1 Completing the Mill Rate Worksheet Dane County employs a web-based application for submitting mill rates. The mill rates that local clerks/treasurers enter automatically updates the Dane County Tax System. Work carefully, as the values you enter will be used for the calculation of individual tax bills for your municipality. When Dane County Property Listing is ready to release the mill rate information for the municipalities, Cheryl Zellmer sends an to the Clerk of record in the municipality. If the Clerk is not the person responsible for entering mill rate data, they are responsible for forwarding the information and notice to the proper person in their municipality immediately upon receiving the notice. Failure to do so will delay the initiation of the process of preparing tax bills, which can affect the date when bills can be mailed in your municipality. By statute, tax bills must be mailed by the third Monday in December. You have the ability to save your values and come back later to edit and update them by clicking a Save Data but Do Not Submit button. When you are sure your values are correct, click the Submit Data to the Treasurer button. Please see the instructions on the next pages. There are no changes in the entry process for The Internet web site can be found by using the following address: You must use the Username and Password mailed to you on November 18, 2010 to access the secure data entry area. If you lose your information, contact Deputy Treasurer Donna Vogel at Within the secure area, there is also a link to a fillable SPLIT tax bill so you can create a bill for split parcels when requested by a property owner. This function requires Adobe acrobat to download it. Blanks are provided on the necessary portions of the form so that you do not miss anything. When you have completed the form, print three copies. 2 When you get to the web address you will see the following: Enter your Username and Password. Your Username will be the 3 digit state municipal code. Your Password is mailed to the municipal Treasurer annually in late November and changes every year. If you lose your information, call the Deputy Treasurer at (608) Page 2 of 9
3 When you enter your username and password you will see the following: From this page you can: Enter levy amounts or a worksheet this is where you go to put in the amounts for the mill rate worksheet. View completed worksheet this is where you go to see the form that you are used to, the mill rate worksheet. Blank SPLIT Property Tax Bill This is where you find a fillable copy of a tax bill when a property owner requests that a bill be split. This function requires Adobe Acrobat Reader. Blanks are provided on the necessary portions of the form so that you do not miss anything. When you have completed the form, print three copies. Give one copy to the taxpayer, fax ( ) and then mail a copy to the Dane County Treasurer s Office, and keep one copy for your local records. Page 3 of 9
4 Start by printing the Mill Rate worksheet. If you are familiar with the traditional paper Mill Rate worksheet, the format of this page on the Internet will look the same. To print this page, select the second option found on the prior page View Completed Worksheet. This format of the worksheet looks as follows: Page 4 of 9

6 To print this worksheet, go to Page Setup and print it landscape. If you do not do this, a portion of the worksheet will be cut off. Once you have printed the worksheet, verify that each district has the expected values. Also, make sure that your special assessments and charges are correct and match the total values sent to Cheryl Zellmer on the Special Charges and Assessments electronic worksheets. If either of these are not what you expect, call Cheryl Zellmer at Dane County Property Listing at (608) If the values are correct, write in the levy amounts as you get them. When you are done, use the other link, Enter Values for a Worksheet, and update your values on the web site. Page 6 of 9
7 The page shown below is where you will select Enter values for a worksheet. You should be able to use the back function from the prior displayed page to get here: When you choose the Enter levy amounts for a worksheet you will see a web page like that pictured on the next page. Notice a couple things about this page: 1. The tax year. This is the year you are working on. 2. The address listed on the top of the page is the municipality address. This address will be printed on the tax bills as the address to which payments will be mailed. 3. All taxable districts must be shown in order to put in levy amounts. Page 7 of 9
8 From the prior web page you can see the column of Amount Levied. This is where you enter the amount that has been levied for the districts listed. After entering these amounts you can click the Calculate rates button to see the mill rates that will be applied. You may save your data and continue later by clicking on the Save data but do not submit button. When you come back into the website, you will see the values you entered before. When you have placed ALL of your values in this page, entered your name and a daytime phone number, you can click the Submit data to the Treasurer button. After you click the Submit button, you will see the following confirmation: Page 8 of 9
9 Only click the Submit button once. If you find an error and want to make changes and re-submit the form, you will not be able to submit again until you contact the Treasurer s Office. If you try to submit again, you will get the following message: Do not panic. Resetting takes only a few minutes. If you do have to re-submit, your worksheet will appear with the levy values that you first placed in it. The levy values will not be 0 as they were when you started. Work carefully and re-enter the data. Be sure the earlier mistake is corrected. After you submit, print a copy of the worksheet for your local records. Printing instructions are on page 4.
