4 Land FAST TRACK VERSION as kicked-off in Copenhagen 06/06 Termed LMCS2006 (according to the reference year of the imagery, coinciding with a LUCAS inventory for Ground Truth!); Continental part, to be delivered by 2008, will consist of the following products: 1. Multi-temporal ortho-rectified satellite image Ö data of EU25 and neighbouring countries based mainly on SPOT (and IRS); 2a. Corine land cover change layer for the period with 5 ha minimum mapping Ö unit (MMU) and 2b. Corine land cover map 2006 (25 ha MMU); Ö 3 High resolution core land cover data for a built-up areas (including degree of sealing)ö and b. forests (coniferous/broadleaved) Ö Workshop, Salzburg, 4-5 Dec.06, P.Weissenberg / W.Steinborn, EC/DG-ENTR with MMUGMES 1 ha Service MARINE Core Service (ocean state over global ocean & EU regional seas = baseline info for public good) + Downsteam Services (oil spills monitoring, maritime safety, coastal management, marine resources, climate change = specific/customised info for public good & private uses) 2008 Information delivered to intermediate users (meteorological services, environmental agencies, EMSA, EEA) and to the private sector. Link with European regions (e.g. Baltic GMES Workshop, 4-5 Dec.06, P.Weissenberg / W.Steinborn, EC/DG-ENTR Sea) to be addressed and Salzburg, consolidated. 4

7 SERVICE EMERGENCY Space infrastructure requirements All-weather observations at a resolution from better than 1 meter to 3 meters (both SAR and optical) All-weather observations at a resolution from 3 to 30 meters and wide swath ( km) (both SAR and optical) A reference image archive, possibly distributed, but readily available 24 hour revisit redundant capabilities with re-tasking time ideally of 12 hours and in any case less than 24 hours Need for an increased number of satellites (constellations) to address timeliness and operational constraints. PROJECTS FLANKING SERVICE IMPLEMENTATION EU level Building Operational Sustainable Services for GMES (BOSS4GMES): pre-operational tests of Fast-Tracks with user networks, method improvement, automation, cost reduction Framework for Data Harmonisation and Service Integration (HUMBOLD): interoperability, data models, standards, INSPIRE interface Reference Information Specifications for Europe (RISE): Project led by Eurogeographics (2nd call), first set of Euro-Specifications for GI at the example of the Water Framework Directive MS level (2 examples out of more) Sistema de Información de Ocupación del Suelo en España (SIOSE): highly detailed data content, provincial and federal, XML data model, liberal download policy DeCover: Interoperability of data models of sectorial GIS for mutual benefit from update sources (GMES: change detection alert)
8 RTD for GMES: from concept to reality R&D for GMES in FP7 should: Make best use of, and harmonise existing systems; Support the development of new capacity where needed; Explore condition for long-term sustainability. Space in FP7: building on the experience of FP6 Large increase in budget for Space (and Security) Space was a new activity in FP6, we have learnt a lot: Better mutual knowledge of European space stakeholders Better understanding of the FP6 new instruments More realistic view of what is achievable for the development and validation of an operational GMES service FP7 should build on experience from FP6 to ensure that GMES is successful, in particular building on the foundation of GMES Fast Track Services.
