1 Advanced Lighting Technology and Application Developing Next Practice Energy Efficiency Options Initiative Work Plan October 2012

2 Background Within any individual commercial structure lighting consumes up to 40% of the building s electricity representing approximately 25% of its total energy use. With the next generation of best practices, the popularity and market force of sustainable design and new program incentive offerings, these numbers have the potential to be drastically reduced. The ongoing reduction in connected load limits as measured in Lighting Power Density (LPD) at the energy code level is seen by many as having reached its limit, at least for now. The next focus is on energy use (performance) rather than strictly measured in connected load and on the occupant impacts through green leases, tenant demand for high-tech/green spaces and feedback to influence behavior. There is a trend toward renewal or repositioning of commercial buildings as the best place for real estate investment as well as general upgrades to maintain and attract tenants. While the rate of construction of new commercial buildings has slowed significantly due to the economy, existing building renovations and retrofits are on the rise. Utilities will need to continue to lead with Core Performance, stretch codes and other new construction approaches while offering leading edge maximum saving strategies for lighting retrofits in existing buildings. According to a recent study by Pike Research, one-third to one-half of the existing space is clearly due for a major retrofit due to deferred maintenance and with over 80% of commercial buildings greater than 10 years old opportunities for improved lighting are immense. Today commercial lighting is a rapidly moving field; lighting designs that were acceptable in yesterday s buildings cannot achieve today s standards of performance and efficiency. Source technologies rocket forward, in the form of LED, plasma and the most advanced fluorescent families. These are the sources that soon need be the new norm for general lighting installations and the only sources incentivized by utility programs in the future. Control systems also offer significant energy savings and performance potential. NBIs experience includes developing new lighting approaches and strategies, some of which are: Market Connections contractor for the CEC s Lighting California s Future project with the California Lighting Technology Center. This project advanced controls and LED products in conjunction with manufacturers Working with DOE/PNNL in the development of the Commercial Lighting Solutions project, developed application guidance for office and retail Supporting Office of the Future (OTF) Consortium with lighting system best practice guidance and monitoring of installed advanced lighting systems For NEEA, managing and monitoring the performance of retrofit wireless control systems including key outcomes, market needs to implement Advanced Lighting Technology and Application 1

3 NBIs Advanced Lighting Initiative targets some areas that can greatly enhance the work of utilities and public benefits organization to gain larger savings in the area of lighting. Strategies Electric light sources and the luminaires that house them have made significant advances in efficacy (lumens/watt) and efficiency (net fixture output) over the last few years. However, efficient commercial lighting goes beyond discrete products. The future of commercial lighting lies in maximizing the use of advanced technologies and control over these products in response to both available daylight and occupant need/use patterns. The Advanced Lighting Initiative will build on varied existing research and synthesize available industry information into solutions and strategies in three core areas: Incumbent and Advancing Technologies for Retrofits How to best support the retrofit of existing buildings and apply the newest of technologies as the industry evolves. We will clear up issues and concerns, while recognizing successes and limitations in the combined application of new and incumbent technologies, identifying the efficient sources to build around going forward. Lighting Controls and Application - Wireless or wired, existing or new construction known control strategies will be analyzed and grouped, identifying the best practices for wireless dimming applications for existing building retrofits. Further, NBI will work to integrate these findings into design practices from Office of the Future research. A Commissioning and Retro- Commissioning strategy completes the package. Educational and Utility Program Support In addition to being a textbook for the NCQLP 1 professional Lighting Certification exam, ALG Online provides the foundation for an advanced lighting education for all lighting decision makers. NBI provides the information and Sponsors provide the conduit for this guidance by providing free access to this fee-based tool to all in their service territory. The Advanced Lighting Initiative, as with all NBI Initiatives, includes sponsor engagement and review on the workplan and outcomes. Priority strategies to achieve the goals of this Initiative are listed below and detailed on the following pages: 1. ALG Online: Advanced Lighting Resources and Program Support 2. Next Practices: Efficient Lighting Data and Trends 3. Lighting Control Systems: Moving to a Wireless World 4. Improving Persistence: Ongoing Optimization of Lighting Control Systems 1 *The National Council on Qualifications for the Lighting Professions oversees the Lighting Certification (LC) examination, designed to set a baseline standard covering the entire scope of the vast lighting field. 