2 THE REASONS FOR SELECTING THE PUBLIC AND PRIVATE ENTITY PARTNERSHIP Optimising police services due to decreased population: territorial arrangement of the services and infrastructure had to be reviewed had to be reviewed, out-dated redundant property was disowned Critical state of the infrastructure and a threat to the quality of the services: the infrastructure used does not comply with the requirements applied for the activity of the territorial police units and the infrastructure is inadequate for the public services provided by the police, the infrastructure maintenance expenses are high, the property is used irrationally. Lack of resources for the investments: the annual subsidies for investments of the Police Department in on average comprised 5.29 millions of Euros. The projects of such scope can be implemented only in the course of 5 years and under the condition that all the funds allocated by the Police Department for these investments, would be assigned solely for these two projects. The necessity to solve problems as soon as possible

3 THE DIFFERENCE BETWEEN THE PROJECTS OF VILNIUS AND KAUNAS AS WELL AS PANEVĖŽYS COUNTY POLICE HEADQUARTERS Vilnius County Police Headquarters 1. Term of the contract 18 years, works 3 years, services 15 years. 2. Payments (nominal value) 57,146,000 EUR, including CAPEX 18,176,726 EUR (VAT included). 3. Rendered activities: design, construction, maintenance and administration of the buildings, cleaning of the territory and utilisation of waste, maintenance of various systems, including computer and communication systems, furniture, equipment, catering services. 4. Area of the buildings 8,155 square meters. Kaunas/ Panevėžys County Police Headquarters 1. Term of the contract 15 years, works 3 years, services 12 years. 2. Payments (nominal value) 51,795,378 EUR (Kaunas County Police Headquarters 24,455,306 EUR; Panevėžys County Police Headquarters 27,340,072 EUR), including CAPEX 27,170,267 EUR. 3. Rendered activities: design, construction, maintenance and administration of the buildings, cleaning of the territory and utilisation of waste, maintenance of various systems, only the furniture mounted in the custody and other cells. 4. Area of the buildings 17,349 square meters.

4 IMPROVEMENT OF THE QUALITY OF PUBLIC SERVICES PROVIDED BY VILNIUS COUNTY POLICE HEADQUARTERS Current situation: The Custody of Vilnius County Police Headquarters is now located in the premises of a former monastery leased from the Ministry Culture. The lessor has been asking to leave these premises for a long period of time. They are not suitable for the custody of the city due to their location, architectural, physical and moral aspects. The 1st Unit of Vilnius City Police is located in leased premises of administrative purpose. The main problems targeted by this project are the following: - lack of official premises in the 1st Unit of Vilnius City Police suitable for appropriate implementation of the functions, necessary for ensuring the required working conditions for the employees and police officers, - relocation of the Custody of Vilnius County Police Headquarters from the premises of a former premises, which the lessor has been asking to vacate for a long period of time, to the new premises. Simultaneously solving the problems, related to the work conditions of the employees, the conditions of keeping the persons in custody and the compliance of the latter to the legal acts of the Republic of Lithuania and international agreements, - efficient exploitation of the object is ensured in respect of the expenses. The objective of the project: create pre-conditions for suitable implementation of the functions of policy within Vilnius city, by providing appropriate premises for the Custody of Vilnius County Police Headquarters and the 1st Unit of Vilnius City Police. Target results: - designed, constructed and installed building for the police units. Constructed and installed Custody building, - enhancing the expedition after the construction of the new Custody of Vilnius County Police Headquarters, less time will be wasted, transport expenses will be saved, the reliability of the escort will be ensured, the working conditions in the Custody of Vilnius County Police Headquarters and several other structural subdivisions will be improved as well as the conditions for the persons kept in custody, - optimal maintenance of the newly created infrastructure. Suggested solution: building new joint premises for police headquarters and custody.

