13 COWG Report Optimized Capacity: Global Trends and Issues Data used in the report is from IAEA s Power Reactor Information System (PRIS) MAIN CONCLUSIONS: The industry s capacity factor raising has halted in the last few years. Neither Age nor Technology have effect on the capacity factor. Mostly losses are within plant management control. Maintenance and refuelling outages biggest cause of loss Plant equipment (turbine and auxiliary system) problems and failure largest cause of unplanned losses. Plants with higher capacity factors have lower numbers of automatic scrams and are correspondingly safer.
14 What Next for COWG? Developing products highlighting new technologies/approaches in outage optimization. Revise existing COWG report with recent data on capacity factors. Produce report on effects of load following on capacity factors Conduct root cause analysis of unplanned energy loss. Examine relationship between human performance and plant performance. Continue to develop cooperation with IAEA and other organisations.
15 The CORDEL Working Group Cooperation in Reactor Design Evaluation and Licensing (CORDEL) Main aim: promoting international standardization Membership: all major vendors, utilities interested in new build, service companies and observers from int l organisations International standardization means that each vendor s design can be built in any country under national regulations which have been harmonized to a set of international requirements and standards Standardized advanced plants will bring economic advantage and additional safety layers in all stages: design, construction, operation and decommissioning 15

22 Standardization: Governments and IAEA Recent Ministerial Meeting at IAEA on Fukushima new direction and enhanced roles for nuclear organizations International harmonization of regulations may require some changes in national legislation creation of inter governmental agreements This new international framework would be beneficial for all established and emerging nuclear countries or those with a small nuclear program IAEA is the most appropriate platform to coordinate inter governmental initiatives Legal power of IAEA Safety Standards should be reviewed IAEA regulatory peer reviews (IRRS) good basis for harmonisation
