5 Implementation status of INSPIRE Directive in Romania (4) Conclusions Even if from 2010 to 2015 certain progresses has been registered, it is still required several main steps to be performed in order to be in line with INSPIRE Directive. These steps are related especially with services and data sharing. Also, the public access is still limited, even for basic data. The restructuration of spatial data and the development of services involve financial efforts and time consuming Only some authorities are really prepared for a such activity.

10 SIIF UWWTD Benefits Streamlining of reporting: - avoiding double reporting of the same data by different reporters - avoiding double reporting of the same data to different institutions Better identification of the UWWTD progress of compliance Better identification of the reasons for delays for UWWTD implementation Control over reporting of performance for water public services Connection of relevant databases: database on emissions as well as other relevant databases (i.e. E-PRTR) Facilitate data reports (geographical, statistical analysis, reports, etc.) Improvement of public access to information (easier access to raw and aggregated information) Share the improvements of the SIIF platform with other Member States

11 What SIIF UWWTD brings for INSPIRE fills the INSPIRE national implementation gap - being compliant with INSPIRE Directive for certain elements (art. 11, Theme III.6 Utility and Government Services) transformation services that generates automatically aggregated statistics, compliance and reporting improvement, and calculate new parameters useful to waste water expert and authorities Increases the use of reporting data by different types of users transparency to lead to less administrative burden

12 What INSPIRE brings for SIIF UWWTD help in harmonizing and stimulate people to more interoperability on waste water field public information about UWWTD aspects in a friendly way using dynamic maps, tables and charts (spatial datasets with metadata, discovery and view services) possibility to download datasets in various formats offered for general public and national and European water stakeholders add layers to UWWTD data on the various maps of the SIIF UWWTD generic web tool web services very similar to those required by INSPIRE (i.e. RBD, NUTS, WISE SoE, Nature 2000, Bathing Water, WFD rivers, lakes, water bodies)

13 Romanian vision on development of SIIF UWWTD to be compliant with INSPIRE requirements and beyond (1) Romania support that Member State alone not to address INSPIRE data harmonisation - it is more efficient to have a common and harmonized INSPIRE data for all Member State Create INSPIRE environmental domains community to develop guidance, data model, IT data filling and dissemination tools for each policy following the SIIF UWWTD best practices No need to wait for INSPIRE data harmonization to start disseminating data. Access to data is a priority. Concerning a policy, it have to develop an end-user application per user need. To develop best practice website implementing INSPIRE services inspiration and harmonization of the approaches

14 Romanian vision on development of SIIF UWWTD to be compliant with INSPIRE requirements and beyond (2) English and national language has to be used in European data model, data filling and dissemination tools We save time and money with creation of European integrated management tools avoid building management tool by the own Member State There is needed for transparency to lead to less administrative burden INSPIRE helps implementing sustainable development goals It is useful having a framework to SME's to develop their business
