13 Tolling the I-95 ETLs All-electronic Tolling at highway speed via E-ZPass & Video Tolling No cash toll collection All vehicle classes (auto, bus, truck) No preference for HOVs or green vehicles ETLs will be through expressway with one tolling zone per direction Toll rates will vary by: Time of day/day of the week Vehicle class 13

14 Video Tolling Process Front and rear license plate images are captured and used to identify the vehicle owner with MVA. The vehicle owner is mailed a Notice of Toll Due (NOTD )for the applicable Video Toll Rate (VTR). VTRs at all MD toll facilities are 150% of the base toll rates. 14

15 Video Tolling Process (con t) If owner fails to pay the NOTD within 30 days, a civil citation & $50 civil penalty will be issued. Failure to pay toll & civil penalty could lead to non-renewal or suspension of vehicle registration and/or referral to MD s debt collection unit. Reciprocal agreements possible with other toll agencies. 15

16 Toll-Rate Setting MDTA s process to set toll rates is established in statute and Code of Maryland regulations. Involves specific timeline of MDTA Board proposal, public comment period and public hearings, Board vote and implementation. Staff is examining peak, off-peak and overnight rates by day of the week and vehicle class. Past & current Traffic/Revenue Studies. I-95 ETLs will use time-of-day pricing. 16