4 Strategy Area #1 ALG Online Lighting Resources and Program Support Key Outcomes and Deliverables Complimentary Access to ALG Online Tool. The only online lighting resource of its kind, ALG offers advanced theory, research, technology and design concepts in a multi-chapter format. Content is supported by case studies, design applications and links to hundreds of industry support materials/ sites. Utility Program Tool Kit with Introductory Video. Promotional, training and educational materials for use in programs. Some materials are pulled from website content and others are developed to further facilitate ALG guideline application. Sponsor Resource Page. Online single source location for all related materials found in the Tool Kit. Secure access to sponsors. Sponsor s User Manual. Develop a Sponsor s User Manual (downloadable file folder and online page link) for easy understanding and integration of ALG use and materials. Support documents and methodology pieces for effective outreach to Sponsor staff, program managers/integrators and market decision makers through easily integrated electronic media as well as more traditional training methods. Timing Q Ongoing Q Q Overview Lighting is still identified as an area with large energy efficiency potential. Utility programs are designed to assist in the reduction of energy used by incentivizing lighting best practices. Codes and mandates will continue to push baselines up, requiring timely material and understanding of efficient technologies and application to the marketplace. Tasks Research Continued programmer input for security portal options for territory identification and implementation to site registration. Research and development of ongoing outreach pieces for ALG content and sponsor Tool Kit. Development Provide support materials delineated through the initiative strategies, allow partner feedback where possible to identify additional material topics. Ongoing ALG Connections outreach documents, topical monthly newsletters with ALG content Snapshots. Market Connection Provide support documents and methodology pieces to sponsor contacts for effective outreach to all lighting market players. ALG Online monthly newsletter is sent to over 3000 lighting professionals each month. ALG Connections pieces are introduced through an electronic announcement to the same contacts list. Co-branding and redistribution of these electronic documents is available to sponsors. Proof of Concept ALG has a long 20 year history of providing guidance to all types of lighting professionals. Program support is achievable through complimentary access to the tool along with educational, promotional and training materials. Advanced Lighting Technology and Application 3

5 Strategy Area #2 Next Practices: Efficient Lighting Data and Trends Key Outcomes and Deliverables Lighting Trends Study. Represent the market and data trends for light sources and systems for the next three years. This will provide direction for program and incentive planning, and supply data needed to implement them with confidence. The document content will come from an in-depth lamp/source literature review; interviews with individuals from manufacturers, research, government regulation, design, utility programs, and trade association representatives. ALG Online Content and Technology Sheets. - New data and technology information integrated into the ALG Online Sources & Auxiliaries chapter. Develop a series of ALG Snapshot technologyfocused pieces for utility program training support and distribution. Q Q Timing Overview Incumbent sources are expanding into broader families of products while new efficient LED sources are evolving at an ever faster pace. Where are these sources trending? Will U.S. mandates prove effective? Will China s monopoly of rare earth oxides and threats of limited production and export affect availability and pricing of lamps here at home? How efficacious can next generation lamps become? As the utility industry looks to define the direction of commercial lighting programs for the next 3-5 years; questions surrounding energy codes, source viability, government regulation, world resources and market forces, manufacturing research and development, and building efficiency trends must be answered. Tasks Research Collect and interpret written literature from government, research, design and energy efficiency pundits. Investigate/establish an interview guide for data collection from industry professionals and execute interviews. Development Post collection and interpretation; create a guidance document that best represents the overall findings by lamp/source type with possible luminaire, control and application type included. Market Connection This initiative will provide guidance for programs to focus lighting system incentives on the appropriate source/auxiliary. Material updates to ALG Online and collateral pieces derived from the market and data research can educate utility program managers and their clients on program and building lighting selections. Proof of Concept This strategy will support utility programs that are being pressured to respond and evolve in reaction to the many market and regulation forces presenting themselves at this time. 6 Strategy Area #3 Lighting Control Systems: Moving to a Wireless World This strategy area is at the core of NBI s Advanced Lighting effort and thus warrants a longer, two-page summary. Key Outcomes and Deliverables Controls Training Slide Deck. Lessons learned from literature review and industry inquiry will provide an overview to available control technologies in the form of a presentation and notes slide deck. Used by NBI, Lighting initiative partners or their trade allies, it will provide current information in a format easily updated for long term continued use. This will supplement the controls deck available in strategy area #1. Detailed Controls