2 Weapons Threat Reduction Program Implements projects with partner countries, international organizations, NGOs and other government departments to mitigate the threat posed by CBRN weapons and related material, and now certain conventional weapons. Delivered close to $1.2 billion in programming since 2002 Funding level is $73.4 million/year; current mandate extended indefinitely PROJECT HIGHLIGHTS Nuclear & Radiological Security Over $40M to support projects through the International Atomic Energy Agency s Nuclear Security Fund Biological Security $20M in 2016 to support Global Health Security Agenda, including projects to: mitigate threats posed by Ebola in West Africa Chemical Security $27M ( ) to support Organisation for the Prohibition of Chemical Weapons (OPCW) to destroy, monitor and verify CW in Syria, Iraq and Libya UNSCR 1540 $6.1M to augment capacities in Southeast Asia and Eastern Europe to prevent illicit trafficking and proliferation of strategic goods 2

3 THE THREAT Terrorists actively seek weapons and materials for use in a radiological/nuclear attack Inadequate worldwide capacity to prevent trafficking of materials Inadequately secured radioactive sources in Africa, the Americas, and Asia Located in volatile regions or stored in vulnerable facilities Materials commonly used in industry and medicine Vulnerable during transportation between facilities Emerging challenges and threats Cyber threats to nuclear facilities becoming increasingly sophisticated Global cyber security capacities remain limited 3

4 KEY PROJECTS - IAEA More than $40 million to date for projects through the IAEA s Nuclear Security Fund. More than $3.16 million to the Material and Facilities division for project activities. More than $2.2 million to the Materials Outside of Regulatory Control division for project activities. $700,000 in funding to allow experts from developing states to attend international meetings. Provision of in-kind expertise to IAEA, including in consultancies and IPPAS missions. 4

5 KEY PROJECTS - AFRICA $3.2 million to the IAEA demonstrate the borehole disposal system for disused sealed radioactive sources in Ghana, as well as the Philippines and Malaysia. $1.2 million to the IAEA to enhance national regulatory frameworks for nuclear security in more than 40 states in Africa. $113,000 to the Moroccan Nuclear and Radiological Safety and Security Agency to host a national workshop to develop a nuclear detection strategy.

6 KEY PROJECTS - ASIA $3.25 million to the US Dept of State to build capacity in key countries to implement UN sanctions on the DPRK. Collaboration with the US Dept of Energy to strengthen rad source security in Kazakhstan. $251,000 to the IAEA to train technical experts in Malaysia to operate a mobile hot cell. $4.6 million to upgrade physical protection at nuclear facilities in Malaysia, Thailand and the Philippines.

7 KEY PROJECTS MIDDLE EAST Nearly $12 million to the IAEA to monitor and verify Iran s compliance with its nuclear obligations under the P5+1 Joint Comprehensive Plan of Action. Over $22.5 million to install radiation monitoring equipment at border crossings in Jordan and to train officials on its use. Nearly $1 million to the IAEA to remove 3 Canadian-origin DSRS from Lebanon.

8 KEY PROJECTS LATIN AMERICA $6 million to remove 32 DSRS in six South American countries. $1.15 million to remove 21 Canadian-origin DSRS in Colombia. $1.87 million to enhance national regulatory frameworks for nuclear security in eight countries. $5.3 million for counter-nuclear smuggling initiatives in Peru. Over $1.78 million to INTERPOL to provide training to law enforcement on nuclear incident detection, response and investigation.

9 Looking Ahead NEW PROJECTS Open-source research on DPRK sanction evasion efforts. Exploring new, comprehensive nuclear security projects with the IAEA over a longer term. States with nuclear security needs should work with the IAEA to arrange an Integrated Nuclear Security Support Plan. Key Canadian priorities: rad source security, physical protection, capacity-building, illicit trafficking prevention. New areas of focus: nuclear forensics, transport security, cyber security, gender equality. 9
