4 WCO Data Model: Why Declarants have to provide electronic information to various governmental agencies, both nationally and internationally. Many agencies are asking for the same information but in different ways... Different field lengths (format) Different codes / code lists Different definitions of the data Different message structures Different message standards / versions 4

9 WCO Data Model : In a nutshell provides a MAXIMUM framework of STANDARDIZED AND HARMONIZED sets of data and standard ELECTRONIC MESSAGES (EDIFACT AND XML) to be submitted by trade for CROSS- BORDER REGULATORY AGENCIES such as Customs to accomplish formalities for the arrival, departure, transit and release of GOODS, MEANS OF TRANSPORT and PERSONS in international cross border trade 9

20 Standardization Board and Forum Comply or Explain list Governments have to use the open standards from this list whenever they purchase or (re)build ICT-systems (the COMPLY part) Other standards are only to be used when there are important reasons (e.g legislation) and justification must be correctly made in the annual report (the EXPLAIN part) 'Comply or explain' standards are open standards with broad support, but which are not (yet) widely adopted The WCO Data Model is on the list! 20

21 Comply or Explain expert group advice The expert group advises to include the WCO Data Model into the apply or explain list. Data exchange between the business sector and authorities involved in border crossing to fulfil the formalities for storage, arrival, import, transit, export, departure and release of goods, means of transport and persons. Added value: The WCO Data Model contributes to a better match of message specifications for data exchange with the authorities (B2G/G2B/G2G). In the long term this offers advantages. In the short term systems will have to be adapted to these new message specifications, which will incur costs for the business sector. These adaptations, however, are often connected with the introductions of single windows. 21

24 Neutral Logistic Information Platform General Developed to give the Dutch logistic sector a renewed competitive edge in Europe NLIP is a neutral and not-for-profit platform. It is accessible to all parties on equal terms. None of the parties is the boss within the platform Objective NLIP and WCO Data Model Use of a data model supports effective and efficient collaboration between independent organizations The application of a data model by the government is expected to leverage on message standardization for the companies involved. Possibly even for messaging between market (B2B) themselves It is in this context NLIP benefits from an effective and efficient implementation of the WCO data model and the related standard message sets Standardization is important for cross-border traffic and thus for the Dutch economy 24
