4 WIPO new IP norms Recently adopted new treaties (Beijing Treaty in 2012, Marrakesh Treaty in 2013, and Geneva Act of Lisbon Treaty in 2015) Continuing efforts to improve PCT, Madrid and the Hague systems through amendments to the Regulations Possible new treaties or legal instruments in the area of traditional knowledge/traditional cultural expressions/ genetic resources, broadcasting signals protection, and the Design Law Treaty 4
5 WIPO strategy #1; Global IP norm setting Update the existing Treaties (Beijing, Lisbon, Broadcast) Leaning towards procedural and practical matters that can be clearly defined and supported by stakeholders (Design Law Treaty) Political considerations to balance different interests of various countries and other stakeholders (Marrakesh, Traditional Knowledge) 5

10 WIPO strategy #2; Global Protection systems Leverage global market share of Global Protection systems to promote efficient, timely and user friendly procedures Collaborate with IPOs to seek coherent practices and provide highest quality services Introduce and enhance online services of Global Protection systems Technical assistance and capacity building are provided to facilitate the use of Global Protection systems 10
11 WIPO s technical assistance and capacity building WIPO Development Agenda projects (since 2010); some 30 projects out of which 7 projects concern patent information Deliverables include Technology Innovation Support Centers (TISCs) in some 40 countries, ARDI (free or affordable access to science and technology journals database), ASPI (free or affordable access to commercial patent databases and patent landscape reports Training material and workshops for patent information search (e-tutorial, distance learning courses of patent search) 11
12 WIPO strategy #3; Technical assistance and Capacity Building Accessibility (technical) and affordability (financial support) were addressed by introducing a new business model (sharing responsibilities, voluntary participation with the ministerial level of commitment, by multistakeholder approach and public private partnerships) Advice to be provided at nodal points institutionalized (TISC national networks) Encourage south-south cooperation and networking among institutions dealing with patent information (e- TISCs and pro-bono patent attorney advice program) 12

Data and networks are driving this century s economies IP systems are also driven by big data and networked systems over the Internet Value of IP Data will be enhanced, if more IPOs are connected with their data digitized IP knowledge divide will create obstacles for business to trade and invest in the global market 13
14 Examples of WIPO Global Infrastructure components; IPAS and IPAS+ IPAS (IP Office Administration System) is an electronic system that supports all the major business processes of an IPO in developing countries. (Used in about 60 countries) WIPO Scan and WIPO EDMS generate digital IP data of developing countries WIPO Publish started to be deployed in this year Global Databases (Patentscope, Global Brands DB, Global Designs DB) Update WIPO Standards and International Classifications to enable users to transmit (M2M), search (cross-lingual), analyze (landscape) and read (machine translation) big data of patent information 14

16 WIPO Patent Information Policy #1 IP Data Generation IPAS helps generate machine-readable data (robots) Digitization projects - ARIPO, Cambodia, Indonesia, Nigeria, and the Philippines, with financial support from Japan FIT (full text of patent applications) Geographical coverage expansion (in cooperation with Member States and EPO; e.g., Latipat & Arabpat) WIPO Global Databases make IP data publicly available (Patentscope, Global Brands DB, Global Designs DB) Through WIPO Publish and WIPO IP Data Global Dissemination Initiative 16
17 WIPO Patent Information Policy #2 WIPO IP Data Global Dissemination Initiative Encourage IPOs to make their IP data (patent information) available at WIPO s facility for bulk data downloading Encourage worldwide free-of-charge dissemination of IP data under coherent terms and conditions Database venders may participate in the initiative by nominal fee subscription to obtain IP data in bulk in compliance with prescribed terms and conditions (to be launched in January 2016) WIPO s role is to expand basic IP data collections available at a nominal fee, while encouraging IP data vendors to add value 17
18 WIPO Patent Information Policy #3 Update and develop search tools Develop search tools useful to WIPO Global Databases (image search engine, chemical formula search) Develop and provide multi-lingual search tools (CLIR and WIPO Pearl) Machine translation specialized for IP information (WIPO Translate) Update language independent search tools (IPC) to ensure coherence with CPC of EPO/USPTO 18
19 WIPO Patent Information Policy #4 Create a global platform for IPOs WIPO CASE and international collaboration on patent search and examination WIPO match-making databases and platforms for global public private partnerships such as WIPO GREEN and WIPO RE:SEARCH 19
