1 Item 3b South West Police Authority Joint Committee July 2010 Regional Collaboration Programme Consolidated Highlight Report Programme Strand Telephony SPOC Kidnap and Extortion Forensics Air Support RAG Status Progress since December report The target is the creation of a virtual shared service with an administrative hub in Exeter and outposted resources in each force area. The staff affected have been consulted and implementation has commenced with the hub starting to take out of hours calls for the region. A paper was presented to the programme board on 26 th March regarding phase 2 which involves the procurement of a regional covert database. The final business case is due in October 2010 with implementation, if approved, in around December The database, if agreed, will also benefit other areas of covert policing. Considerable progress has been made and the region is now in a position to deliver this service more effectively and with improved resilience. A number of exercises have been conducted to test this resilience and the region has performed well. Testing will continue periodically to ensure that the region is well served in this area. ACC Geenty now chairs the Regional Forensic Group and is supporting Dorset s Chief Constable in an initiative designed to harmonise, streamline and reduce forensic costs across the region. Consultation with forces and liaison with the NPIA is ongoing and a business proposal will be produced shortly. The regional plan remains on hold pending the expiry of existing contracts/agreements. CC Marshall of Hampshire is now the ACPO lead and is commencing a project to deliver a National Air Operations structure. He aims to implement this by April 2012 having shadowed the current structure for 12 months. It has recently been agreed that the NPIA will provide the back office support for the national operation. 2 Forensic Telephony and High Tech Crime Uniforms Procurement Update provided to the Senior Detective Officers Conference in March 2010 and a project lead has now been identified to undertake a scoping exercise. The project will also incorporate the broader agenda of all E-crime. A commitment was made to have a standardised uniform across the South West region in place by April The Regional Uniform Strategy Board met in May to review the outcome and recommended options from the workshops. Agreement was reached on 6 of the specialist role types. Based on the total number of officers for these roles this will produce a total saving of 151k over a typical replacement cycle of 15 years ( 10k p.a.) For Traffic officers and CSI/SOCO further work is required and this is being led by D&C. For the PC and PCSO roles the Board recommended the highest cost of the four available options but this was deemed unacceptable by the two Forces, which would have to increase their costs as a result. Chief Constables at their meeting on 18 th June therefore recommended the adoption of a regional catalogue from which Forces can choose their preferred option. This has eliminated the bulk of the 75K p.a. savings that the programme hoped to achieve from this strand. Mike Glanville Sharon Taylor (Devon & Cornwall) Technical Surveillance Units (TSU) Firearms Training/Operations The focus of this project strand has now turned to exploring a managed service for the storage and distribution of uniform and equipment. A paper is currently being prepared regarding better management and sharing of TSU equipment. A regional ICT platform is being advocated for this and other covert work streams (as described under Telephony SpoC above) In respect of the regional facility, approval of the A & S PFI bid has been granted. The intended site for the facility has also been granted outline planning consent. Strands linked to standardisation and interoperability continue to make good progress. The Firearms and Armoury Asset Management IT solution continues to be explored on a hosted basis with all 5 of the region s forces now agreeing to implement the same solution. 3 Witness Protection Detective Superintendent Cooper has recently taken responsibility for this project. The Senior Detective Officers Conference was updated with national developments in March and a project proposal is being drawn up. Tender for the national contract has now been issued. This includes amongst other things provision for suppliers to give a price for a fully built up beat car. The national contract may result in changes to existing manufacturers across the 21 categories and it should be awarded in early autumn. All 5 Forces Mike Glanville All 5 Forces ACO John Jones Transport Whilst transport managers continue to work collaboratively both on the vehicle specifications and training and associated facilities, the major opportunity will now arise for further standardisation when we have details of the national contracts and the ability within those contracts to further negotiate with suppliers on committed forward orders against common specified vehicles. In the interim, consideration is being given to centralising the transport procurement function across the five forces in order to clearly identify existing differences to specifications and provide early indication for any collaborative