3 The Department of ICT - Mandate DICT shall be the primary policy, planning, coordinating, implementing, and administrative entity of the Executive Branch of the government that will plan, develop, and promote the national ICT development agenda.

4 The Department of ICT - Major Functions Policy and planning Improved public access Resource-sharing and capacity building Consumer protection and industry development Country-side development Cybersecurity and cybercrime

5 Republic Act (Free Internet Access in Public Places Act) The Law would allow the public to get free internet access in the following areas: National and local government offices Public basic education institutions State universities and colleges Technology institutions Public hospitals, health centers, and rural health units Public parks, plazas, libraries and barangay reading centers Public airports and seaports Public transport terminals

6 Related Policies: Information Systems Strategic Plan (ISSP) MO 237 All government agencies including the National Government, GOCCS, State Universities are mandated to submit a three (3) year ICT strategic plan to DICT thru the Medium Term ICT Harmonization Initiative (MITHI) Program and endorsed the same to DBM.

7 Related Policies: The Philippine Development Plan (PDP) It is the medium-term plan of the Duterte Administration which is anchored on the 0-10 Point Socio-Economic Agenda. It also takes into the account the country s international commitments such as the 2030 Sustainable Development Goals.

8 Related Policies: Philippine e-government Masterplan ( ) Which served as the blueprint for the integration of ICTs in the whole of government and aimed to provide more efficient services to the public through optimized and integrated use of technologies. Currently, a successor e-government Masterplan ( ) is under development. In line with its predecessor, EGMP 2022 focuses on key areas of digital transformation which will move for a harmonized and interoperable environment towards increased operational transparency for the whole of government.

9 Related Policies: The Philippine Digital Strategy (PDS) Envisions a digitally empowered, innovative, globally competitive and prosperous society where everyone has reliable, affordable and secure information access in the Philippines; a government that practices accountability and excellence to provide responsive online citizen-centered services; and a thriving knowledge economy through public-private partnership.

10 Related Policies: Accelerating Infrastructure Development Aims to accelerate infrastructure development and ensure that operations of infrastructure systems and facilities will be sustained. There will be four major strategies for the infrastructure sector: (a) increase spending on public infrastructure; (b) implement strategic infrastructure for the various infrastructure subsectors; (c) ensure asset preservation; and (d) intensify R&D on technologies that are cost-effective over the whole project lifecycle.

12 E-Government Master Plan (EGMP) BUILDING BLOCKS OF EGOVERNMENT A blueprint for a harmonized government information system. It aims to achieve a networked and collaborative environment for improved delivery of public services. Objectives For citizens: provide fast and efficient services. For government: provide a roadmap for the establishment of an e-government. For businesses and other partners: provide plans and programs for participation and collaboration with the government. 29 Philippines eservices The National Government Portal was design that allows Government-to-Government (G2G), Government-to-Citizen (G2C), Government-to-Business (G2B) services, and vice versa to occur all in one venue. As an added value, the NGP will also help unify the Philippine Government under a singular online identity.