5 IMPROVEMENT OF THE QUALITY OF PUBLIC SERVICES PROVIDED BY KAUNAS COUNTY POLICE HEADQUARTERS Current situation: the activity of Kaunas County Police Headquarters is carried out in 20 different buildings, the total area of which equals 22.7 thousand square meters, 2.9 thousand square meters are under lease. Depending on the building one employee receives from 2.77 to square meters. The main problems targeted by this project are the following: - the infrastructure used does not meet the requirements set for the activity of the territorial police units and the infrastructure is inadequate for public services provided by the police, - large infrastructure maintenance expenses, irrational usage of the property. The objective of the project: to improve the quality of the public services provided by Kaunas County Police Headquarters as well as optimise the expenses of state property exploitation. Target results: optimise the real estate administrated by Kaunas County Police Headquarters located within the county, improve the accessibility of this infrastructure both to the users (recipients) and the employees of Kaunas County Police Headquarters, decrease the expenses of providing public services, decrease the service provision time for the users (recipients), i.e. decrease the time costs necessary for provision of the services (by dedicating more time to servicing the citizens residing within the territory ascribed to Kaunas County Police Headquarters), decrease time costs of the citizens, related to obtaining the service. Suggested solution: disowning part of the buildings, new Kaunas County Police Headquarters building, instead of Radvilėnų pl. 1 and 4, which are currently two separate buildings. AFTER IMPLEMENTATION OF THE PROJECT THE AREA OF THE BUILDINGS WILL DECREASE BY ALMOST 30 PERCENT (~6300 M 2 ).

6 IMPROVEMENT OF THE QUALITY OF PUBLIC SERVICES PROVIDED BY PANEVĖŽYS COUNTY POLICE HEADQUARTERS Current situation: the activity of Panevėžys County Police Headquarters is carried out in 4 different buildings since September Until that date the activity of Panevėžys County Police Headquarters was carried out in 7 separate buildings. The total area of currently administrated buildings equals 16 thousand square meters, 2.5 thousand square meters of which are under lease. Depending on the building one employee receives an area from to 26 square meters. The main problems targeted by this project are the following: - the infrastructure used does not meet the requirements set for the activity of the territorial police units and the infrastructure is inadequate for public services provided by the police, - large infrastructure maintenance expenses, irrational usage of the property, - the subdivisions of Panevėžys County Police Headquarters are located in different parts of the town. The objective of the project: to improve the quality of the public services provided by Panevėžys County Police Headquarters as well as optimise the expenses of state property exploitation. Target results: optimise the real estate administrated by Panevėžys County Police Headquarters located within the county, improve the accessibility of this infrastructure both to the users (recipients) and the employees of Panevėžys County Police Headquarters, decrease the expenses of providing public services, decrease the service provision time for the users (recipients), i.e. decrease the time costs necessary for provision of the services (by dedicating more time to servicing the citizens residing within the territory ascribed to Panevėžys County Police Headquarters), decrease time costs of the citizens, related to obtaining the service. Suggested solution: disowning of all the currently used buildings, construction of new Panevėžys County Police Headquarters at Beržų St. 46. AFTER IMPLEMENTATION OF THE PROJECT THE AREA OF THE BUILDINGS WILL DECREASE BY ALMOST 30 PERCENT (~3500 M 2 ).

8 THE CHRONOLOGY OF THE SELECTION PROCEDURES OF KAUNAS AND PANEVĖŽYS PROJECTS 1st quarter of Resolution of the Government of the Republic of Lithuania. 2nd quarter of Procurement announcement. 3rd 4th quarter of Receiving and assessing tenders of the participants. 1st quarter of Submission of contract drafts to the Ministry of Finance. 3rd quarter of Concluding the contracts st quarter of Preparation of procurement documents and coordination with Central Project Management Agency as well as Public Procurement Office. 2nd quarter Receiving and assessing tenders of the candidates. 4th quarter of Commencement of the negotiations. 2nd quarter of Finalising the negotiations and submission as well as assessment of the final tenders. 4th quarter of Financial finalisation, complete enforcement of the contracts.

9 THE MAIN CHALLENGES FACED BY THE POLICE DEPARTMENT, WHILE PLANNING AND IMPLEMENTING THE PUBLIC AND PRIVATE ENTITY PARTNERSHIP PROJECTS Vilnius public and private entity partnership pilot project: - the feasibility study of Vilnius Custody, drafted in 2010 as well as the design task became out-dated; - reorganisation of the police activity was carried out, amendments to the functions and the respectful legal acts we implemented; - amendment to the Resolution of the Government of the Republic of Lithuania; - the parcel of land was intended for the partner on the grounds of a lease contract in the course of the whole contract implementation term. Kaunas and Panevėžys public and private entity partnership projects: - the parcel of land was intended for the partner on the grounds of a lease contract only for the term of designing the infrastructure; - the public and private entity partnership project procurement must be implemented following the Law on Public Procurement of the Republic of Lithuania as applied for the public procurements, implemented in the field of defence and security; - long-lasting public and private entity partnership project implementation procedure; - preparation of the infrastructure.
