3 FEC Form 1 1. Mouse over PAC Admin, PAC Compliance, FEC, and click Form Select the appropriate PAC from the dropdown list. 3. Enter the Date. 4. Check the appropriate box if Form 1 is an Amendment. 5. Enter the Amendment Number, if applicable. 6. Enter the FEC Original Report ID, if applicable. 7. Check the appropriate box if there is a PAC name change, address change, change, website change, and if the committee is a separate segregated fund. 8. From the Report Creation window select the Preview/Print button to view the Form 1 as a PDF in Adobe Acrobat. 9. View the PDF version of FEC Form Click Return to Form 1 Creation to return to the Report Creation window. Page 3 of 19

4 11. Click the e filing button to file the FEC Form From the Report Validation Screen do the following: a. Right click on Download created e file and click Save As to save a local copy of the file. b. Right click on Download validation report and click Save As to save a local copy of the file. c. Click the Next button. Page 4 of 19

5 13. Provide an Address to receive the verification that the filing was successful. 14. Enter the electronic filing password provided by the Federal Election Commission. 15. Click the Submit button, then view the File Transfer Window. Page 5 of 19

6 FEC Form 3X 1. Mouse over PAC Admin, PAC Compliance, FEC, and click Form 3X. Page 6 of 19

7 2. From the Report Creation window complete the appropriate fields: a. Select the appropriate PAC from the dropdown list. b. If the address has changed since the last filing check the Address Change box. c. Select the Report Options, choose from Monthly, Quarterly/Semi Year or Special. d. Select the Type of Report, the list of selections will change based on the Report Option selected from item 2C. e. Choose the Election Type, State and Election Date, when the Report Option is Special. f. Choose the Report For selection. The selection would be FEC, although the field will allow the user to choose a particular state. g. Enter the reporting Period Covered. h. The Signature will pre populate with the PAC treasurer s name. i. Enter the amount from the Previous period line 11ai Column B on the FEC report. j. Select additional schedules to include in the report, if applicable. k. Check the appropriate box if the FEC report is an Amendment. l. Enter the Amendment number, if applicable. m. Enter the FEC Original Report ID, if applicable. n. Enter additional information pertaining to the FEC Report in the Memo Text box. 3. Click the Print/Preview button. Page 7 of 19

8 4. View the Adobe Acrobat version of FEC Form 3X. Note: This form can be printed or saved locally. 5. Click Return to Form X Creation. 6. Click the e filing button to file the FEC Form 3X. 7. From the Report Validation Screen do the following: a. Right click on Download created e file and click Save As to save a local copy of the file. b. Right click on Download validation report and click Save As to save a local copy of the file. Page 8 of 19

11 FEC Form Mouse over PAC Admin, PAC Compliance, FEC, and click Form Select the appropriate PAC from the dropdown list. 3. Select the Treasurer from the dropdown list. 4. Select the Type of FEC Report. 5. Enter any additional information pertaining to the Form 99 in the Miscellaneous Text box. 6. Click the e filing button to file the Form 99. Page 11 of 19

12 7. From the Report Validation screen do the following: a. Right click on Download created e file and click Save As to save a local copy of the file. b. Right click on Download validation report and click Save As to save a local copy of the file. 8. Click the Next button. Page 12 of 19

13 9. Provide an Address to receive the verification that the filing was successful. 10. Enter the electronic filing password provided by the Federal Election Commission. 11. Click the Submit button. 12. View the File Transfer process window. 13. Click the Back button to return to the previous screen. Page 13 of 19

14 State Compliance Reports 1. Mouse over PAC Admin, then PAC Compliance, and click State. 2. Select the applicable state from the list of compliance reports. 3. Click the Select button to open the report. Page 14 of 19

15 Note: After selecting the state from the report list, the next dialogue box will vary depending on the state and PAC. 4. Enter the report information in the appropriate fields within the parameters. 5. From the Report Creation window, select the Preview/Print button to view the report as a PDF in Adobe Acrobat. 6. If an e file is mandatory, click the e filing button. Page 15 of 19

16 7. Click the Check Status button to see if the report is ready. 8. Right click on Download created e file and Save Target As. 9. Click Return to Report Parameters, to go back to the previous screen. Page 16 of 19

17 IRS Reports 1. Mouse over PAC Admin, PAC Compliance, IRS, and Forms Enter the report information in the appropriate fields within the parameters. 3. Check the appropriate box to include which report is being filed. 4. From the Report Creation window, select the Preview/Print button to view the IRS Form as a PDF in Adobe Acrobat. 5. Click Return to Form Creation to return to the Report Creation window. Page 17 of 19

18 6. Click the Create E file button to generate an e file to be filed with the IRS. 7. From the Report Validation screen, right click on Download Created e file and then click Save As to save a local copy. 8. Click the Return to Report Parameters button to return to the previous screen. Page 18 of 19

19 Disclosure Logs 1. Mouse over PAC Admin, PAC Compliance, and Disclosure Log. 2. From the Disclosure Log screen, select the PAC. 3. Click the Add button. 4. From the Report Item dropdown list, select the PAC. 5. From the Report Item dropdown list, select the State or choose the United States of America if the Disclosure Report is for a Federal PAC. 6. Choose the Report and select the e file box if the report was filed electronically. 7. Enter the Start Date, End Date and Filing Date. 8. Click the Save button. Page 19 of 19
