4 08 November 2000 European Commission Conference European Defence Procurement in the 21st Century - Improving Efficiency and Enhancing Competitiveness - The Role of Standardization European Commission recommended that there should be easy access to Information on National Defence Standards Practices and how they relate to Procurement Access to Defence standards catalogues The status of NATO Standards within each Member State Background & History National criteria for the use of Civilian Standards and the hierarchies of Preferred Standards to be applied in Defence Procurement Links to other sources of Defence Standards Information available outside Europe European Commission and CEN European Standardization Organization proposed to take these recommendations forward by establishing the European Handbook for Defence Procurement CEN BT/WG 125 Defence Procurement Standardization was created with CEN Workshop 10 European Handbook for Defence Procurement 4
5 CEN Workshop 10 Objectives European Handbook for Defence Procurement shall become the Primary Source for the selection of Best Practice Standards for the Development and Procurement of Defence Material intended users: Programme Managers in Governmental Procurement Agencies who have to select the most suitable standards ( Best Practice Standards ) when writing Technical Specifications for the development, procurement or maintenance of defence materiel. Programme Managers in Defence Industry who have to provide suggestions to their customers on the most suitable standards ( Best Practice Standards ) for a given contract or who have to select the standards that shall be applied by their subcontractors. 5

15 about EDA THE COUNCIL OF THE EUROPEAN UNION - COUNCIL DECISION 2011/411/CFSP of 12 July 2011 defining the statute, seat and operational rules of the EUROPEAN DEFENCE AGENCY and repealing Joint Action 2004/551/CFSP Article 2 - Mission 1. The mission of the Agency is to support the Council and the Member States in their effort to improve the EU s defence capabilities in the field of crisis management and to sustain the Common Security and Defence Policy CSDP as it stands now and develops in the future. 2. The Agency shall identify operational requirements, shall promote measures to satisfy those requirements, shall contribute to identifying and, where appropriate implementing any measure needed to strengthen the industrial and technological base of the defence sector, shall participate in defining a European capabilities and armaments policy, and shall assist the Council in evaluating the improvement of military capabilities. 3. 17 about CEN The European Committee for Standardization (CEN) is a major provider of European Standards and Technical Specifications. It is the only recognized European organization according to Directive 98/34/EC for the planning, drafting and adoption of European Standards in all areas of economic activity with the exception of electro-technology (CENELEC) and telecommunication (ETSI). CEN's 31 National Members work together to develop voluntary European Standards (ENs). These standards have a unique status since they also are national standards in each of its 31 Member countries. With one common standard in all these countries and every conflicting national standard withdrawn, a product can reach a far wider market with much lower development and testing costs. ENs help build a European Internal Market for goods and services and position Europe in the global economy. More than technical experts as well as business federations, consumer and other societal interest organizations are involved in the CEN network that reaches over 480 million people. source: 17

19 about OCCAR The Organization Conjointe de Coopération en matière d'armement was established by an Administrative Arrangement on 12th November 1996 by the Defence Ministers of France, Germany, Italy and the UK. The Defence Ministers of the four founding Nations went on to sign a Treaty, the "OCCAR Convention", which was subsequently ratified and came into force on the 28th January The Convention gives OCCAR its legal status, allowing it to place and manage contracts, and to employ its own staff. Belgium and Spain joined OCCAR, respectively in 2003 and The mission of OCCAR is to facilitate and manage collaborative European Armament Programmes through their life cycle and to manage Technology Demonstrator Programmes to the satisfaction of our customers. Finland, Luxemburg, the Netherlands, Poland, Sweden and Turkey are actually participating in OCCAR-managed programmes, without being members of the organization. source: - ABOUT US 19