Matrix. A matrix of available technology by system type, wired/wireless, control strategy option, ease of use, installation, applicable space types, construction application (eg. new, renovation, deep retrofit, change out) and other identified support metrics. Cost and manufacturer data will be a supplement in order to customize by sponsor region where possible. Control Training Introductions. The successful California Advanced Lighting Controls Training Program (CALCTP) for electrical contractors, developed and applied in California is planning a national expansion. A constructive hands-on program sponsored through the IBEW and Community Colleges, that provides a next generation tiered incentive paying higher incentives to certified, higher knowledge electrical contractors. NEEA and others have developed trade ally pilots that go beyond change-outs to expand the integration of controls, efficient lighting and daylighting. NBI will provide a summary of these exemplary programs and facilitate the introduction of CALCTP. Advanced Control Examples for Program Development. Expanded and new examples of design best practices from manufacturers and research from OTF and NBI field studies. Timing Q Q Q Q Overview The ongoing reduction in Lighting Power Density (LPD) at the energy code level is seen by many as having reached its limit, at least for now. The accepted method for additional and ongoing savings is the effective application of lighting controls beyond code. An advanced area seen as daunting to many, expensive to others, and unwieldy to yet another group, must be clearly characterized for broad understanding, acceptance and eventual application uptake. This strategy will leverage material from multiple sources: ALG content, research papers, pilot studies on performance and energy, manufacturer inquiries, recommended practices from professional organizations and others to provide a slide deck specific to control technologies. It will be a perfect follow up companion to the existing introductory Lighting Controls slide deck currently in the ALG Sponsor Tool Kit. Tasks Research Collect and analyze research and market data covering current lighting controls technologies and practices. Development Develop a controls matrix of best in class available technologies with an identifying methodology that provides best practices for a variety of applications. 7 Market Connection A training slide deck for distribution through ALG Online and utility program channels for the education of program managers, trade allies and design decision makers. Proof of Concept Numerous ALG/advanced lighting program sponsors have identified education of designers, electrical contractors and distributors as a primary step to successfully placing advanced products into the commercial building market. 8 Strategy Area #4 Improving Persistence: Ongoing Optimization of Lighting Controls Key Outcomes and Deliverables Program Options for Incenting Persistent Savings. Based on research data, sponsor feedback, and incentive program best practices, we will identify structures to provide the proper incentive for ongoing optimization of complex lighting control systems. Overview Questions about the persistence of energy savings from control systems have been around for years. To date, this has mostly applied to HVAC systems or whole building controls. Now, as more complex lighting controls are becoming practical, the same questions can be applied to those systems. Q Timing ASHRAE, IES, and many others have written white papers, standards, and guidelines on commissioning a building/lighting control system. Industry recognizes the need for retro-commissioning to maintain an optimized system throughout its life. This strategy intends to take this well-documented methodology, along with our own research and analysis, to determine the best method(s) to integrate this pivotal step into the utility incentive hierarchy. We propose to collect data from other research, do closer investigation on a few specific sites, and create guidelines that incentive program administrators can use to encourage market adoption of retro-commissioning (ongoing optimization?). This may include partnerships with the vendors/installers, setting the proper incentive payments, and quantifying the expected energy savings. Our goal is to ensure that the control systems are installed correctly, the users are properly trained on its use, and that there s a periodic plan for ongoing optimization to review and update (both people and settings). Tasks Research Collect and analyze published papers on commissioning. Study selected projects to identify lighting controls savings persistence and the added savings from ongoing optimization. Development Identify potential methods for integration into incentive programs. Set up a committee to provide input on direction and market feedback on this strategy. Market Connection Develop educational support material to distribute through ALG Online and utility program channels to build awareness and understanding. Provide existing examples (if any) and next practice structure to incentive program administrators to implement this strategy. Proof of Concept Commissioning advanced lighting systems remains a potentially misunderstood, under-applied, under-enforced process with a perception of high costs. As we move into the next generation of lighting systems with advanced controls, ongoing optimization must move into the forefront of conversation and application. Shifting utility program methodology to include this procedure and account for the additional savings is self-evident. Advanced Lighting Technology and Application 7