opportunities ANPR Op UTAHs still take place regionally. Most elements of the originally agreed work streams are now completed; however the position of an ANPR Strategic Board still remains outstanding. All Forces ANPR data feeds are now available to the Regional Intelligence Unit. All 5 Forces DCC David Ainsworth (Wiltshire) Learning and Development This project has 3 workstreams: 1. Pre-entry programme NPIA has completed a review nationally and aimed to provide feedback to Forces on 18 th June. 2. External contracts Further detailed analysis has been collated and was reviewed by L&D managers on 11 th June 3. Shared service model A central core model was proposed however a Lead Force approach is also being discussed as an alternative approach. All 5 Forces HR Director Emma Zeeman (Avon and 3
4 Work continues in drawing together the region s counter terrorism assets. In addition a region-wide CT IT infrastructure has been consulted on with HSBs, SDOs and ACC Ops and is now subject of some more detailed examination. This is an opportunity for forces to save resources around CT Intelligence management. Counter Terrorism (CT) BRUNEL (Avon and Somerset / Wiltshire) Incl Special Branch and Major Crime update Business cases have been approved by both Force Chief Officer Groups and police authorities to combine these functions across the two Forces. The implementation phase is being managed by way of an overarching implementation plan, co-ordinated by the Brunel project team that reports to the Brunel Project board every 6 weeks. Within the plan are eleven work streams, including HR, IT, and Legal Services, all headed up by a Strategic Lead. Six of the leads come from Avon and Somerset and five from Wiltshire. Each lead has pulled together the necessary resource from each Force to define the action needed in order to deliver the proposals and then go on to implement. Subject to finalisation of the overarching Section 23 Agreement, the new collaborative teams are due to go live within the next couple of months. In the initial stages of implementation, strategic governance for Brunel will come under the Brunel Project Board which includes Chief Officer Group and Police Authority representation from each force, with a view, as implementation develops, for Governance to come under the newly formed Police Authority Joint Committee for Major Crime and a new Contest Board for Special Branch. 4
5 Procurement Mobile Information ISIS/ICT IAM Firearms Licensing In February the PAJC approved commencement of an OJEU tender exercise for a business consultancy organisation to help the four forces establish an inhouse shared service. This procurement exercise is underway as a competitive dialogue, with an expected completion date of October Wiltshire and Avon & Somerset have recently completed their planned rollouts, thereby fulfilling their commitments to the NPIA. Dorset s implementation is running behind schedule whilst Gloucestershire, due to the bleak financial outlook for Forces, have suspended their implementation whilst the Force and Authority review their options. The NPIA funded Regional ISIS Delivery Manager (Brian McCartney) started in post on 1 st March 2010 and has now completed the first draft of the region s ISIS plan for the NPIA. As agreed at Chiefs and Chairs in March, ten convergence strands have been prioritised for scoping and are now being led by nominated representatives in each force. Progress has been slow however and this is reflected in DCC Ainsworth s report to this Board Four of the region s five forces are now implementing the national managed service operated by Siemens on behalf of the NPIA. Gloucestershire, who have more immediate plans to expand the use of IAM across their force, are implementing a local but expandable solution, with a view to this becoming the single IAM solution deployed across the region in a couple of years. This strand is multifaceted and incorporates standardisation of practices, an increase in national fees payable and the intended introduction of an electronic means of application and updating. The work with standardisation continues but is linked to the electronic application element, for which a user requirement has now been finalised. The procurement process for this has commenced and is due to report in the autumn. 6 Serious and Organised Crime Regional Asset Recovery Team The project to design an appropriate capability to meet the requirements of the Home Office s Extending our Reach report was considered by the programme board on 26 th March and as a result a Lead Force model (Zephyr) is being implemented and will be in place in September The project has already claimed its first successes, with a number of significant operations and arrests. The pump priming grant of 440,000 has been put on hold pending the new government s review of expenditure authorised by the previous government in its last few months of office. Creation of the new RART, which is supported by 1.1 million in first year Home Office grant, is now complete and opened its doors for business on 6 th April It had its first success and resulting arrest on 8 th April. A Sustainability report in terms of future funding features on this meeting s agenda.
