3 ENLAND NMARK) SVALBARD (NORWAY) ICELAND A systematic approach to empower governments in managing information on wildlife crimes and illegal trade on wild fauna and flora, and provide evidence of the efforts from the respective governments in attaining their national targets and fulfilling their international commitments SWEDEN FAROE ISLANDS D AZORES RTUGAL) A web-based information-sharing platform developed by the United Nations University as a response to the member states call for a common framework in collection, compilation, analysis and reporting of information related to enforcement of national legislations on wild fauna and flora protection as well as compliance to Convention on International Trade in Endangered Species (CITES) and other relevant multilateral environmental agreements (MEAs) NORWAY FINLAND ESTONIA Through its newly established Secretariat at the Asian Institute of Technology, WEMS initiative aims at supporting the protection of biological diversity and ecosystems through information sharing, analysis, capacity building and outreach amongst governments in Asia and Africa in collaboration with MEA Secretariats, development partners, research institutes and other stakeholder organisations LATVIA ESTONIA LITHUIANIA IRELAND Geographic Scope WEMS has been successfully implemented in East Africa including Congo-Brazzville, Kenya, Tanzania and Uganda under Phase I; while Liberia and Zambia are the recent additions under Phase II. The Lusaka Agreement Task Force has been spearheading the initiative in Africa. In Asia, Bhutan and Thailand have expressed strong interest in replicating the framework from Africa and integrating it into the Global Environment Facility funded national programmes on Illegal Wildlife Trade. This initiative will support and encourage the enforcement of CITES in the following ways: Serves as a foundation for strengthening and establishing a regional framework for information sharing on wildlife and forest crimes and provides a platform for international cooperation Enhances trans-border and trans-continental collaboration for compliance and relevant capacity building Helps integrate the efforts to enforce national, regional and international legislations relevant to environmental conservation and monitor progress against SDGs and their associated targets Fosters relevant information for policymakers, practitioners and other stakeholders and catalyses policy development propped with evidence Provides a platform for knowledge transference through a community of practice WEMS equips governments with information on the current state of enforcement efforts nationally, regionally and globally; and informs pertinent policy development and appropriate actions to counter wildlife and forest crimes, and undermine the illicit trade in endangered species of wild fauna and flora. 4 Wildlife Enforcement Monitoring System
