1 ASEAN-UN STRATEGIC PLAN OF ACTION ON DISASTER MANAGEMENT () FLAGSHIP PROGRAMME AGENCY ACTIVITY BUDGET IMPLEMENTATION 1. PREPAREDNESS AND RESPONSE a. RISK ASSESSMENT, EARLY WARNING AND MONITORING a. ASEAN-Wide Disaster Risk Assessment Utilise Geographic Information System (GIS) as a multi-decision support platform Technical advisory services for the application of the standardised tsunami risk assessment and mitigation guidelines (ongoing support)

3 Regional Risk Assessment Workshop for agreements, guidelines and mechanics UNDP Regional Programme ( ) BCPR Technical advisory services for the establishment of disaster loss databases in Philippines, Cambodia, Lao PDR, Indonesia, and Vietnam. These reports are expected to contribute to the Global Assessment Report 2013 and provide further evidence to help policy makers improve understanding of risks, poverty, governance, and climate change challenges (ongoing support). In cooperation with the Thailand based Regional Integrated Multi Hazard Warning System for Asia and Africa (RIMES), support to development of capacity of and Cambodia in managing extreme weather events. This will include the development and enhancement of multiple timescale forecast and response procedures covering the South East Asian Region Actual cost to be determined but includes cost of training, logistics, travel of government participants etc. Mission costs, cost of experts and staff time to train national counterparts Jointly convened with Government of Indonesia led by BMKG, it will be co-funded by UNDP Regional and BMKG. But the training will be offered to interested countries in Asia. Ongoing coaching, mentoring until data base are set-up and institutionalized $ 76,300 Through tripartite ASEAN-- WB Memorandum of Cooperation Support capacity building on risk assessment for AMS and assist in developing a regional road map pm risk assessment for transboundary risk 3

4 Data collection at the national and sub-national levels UNESCAP Capacity building in the collection and analysis of disaster data for hazard and vulnerability assessment, disaster preparedness and mitigation and contingency planning an activity to be implemented with UNDP and other partners as recommended by the Committee on Disaster Risk Reduction. GIS-Based Disaster Information-Sharing Platform for Early Warning An efficient, timely, and technologyassisted information-sharing platform capacity for hydrometeorology services in ASEAN Finalisation and dissemination of a regional assessment of for early warning on different hazards $15,000 Through tripartite ASEAN-- WB Memorandum 4

5 (i.e. typhoon, flood, tsunami and earthquake) for effective response Dissemination of assessment of capacity for hydrometeorology services in 5 ASEAN countries (Cambodia, Lao PDR, Indonesia, Philippines and Viet Nam) of Cooperation and also in partnership with WMO Data consolidation and development of regional-level analysis UNESCAP Regional Cooperative Mechanism on Disaster Monitoring and Early Warning, Particularly Drought, which is being developed to provide satellite information products and services for drought monitoring and early warning; drought disaster management-related information and technical resources; and capacity building through advisory services and training workshops. ASEAN member States that committed to contribute to the mechanism include Thailand and the Philippines Approx. $40,000 for 2011, additional funds to be secured for Continue working with committed countries, including ASEAN Member States, to operationalize the mechanism 3. PREVENTION AND MITIGATION a. Building Disaster-Resilient ASEAN Cities Risk assessment of priority and/or pilot UNESCAP cities in ASEAN Activities of the ESCAP/WMO Typhoon Committee, including those in disaster risk reduction relevant to the ASEAN flagship programme 3a on Building Disaster- Resilient ASEAN Cities. Members in the ASEAN region include Cambodia, Lao PDR, Malaysia, Philippines, Thailand, Singapore and Viet Nam. Actual travel costs to be determined The Gateway is a regional informationsharing web portal to be developed with partners. ESCAP plans to collaborate with ASEAN through knowledge sharing agreements between the Gateway and the ASEAN Disaster Risk Reduction Portal. 5

