5 The European Digital Challenge! The idea behind the digital single market is to move from 28 national markets to a single one. A fully functional digital single market could contribute 415 bn per year to our economy, creating hundreds of thousands of new jobs. Europeans should be able to watch the BBC s iplayer service from whatever country they like, buy cheap goods from any website they choose and not face punitive charges for using their mobile phone abroad The digital single market is aimed at boosting ecommerce, overhauling Europe s telecoms market and making all media whether films, music or television equally available across the continent. The digital transformation of government is a key element to the success of the Single Market It is harder to create a digital single market than a physical one. Vice-President Andrus Ansip

9 Government is different because.. 1. We don t really have competitors; 2. We don t pick and choose our customers; 3. We have LOADs of stakeholders; 4. We have LOADS of Legacy (unless we are Estonia!); 5. People losing their jobs is ALWAYS our problem; 6. It can therefore be REALLY hard to define success;

10 EU egovernment Action Plan By 2020, public administrations and public institutions in the European Union should be open, efficient and inclusive, providing borderless, personalized, user-friendly, end-toend digital public services to all citizens and businesses in the EU. Innovative approaches are used to design and deliver better services in line with the needs and demands of citizens and businesses. Public administrations use the opportunities offered by the new digital environment to facilitate their interactions with stakeholders and with each other.

21 Digital OGCIO will carry out a review to collate information on existing digital services, services planned and services to be scoped and report collective progress back to CSMB, and other stakeholders, through quarterly or biannual dashboards. OGCIO will develop a first-cut Government service gateway, using appropriate consultation within Government and with other stakeholders, including the public and/or their representatives. OGCIO will work with CSMB and the Minister of State for egovernment on measures to improve awareness of Government Digital Services; OGCIO will continue to work with DSP to increase the uptake of MyGovID and the Public Service Card, including its use by Government agencies, and to develop the SAFE authentication model, in line with previous CSMB direction. This will also enable Citizens to access Government services online with confidence.
