6 Background NRP Authority! HSPD-5 Purpose of NRP: To establish a single, comprehensive approach that integrates the Fed Govt s domestic prevention, preparedness, response, and recovery activities into one all-discipline, all-hazard plan.

7 Background -- INRP! DHS issued Initial NRP on 9/30/03! INRP began interim implementation of the key concepts that underlie the NRP: -- Homeland Security Operations Center -- Interagency Incident Management Group -- Principal Federal Official -- Joint Field Office

8 Background - INRP! EPA/USCG issued NRT guidance in 2/04 on how to conduct NCP operations under the INRP! Guidance in large part is now incorporated into the final NRP Oil/Hazardous Materials Incident Annex and ESF #10

9 Background -- NRP! NRP effective 120 days from issuance! Until then, INRP, FRP, FRERP, and CONPLAN still in effect! At 120 days, those plans are superseded by NRP! Other existing national plans required to be modified within 120 days

10 Background NCP & NRP! NCP is now in effect, and remains in effect after NRP takes effect! The Oil/Hazmat Incident Annex and ESF #10 provide the key provisions on how the NCP operates with the NRP! EPA will be making minor modifications to NCP to align with NRP

11 Background NRP Updates! NRP to be evaluated in 1 yr and then every 4 yrs to incorporate lessons learned! Each EPA Region and ERT has a designated NRP contact to identify their suggested NRP revisions to EPA HQ

16 NRP Base Plan - Scope! Nothing in this plan alters or impedes the ability of Federal, state, local, or tribal depts and agencies to carry out their specific authorities or perform their responsibilities under all applicable laws, Executive Orders, and directives.

17 NRP Base Plan - Scope Incidents of National Significance (based on HSPD-5) 1. When a Federal D/A requests DHS assistance 2. When state/local capabilities overwhelmed and they request federal assistance - Stafford Act emergencies/disasters - Catastrophic incidents