6 Regional group training activities under the Typhoon Committee s work plan Technical support in the enforcement of building and land use regulations in pilot cities Promote the implementation of Ten Essentials under the Making Cities Resilient campaign in participating cities from ASEAN region including piloting the assessment of safety of schools/ hospitals and facilitating cooperation amongst cities National, Local and ASEAN bi-annual HFA review (2013) Promotion of mainstreaming DRR in education and development and dissemination of benchmarking tools for DRR mainstreaming in education (A) Documentation of good practices in safe schools, in building disaster resilient of cities and in integrating DRR and CCA at the local level Actual travel costs to be determined ESCAP will develop with partners the Asia- Pacific Disaster Report 2012, to be launched at the Fifth Asian Ministerial Conference on Disaster Risk Reduction hosted by Indonesia in Oct Plans to work with ASEAN on subregional analysis of Southeast Asia. 7 Secretariat and Member States through HFA focal points Advancing DRR in the education sector in ASEAN member states (ongoing in several member states) UNICEF, UNESCO, ADPC, ISDR Scaling up on-going initiatives on mainstreaming DRR and climate change in school curriculum, facilitating institutionalization of DRR/CCA in the education sector, and promoting safe school construction. Develop DRR action plans, including for CCA, with regards to the education sector.(a) Mainstreaming DRR UNESCO Support promotion of AADMER with regards to mainstreaming DRR in the Education Sector Support multi-stakeholder National and Regional Platforms for DRR and integration of DRR and CCA Support multi-stakeholder National and Regional Platforms for DRR as well as integration of DRR and CCA Part of the on-going Regional level programme subject to the availability of funds In collaboration with interested MoE and education sector partners in the ASEAN region b. Set up Mechanisms for Risk Financing Stock-taking of current status of risk financing schemes and microfinance for DRR and Climate Change Adaptation (CCA) in Member States. Contribute to the stocktaking with 1) Risk assessment in ASEAN and 2) Policy and Institutional landscape for DRR and CCA Framework developed for the Philippines and Indonesia for allocating and tracking DRR Framework developed for additional 2 countries for allocating and tracking DRR investments. Regional framework proposed for standardized DRR investment tracking and allocation. $ 100,000 Work with pilot countries and in partnership with ADB, ADPC and other IAP members 7

8 investments. Regional workshop on risk financing jointly by ACDM and the ASEAN Insurance Regulators to identify possible risk financing options for ASEAN Member States. Support regional workshop in November (with WB) and initiation of preparation of options/roadmap and provide technical assistance for capacity building Provide technical assistance in identifying risk transfer options specifically cities in cooperation with ADB (currently only with the Philippines, Indonesia and Viet Nam may join later) Support to development of regional risk financing options and roadmap for ASEAN $ 136,000 Through tripartite ASEAN-- WB Memorandum of Cooperation 4. RECOVERY a. Production of a Disaster Recovery Toolkit Capacity-building on damage and loss assessment In partnership with UNDP conduct a regional training for establishment of standardised damage and loss database. UNESCAP Promote and advocate for establishment of national standardised damage and loss databases Capacity building in damage and loss assessment, in cooperation with ECLAC and with the support of the World Bank s Global Facility for Disaster Reduction and Recovery (GFDRR). Cambodia, Indonesia, Lao PDR, Philippines, Viet Nam and Thailand participated in Resources to be secured based on actual travel costs Sub-regional training to be carried out jointly with ECLAC and GFDRR and with 8

9 /UN DP assessment of socio-economic impacts of disasters project implemented by ESCAP in 2005 with UNDP and ECLAC. Comparative analysis of different existing damage and loss assessment methodologies and adoption of the most applicable for the region the ASEAN Secretariat upon request from ASEAN countries $55,000 Work with ASEANS Secretariat and AMS and in partnership with the UNDP 5. OUTREACH AND MAINSTREAMING a. Building a culture of disaster-resilience in ASEAN Promotion of AADMER in ASEAN Advocacy and capacity building for target groups (Parliamentarians, mayors, children, etc), linking AADMER and HFA AADMER included in the 5 th AMCDRR regional framework/commitment for action (ISDR) Part of the on-going Regional level programme subject to the availability of funds Support for the continuation of the ASEAN Day for Disaster Management (ADDM) as one of the promotional activities of AADMER UNESCAP Advocacy through the joint organization of the International Disaster Day for Disaster Risk Reduction and the ASEAN Day for Disaster Management. Annual Regional Drawing Competition and joint organization of ADDM and International Day for DRR (IDDR) ESCAP will contribute venue and servicing $ 40,000 Organized in partnership with and ASEAN Secretariat In partnership with ASEAN Secretariat and Thailand DDPM 9

11 6. TRAINING AND KNOWLEDGE MANAGEMENT SYSTEMS a. Training of ASEAN Trainers (ALL ASEAN nationalities) and Subject Matter Experts (e.g. gender and humanitarian programming; experts may be non-asean) for AADMER Conduct of Basic Courses (AADMER & SASOP Orientation, Disaster Risk Reduction, Climate Change Adaptation) and Advanced Courses (ERAT, hazard mapping, recovery planning, and damage and loss assessment, among others) 2011: Conduct DRR & CCA leadership trainings; Conduct training on urban risk reduction Development and delivery of a training course on urban DRRM and CCA based on training needs analysis of ACDM 2012: Demand-driven trainings for ACDM and concerned sector(s); Capacity building activities for targeted groups on DRR&CCA integration 2013: Demand-driven trainings for ACDM and concerned sector(s) $ 120,000 Costs paid by RO/CO Through tripartite ASEAN-- WB Memorandum of Cooperation and with support from GETI, Incheon, Korea WFP Share WFP training manuals and modules. Provide training support as requested by ASEAN Secretariat, AHA Centre and Member States. This includes joint training (potentially funded by WFP).A Training on civil military (OCHA and WFP); training on ASEAN exercise design (WFP) and Logistics (WFP) b.
