2 91 Project Extends the 91 Express Lanes from the Orange County Line to I 15 in Riverside County Adds a new general purpose lane in each direction Rebuilds several interchanges Makes needed street and access improvements in the City of Corona Constructs a number of auxiliary lanes at key locations to ease access on and off freeway

6 Two Agencies One Facility Cooperative Agreement: Orange County Transportation Authority and RCTC Purpose Define Agency Roles and Responsibilities Design, construction, operational and maintenance phases Share Costs and Revenues A joint operation provides benefits to the customers of both agencies Documented in the Cooperative Agreement
7 Cooperation Cooperative Agreement: Orange County Transportation Authority and RCTC Goals Provide a Framework for Cooperation Foster bi county partnership Recognize needs of OCTA and RCTC Realize joint benefits and economies of scale Customers and Operations Ensure a seamless customer experience Coordinate operations between segments
8 Two Agencies One Facility Cooperative Effort Comes from the Top Oversight of the facility provided by elected officials from both counties One Operator for the Entire Facility Three party O&M contract Provide joint direction to the operator RCTC will participate in any future operator procurements
9 Express Lanes Operator Operator Costs Addition of operator staff and training Before Opening Ramp up to prepare for operations phase RCTC to pay these costs After Opening Commencing opening day and thereafter 50/50 cost split due to roughly equal segments
10 Shared Facilities Toll Operations Office (Anaheim) Customer Service Center (Corona) Prior to opening, RCTC pays the increased operation costs due to project After opening, share costs 50/50 Modifications/Expansions Due to Project RCTC pays cost of building modifications Includes procurement of software licenses and/or hardware
11 Shared Responsibilities Responsibilities 91 Express Lanes in each County Each agency will operate and maintain its own segment of the 91 Express Lanes Each agency is responsible for its own debt service Emergencies on the 91 Express Lanes Resources of each agency will be available for emergencies in either county
12 Tolls and Marketing Toll Rates Each agency will set its own Joint Marketing of the 91 Express Lanes To commence approximately one year prior to opening the RCTC segment Marketing materials and the web site will recognize both agencies
13 Revenue New Custodial Account and Toll Revenue Created to hold customer account deposits Interest on new deposits and existing customer accounts will be split 50/50 from opening day Each agency will retain toll revenues for its facility Account Fees and Violations Agencies will use the same account administrative fee schedule Account administrative fees collected will be split 50/50 from opening day Toll Violations Each agency will handle its own toll violation enforcement and collection
14 Vendor Contracts Vendor Contracts Major vendor contracts to be shared between agencies Other vendor contracts will be held by each agency Prior to opening: RCTC will pay any increases in vendor costs After opening: Vendor costs split 50/50 from opening day
15 Implications for the Future Cooperation at the Local Level Agencies can work together on projects that cross county lines State participation is necessary, but local needs differ One size doesn t fit all Collaboration efforts are underway
