2 DISASTER MANAGEMENT Defined as The organisation and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lesson the impact of disasters IFRC 2
3 DISASTER A SUDDEN ACCIDENT OR A NATURAL CATASTROPHE THAT CAUSES GREAT DAMAGE OR LOSS OF LIFE A CALAMITOUS EVENT, ESPECIALLY ONE OCCURRING SUDDENLY AND CAUSING GREAT LOSS OF LIFE, DAMAGE, OR HARDSHIP A DISASTER IS A SUDDEN, CALAMITOUS EVENT THAT SERIOUSLY DISRUPTS THE FUNCTIONING OF A COMMUNITY OR SOCIETY AND CAUSES HUMAN, MATERIAL, AND ECONOMIC OR ENVIRONMENTAL LOSSES THAT EXCEED THE COMMUNITY'S OR SOCIETY'S ABILITY TO COPE USING ITS OWN RESOURCES. 13 THE CHALLENGES WE FACE Need to raise awareness of powersector organizations on integrated riskmanagement practices. Need to broaden resilience responses from a primarily technical engineering focus to those encompassing an organizational and financial focus. Need to coordinate DRMP for the power sector with a nationwide plan since natural disasters impact other critical infrastructure. Need to strengthen the implementation capacity of utilities, policy makers, regulators, and private sector to take adaptive, resilience-enhancing 13 actions.
