4 Background This project was initiated as result of Conference on the Regulatory Effectiveness in 2006, Moscow; and strong support from G8 and other Member States; GNSSN project was launched in IAEA regular budget from 2008; A coordination meeting was held in 2008 to further develop the concept and the programme with the support of Germany (BMU/GRS); 4

5 Background (Cond ) 1 st Technical Meeting (TM) on the Establishment of the International Regulatory Network (RegNet) was held from November 2008, Vienna, Austria The main purpose of the TM is: to exchange and share information on good practices and networks existing in the international community and among the regulators; to discuss the possible mechanisms and to reach an agreement on establishing RegNet based on the current existing networks and international practices. Around 40 experts from 25 IAEA Members States; 5

6 Background (Cond ) Main Summary from this TM: Objectives, Rules and Principles; Guidelines for Design and Operation; Structure and Content; IT Infrastructure and Services; Work Plan and Milestones. 6

7 Activities and Achievements in CS were held to further develop the framework and detailed technical aspects, including the development of Country Nuclear Regulatory Profile (CNRP); Prototype platforms for GNSSN and RegNet were established and implemented in German side; The decision was made to apply the SharePoint in IAEA; 7

8 Activities and Achievements in 2009 Architectural design/project plan for GNSSN/RegNet started to implement and accomplishment in IAEA (IT Platform); Official Announcement in the International Conference on Effective Nuclear Regulatory Systems, 14 to 18 December 2009 in Cape Town, South Africa; 8

9 Activities and Achievements in 2010 Integration of more thematic areas and IAEA review services into the GNSSN: such as IRRS, EPREV, INES, E&T Successful test case for the Regulatory Cooperation Forum (RCF); September 2010, release of public websites for GNSSN, RegNet and its sub-sites; 9

10 Activities and Achievements in nd TM on Global Nuclear Safety and Security Network (GNSSN), Development of the International Regulatory Network (RegNet) Summary from this TM: Four working groups worked in most important areas: Group A: Strategy and policy, including the overall structure and content of GNSSN and RegNet Group B: Country Contributor Sites (National Nuclear Regulatory Portals) Group C: IAEA Contributor Area Group D: IT Infrastructure and Services 10

11 Activities and Achievements in 2010 A work plan was established with the objective to report and demonstrate the progress at the forthcoming regulator s conference 2012 in Canada and at the TSO conference in 2013 in China. The work plan includes: The Steering Committee of GNSSN should be established; Further development of IT infrastructure; Establishment and promotion of National Nuclear Regulatory Portals; Extension of forums and collaboration spaces under GNSSN. 11

12 Achievements in 2011 Coordination meetings with regional networks in March resulting proposals to initiate ANNuR and FNRBA developments within the GNSSN; National Nuclear Regulatory Portal workshop in July 2011, Bonn Germany; TSO forum in July 2011, IAEA Headerquarter ; 3 rd Round table discussion during the 55 th General Conference in September; Expert Meeting on GNSSN, 14 to 16 November. 12

15 What is the GNSSN? The Basic Concept of GNSSN comes from the IAEA document: INSAG 21: STRENGTHENING THE GLOBAL NUCLEAR SAFETY REGIME A report by the International Nuclear Safety Group (INSAG) Introduction of Global Nuclear Safety Regime; Promotion of Convention of Nuclear Safety; Promotion of IAEA safety standards and their applications; Promotion of information exchange, including the operating experience feedback; Promotion of international cooperation 15

16 What is the GNSSN? The GNSSN comprises a set of existing networks and information resources (public and restricted). GNSSN aims to ensure that critical knowledge, experience, and lessons learned about safety and security are exchanged as broadly as they need to be and to enable and support interaction and collaboration between professionals and organisations. 16

21 International Regulatory Network (RegNet) RegNet is based on the concept of the global nuclear safety and security framework and makes use of nuclear safety and security information provided in the worldwide web. RegNet supports national and international actors in sharing of regulatory knowledge, practices and information and in fostering collaboration on nuclear safety and security matters. The objective is to contribute to the effectiveness of Nuclear Regulatory Systems and to continuous enhancements. RegNet will be an information and collaboration platform as part of the Global Nuclear Safety and Security Network (GNSSN). 21

22 EC Contribution on the GNSSN/RegNet The tile of this support project: Strengthening the Global Nuclear Safety and Security Network (GNSSN) and the International Regulatory Network (RegNet) The overall objective is to promote international cooperation through advanced webbased tools for transferring experience and sharing information and knowledge on the regulation of nuclear safety and security /1/18 22

Provide better access and searching tools via GNSSN for safety and security information managed by the Agency. Support the revision processes of safety standards Enhance the GNSSN role as a network for external safety networks 24
