2 GMES in a nutshell Earth observation is a powerful advanced technology which through space and ground based capacities can monitor the Earth's environment and security threats and provide timely and reliable information GMES is an EU-led initiative for an autonomous and operational European Earth observation capacity GMES aims at providing relevant information to policy-makers and other users, particularly in relation to environment and security A flagship of the European Space Policy Builds on existing capacities

16 Policy and Institutional Issues: Next steps The Commission will make a legislative proposal for the initial operations of GMES and for an EU Earth observation programme The GMES financing needs will be subject to an analysis led by the EU The Commission will propose interim governance arrangements Additional work data policy international cooperation competitiveness and innovation

19 Land Monitoring Service LMCS addresses a wide range of resources and policies at EU and international level (e.g. soils, water, agriculture, forestry, biodiversity, transport etc.) Very diverse user communities with various requirements Common key requirements: improve data access and reference data Will offer a portfolio of data and products with different levels of elaboration (from preprocessed images to elaborated information)
20 Thematic products at European or Global level Portfolio of LMCS Multipurpose products pre-processed space data (eg orthorectified images, image mosaic, cloud mask, daily/weekly image composites ) basic reference data access improvement and European products Bio-geophysical parameters to support GCOS-GTOS/ECVs A set of Land Use/Land Cover and Land Cover Change products at various scales (Global land cover, EU continental land cover, national or covering areas of interest) and various time resolution: dynamic products (daily, weekly, monthly, or seasonally), periodic products (every 1-5 years) various layers: generic land cover or thematic LU/LC&LCC (forest, agriculture )

32 Emergency Response service 2nd priority: extension of the service towards crisis-prevention and post-crisis management part of the cycle: hazard and risk analysis, forecasting and early warnings. -> Interface with preparedness & alert systems (e.g. meteorological / hydrological / seismic / existing EWS) as input for anticipation of activation Includes: landslide mapping & monitoring + seismic monitoring MID AND LONGER-TERM UPGRADES SHORT-TERM UPGRADES MID AND LONGER- TERM UPGRADES
33 Emergency Response precursor projects GMES/Kopernikus in pre-operational phase - precursor projects have some activities on risk assessment and EWS even if not the first priority: PREVIEW (FP6) portfolio of specific services on Floods, Landslides, Volcanoes, Earthquake monitoring and windstorm risk and forecast general services: asset mappings, disaster intensity assessment and damage rapid mapping MED 2007 exercise -> simulation exercise on tsunamis SCHEMA (FP6) assessment of the vulnerability to tsunami. Test areas: Mediterranean coast, Atlantic Ocean and Black sea work connected to UNESCO IOC ESA GSE projects (RISK-EOS, RESPOND, TERRAFIRMA) SAFER (FP7) started January 2009, continuity of previous ones, validation of pre-operational service LinkER (Preparatory Action 2008) -> implementation of interfaces with users specific environment, setting up National/European focal points
