6 In 2003, the Government of the Republic of Trinidad and Tobago (GoRTT) defined a National ICT Plan for the period , branded as fastforward. Fastforward assessed the e-readiness of the country and proposed a work-plan of fourteen (14) programmes, which included: o Establishment of the Regulator, the Telecommunications Authority of Trinidad and Tobago (TATT). o Liberalisation of the Telecommunications Sector. o Formulation of a Broadband Strategy, which focussed on three (3) broad elements: Stimulating the provision of high speed access to the general public, throughout the public service and to support the development/evolution of the local ICT sector. 6

7 In 2007, the first Digital Divide Survey was conducted by TATT. Results: o National Digital Access Index (DAI): , o National Digital Opportunity Index (DOI): In 2013, a second survey was conducted, which yielded the following improved results: o DAI , o DOI and o ICT Development Index (IDI)

8 The 2010, the Government announced its Medium Term Policy Framework, identifying seven (7) pillars for sustainable development: o Pillar 4 focussed on the creation of an ICT-based knowledge economy. 8

9 In 2012, the World Bank Group (WBG) was engaged to assess the current ICT Sector with the aim of proposing an updated Broadband Strategy. The Broadband Vision: To deliver a future-proof broadband infrastructure capable of delivering access speeds of 100 Mbps and above to the majority of the population by Both Supply Side and Demand Side options for strategy implementation were recommended. Supply Side: o o Development of a national broadband backbone, through a Public Private Partnership transaction. Utilise LTE and 700 MHz spectrum to increase broadband access in the near term. 9

10 In 2012, TATT commenced the process to make 700 MHz spectrum available for enhanced mobile broadband services, aligned with the Supply Side initiatives proposed in the Broadband Strategy. o A Tender was issued. o Evaluation of bids completed. o Award of 700 MHz spectrum imminent. Further discussions were held with the WBG in relation to implementation of the proposed Supply and Demand Side initiatives. o E.G. National Broadband Backbone. 10

11 Concomitant with the second engagement of the WBG, the Government sought to finalize the National ICT Plan, , entitled the smartt Plan. The smartt Plan comprised five (5) Thematic Areas. 11

15 The WBG is being engaged to assist in the development of the Governance, Economic, Financial and Operating Models for the establishment of the Broadband Backbone.: o PPP arrangement anticipated. o Inclusion of existing Operators in the PPP expected. The WBG would also assist in the preparation of the tender documents. o The NewCo will require a Concession to provide wholesale services. WBG contractual agreement being finalized with the Government. 15

17 Government s wide area network (GovNeTT) as anchor tenant of National ICT broadband backbone: o smartt initiative to further expand existing Government wide area network. Establishment of a second submarine cable system landing point and Carrier Hotel: o Second Supply Side initiative included in the engagement of the WBG. o Would be used by inter-island cable system as well. Establishment of an Internet Exchange Point (IXP): o Became operational in April,