9 Deliverables/Impact The ultimate objective of the Lighting Initiative strategies is to provide the needed background, knowledge and tools to our partners that allow them to move from current lighting programs to those that will best serve savings goals in the upcoming years. NBI realizes that the rapidly changing world of lighting presents both new opportunities and challenges, in the way of any evolving industry. NBI also believes that the next 10 years will make available the largest energy affecting technology shifts in the lighting industry in many decades. Due to this conviction the Advanced Lighting Initiative looks at a combination of progressing lighting technologies, market forces and trends, proven methods of program structure and integration, acknowledged barriers (technological and behavioral), and best examples of successful programs to date. The strategies herein are structured to promote the awareness of and then application of the newest, most efficient technologies. Through the existing ALG Online informational resource and its robust educational content and a series of new deliverables, the completion of these strategies have the potential to: educate the commercial lighting players (designers, installers, facility overseers, users) on new technologies; provide an integrated structure of education and promotion, using provided handouts, training slide decks, and technology and application literature; inform by utilizing an electronic communication system and traditional formats for dissemination of education; and maximize the use of partner incentive programs by helping clarify the needed direction and potential methodologies for these programs. The intent of these strategies is to learn from market trend data and direct knowledge from market players, to move all initiative partners toward a unified understanding of a Lighting Program Best Practice, thereby affecting the largest quantity of savings within commercial square footage. Market Interaction As part of the NBI Initiative structure, regular partner check-in meetings are planned throughout the Advanced Lighting Initiative development calendar. Certain strategies have inherent feedback requirements from this Partner Group in order to make decisions for next-steps. Other notable items are: adoption of a structured ALG Online outreach Complementary Use program to the Partner s service area integration of Lighting Initiative structures within the Partner organization for electronic dissemination of educational materials to the variety of Partner mailing lists notifications to the Partners Group regarding meeting schedules, updates, reviews and roll outs key milestone survey to identify successes and areas for improvement Advanced Lighting Technology and Application 8

10 The long-term goal is to reduce the DOE s estimated 40 percent usage for lighting in commercial buildings. This is a critical step on the path to zero energy buildings. As the Advanced Lighting Initiative establishes itself we will expand beyond the handful of efficiency leaders in the country who are always willing to move their programs forward to intrigue new partners. It is at this point we anticipate realizing a true transformation in the lighting market. Beyond this Initiative As of January 2012 roughly 30 percent of all fluorescent lamps sold were still the dismally antiquated T12 lamp. These lamps are said to service percent of the C&I commercial sockets. Even with the mandated elimination of this lamp in July 2012, many in our own midst talk about continuing to support its use through poor performing options. Considering that there are also an estimated 5 billion Edison-based sockets in the United States (residential + commercial), there is much work to be done and much energy savings potential to realize. By fully executing this initiative, NBI will continue its mission to improve energy performance through research, field studies, collaborations and the date and expansion of valuable resources. As lighting technologies (e.g. wireless controls) and Solid State sources (e.g. LED, plasma) continue to advance, it isn t yet clear just how far some of these savings measures can be taken. Beyond this initiative, the continued efforts to expand, update, and disseminate this information to both strategic partners and the public at large are essential. NBI will work with our Partners to identify how best to promote the use of each generation of these energy saving technologies to both key industry players and the market. This will undoubtedly require the shifting of accepted current norms and practices. There stands the importance of education and commitment, both available at NBI as we are always working towards the goal. Advanced Lighting Technology and Application 9

Budget Total Development Cost The total development cost for this Advance Lighting Initiative is about $1.25 million. That investment is planned over a three year period with much of the funding being allocated to cover the cost of various NBI staff that will be doing the research, development, assessment, and partner coordination required for this initiative. 12 The pie chart above shows the cost allocation for the various strategy areas within this initiative. The costs are spread over with over 80% targeted for the second and third years. Development costs can be adjusted as work on this initiative progresses. The specific tasks and the supporting funds can be refocused to adjust to new information, partner interest, and/or funding available. Leveraged External Funding Initiative partner funding will be leveraged with funding that NBI already has in hand or will be receiving over the next two years. Other lighting funding comes from the Northwest Energy Efficiency Alliance (NEEA). It s possible that portions of the development costs may be offset through in-kind support from initiative partners or others. Advanced Lighting Technology and Application 11
