Which GMES Services will take benefit from Pleiades? All services! However, greater beneficiaries likely to be: Emergency, Security, Land Services Land Marine Atmosphere Security Emergency Climate
GMES Emergency Management Service mapping in rush mode on-demand and fast provision of geospatial information immediately following an emergency event. mapping in non-rush mode on-demand provision of geospatial information in support to the prevention, preparedness and reconstruction phases. external validation external quality control, validation of thematic information content and comparison to alternative information sources related to the emergency context.
Another example of potential use of Pleiades: preparation of humanitarian crisis intervention in Libya Since 24 February: production of different geographic reference maps: over Libya (Cities of Tripoli, Benghazi, Derna and Tobruk), Egypt (city of Sallum), Malta (City of La Valletta) Mapping of population movements at cross-border checkpoints: Libya Algeria, Libya Egypt, Libya Tunisia Mapping of poss. damages to infrastructure: airports, harbors, hospitals
GMES Security services Border surveillance (land, sea) Support to EU External Actions Maritime Surveillance Internal Security [TBC] e.g. EU Chiefs of Police
Support to Border Surveillance Political Driver - EUROSUR February 2008, EC Communication on the creation of a European Border Surveillance System (EUROSUR) with focus on the southern and eastern external borders preventing unauthorised border crossings, reducing the number of illegal immigrants loosing their life at sea and increasing the internal security of the EU. GMES observation capacities can contribute to improve the mapping and monitoring of border areas. Concept of Operations JUNE 2011 (FRONTEX and EU Agencies)
Data Common application of surveillance tools (Article 12) Services Monitoring of 3 rd country ports and coasts (embarkation points) Tracking of vessel Monitoring designated areas Environmental assessment Maritime data Sea EO data Land (incl. coasts) Information Land data/ /intel Tools Ship reporting systems (AIS, VMS) Satellite imagery Sensors mounted on any kind of platform, incl. un/manned aerial vehicles Intelligence National Coordination Centres EUROSUR network
Support to EU External Actions Political Driver Actions outside the EU What can GMES do in support to EU External Actions? Scenarios approach; Areas for possible support : EUFOR support (e.g. Chad) Food security (e.g. Ethiopia) through synergic actions with Global Land Illicit crops, scenario to be focused on specific case(s) Monitoring of country recovery, (e.g. DRC) Crisis aftermath monitoring of reconstruction and rehabilitation, (e.g. Aceh) including transparency in external aid Treaty monitoring / Non-proliferation Urban resilience (vulnerability to disaster) Access to water and natural resources assessing risks of conflict
Application areas R&D activities demonstrated the potential of EO for security applications : GMOSS, LIMES. MARISS, G-MOSAIC Potential Mining Map Potential areas of coca cultivation Situation Awareness Libya-Tunisia Borders G-MOSAIC Timber Logging
Land Monitoring service Three components: Local: hot spot (e.g. urban areas, protected area, coastal areas etc.) Continental: Pan-EU products (e.g. Pan-EU land cover and land cover change) Global: Essential Climate Variables (ECVs), biogeophysical parameters in support to Climate Change monitoring
Urban Atlas: compactness indicators
GMES Marine Environment 4 application areas Area 1 «MARINE SAFETY» (maritime operations, sea pollutions, ship routes, search and rescues ) Area 3 «COSTAL & MARINE ENVIRONNEMENT» (Water quality, pollution, costal activities ) Area 2 «MARINE RESOURCES» (fishery, ICES, FAO, ) Area 4 «CLIMATE & SEASONAL FORECAST» (Climate change and impact mitigation, meteorological forecasting,..)
