WMO global and regional centres (e.g., GPCLRFs, RCCs, WDCs for meteorology and climatology, IRI, APCC, etc); Elaborate a template for conducting a Survey on the availability of GFCSrelevant data and products at the WMO global and regional centres; Conduct a Survey communicating with the WMO global and regional centres and also collect relevant information through Internet resources; Prepare a comprehensive report summarizing and synthesizing the current status of availability and access to GFCS-relevant data and products, along with recommendations to increase access/availability, and subject it to review by CCl experts; Present the overview of the current status of GFCS-relevant data and products at the Developers Meeting on the GFCS-Relevant Climate Data, Products, and Tools to be held from 6 to 8 December,

24 GFCS Operational and Resource Plan (ORP) Focus on Phase II of GFCS Implementation Phase I (first two years, ): Start-up phase for establishing the Framework s infrastructure a Demonstration projects Emphasized strengthening of regional support networks and institutional capacities Phase II ( ) Development and scale-up phase of pillars and priority area applications Initial two-year demonstration projects will be replicated in other parts of the world A mid-term review of the Framework during this period will include consideration of such progress Phase III ( ) Wide-reaching benefits from improved climate services will be evident Improved services throughout the world, across all climate-sensitive sectors and across global, regional and national spatial scales

25 What the ORP does Refines Focus. Identifies activities that are essential for mobilizing and developing the field of climate services. A strategic work plan to follow. Improves Communication. Will help answer the question What will the GFCS do in the next 3 years? at a tangible and actionable level Mobilizes Resources and Partners. Provides a list of prioritized activities to help target the mobilization of funds for implementation. Also allows partners (including CCl) to see clear entry points for collaboration. Supports Evaluation. Provides a basis for monitoring and evaluating progress on key elements of the Framework What the ORP does NOT do Guarantees funding for activities. Not all activities currently are funded. Captures everything. This is not a collection of everything that CCl, WMO and the many other partners are doing related to climate services or part of the GFCS
