Nuclear security and safety as the foundation and focus 2
3 Nuclear terrorism represents one of the most significant threats to international security Strong security measures remain the most efficient means to prevent terrorists and other unauthorized persons from accessing nuclear material The nuclear industry continues to work actively to improve physical protection, material accountancy, and security culture A key focus is reducing uranium enrichment level required in the production of radioisotopes for medical purposes and in the operation of research reactors 3
4 3 Working Groups formed to prepare for the NIS by focusing on: WG 1: Minimization of Civilian Uses of HEU (Jack Edlow, Edlow Int. Co., Moderator) WG 2: Securing Sensitive Information (John Welch, USEC, Moderator) WG 3: Nexus Between Security and Safety Post-Fukushima (Luc Oursel, AREVA, Moderator) 4
5 Each WG presented its findings and recommendations to the full NIS on March 23. The recommendations were adopted in a Joint Statement issued by the NIS: 1. Enhance security culture by continuing to raise awareness among employees to the security threats and foster an open environment for reporting security concerns, and promote nuclear safety and security through regional and international cooperation; 2. Endeavor to minimize the use of HEU through the conversion from HEU to Low Enriched Uranium (LEU) fuel in research reactors and expand the use of LEU targets for radioisotope production, providing 5
6 that a continuous and stable supply of Mo-99 to the nuclear medicine community will not be jeopardized; 3. Continue to collaborate fully on international programs, including the IAEA activities, to research and develop new technologies that will not require HEU, especially on U-Mo fuel development and qualification and also on Mo-99 production; 4. Support the development of international safety standards and security recommendations being prepared by IAEA; 5. Continue to focus and strengthen security measures against increasing cyber threats; 6
7 6. Promote the exchange of nuclear security information and best practices concerning security of sensitive nuclear information to strengthen nuclear security; 7. Approach security and safety in a coordinated manner, when pursuing nuclear safety or security; 8. Promote global cooperative dialogues on the industry level, including participation in international conferences and forums, organized by IAEA, other relevant international organizations, and nuclear industry, with a view to exchange information on and discuss issues related to reinforcing security and safety of nuclear facilities; and 7
8 9. Assist newcomers, upon request, in accordance with the IAEA recommendations on nuclear power infrastructure development in creating necessary infrastructure for safe and secure use of nuclear energy. 8
9 Summit concluded with technical tours; about 130 of the summit participants attended 1 of 3 tours offered: Nuclear power plant (Kori Nuclear Site); Nuclear major equipment factory (Doosan Heavy Industries); and Research institute tour (KAERI, KEPCO Nuclear Fuel, KHNP Central Research Institute) 9
10 Conclusions: An extremely well-organized and effective Summit; Working Groups were manage effectively and produced meaningful recommendations; The Summit contributes to improving nuclear security and safety; Stage is set for the next Summit in the Netherlands in
