Financial Code: CPG/020/004 You are kindly invited to attend the 4 th Project Group Meeting on the Uniform User Management Digital Signatures Project (UUM&DS) under the Customs 2020 programme which will take place on 25 th - 26 th of November 2014 from 10:00 to 18:00, in Cracow, Poland. Participants on the first day (25/11/2014) of the 4th UUM&DS Project Group Meeting, shall be in addition to the organizers (PL), delegates from 14 Member States (BE, CZ, CY, EE, ES, HR, HU, IT, LV, LT, PT, RO, SI, SE), which volunteered for the pilot phase. Participants on the second day (26/11/2014) of the 4th UUM&DS Project Group Meeting, shall be in addition to the organizers (PL), delegates from 18 Member States (BE, CY, CZ, EE, ES, FR, GR, HR, HU, IT, LT, LV, NL, PT, RO, SE, SI, UK), which includes members of the UUM&DS Collaboration Workgroup together with volunteer Member States. The invited participants are detailed in the box "Number and profile of participants". MS delegates and National Coordinators are kindly invited to organise MS delegates' missions taking into consideration the participation in the meetings as defined in the previous paragraph. Note that the registration forms should be completed and sent back as soon as possible and by the 10 th of November 2014 at the latest. In addition, National Coordinators are requested to register their participants in the Activity Reporting Tool by the same deadline.

2 Participants in the Project Group Meeting can communicate with each other through an online space for instance to distribute background documents, discuss on agendas, set dates for a meeting. National Coordinators are requested to urge the participants to register in PICS before sending the application form. 3 Uniform User Management & Digital Signatures November 2014 Cracow (Poland) Financial code: CPG/020/004 The 4 th UUM&DS Project Group Meeting is organised by the Polish Customs Administration and the European Commission Directorate General Taxation and Customs Union, under the Customs 2020 Programme.

Straszewskiego 17, Kraków, Poland tel: radissonblu.com/hotel-krakow/ The Commission's policy stated in the Electronic Customs Decision and the Union s Customs Code will significantly change the electronic environment for Customs and Trade. New IT systems should address the goals set forth by this policy of lower implementation costs, higher efficiency, convergence, harmonisation and trade facilitation. To access and analyse the potential solutions in this area, the Commission created the Uniform User Management (UUM) and Digital Signatures (DS) Project Group. The group aimed at finding a practical a solution that addresses the policy goals by offering to traders a direct unified access to a number of central IT systems and services such as Customs Decisions, COPIS, etc. Their work focused on the analysis of - IT connectivity between traders users and central services; - Sharing of data for traders and traders users (e.g. identification data, authentication data, authorisation data, digital signature) so that central services can grant trader user access to authorised features. The provision of direct access on an EU basis to Customs Centrally Developed Centrally Operated European Information Systems for traders can be achieved by the management of traders' access rights for those specific Customs CDCO EIS in the national Identity and Access Management & Digital Signatures existing solutions, in order to build an EU level interface for the common access to those systems (UUM&DS Study Definition approved by the ITSC). Objectives of the meeting The objectives of the 4 th C2020 UUM&DS project group meeting with the Collaborating MS are to present and discuss the following: The UUM&DS Pilot projects and MS involvement; Data model and data elements for interfacing between UUM&DS and MS IAMs; UUM&DS Integration with MS IAMs.

5 The UUM&DS Process Model and Data Specifications shall be incorporated in the System Process Model and System Functional Specifications to be submitted for MS Review. Expected outcome of the meeting Methodologies PICS (Programmes Information and Collaboration Space) Interpretation/working language The expected outcomes of the workshop are: - Agreement on the UUM&DS Functional Specifications and Process Models. - Organisation of MS participation in pilot implementation projects Plenary session, presentations and discussions. Delegates should be aware that no presentation paper copies will be given during the meeting. All presentations will be uploaded later on PICS Participants can receive preparatory documents for the Project Group Meeting through the online collaboration platform called "PICS". National Coordinators are requested to urge the participants to register in PICS before sending the application form. Step by step guidance for PICS registration is available at the end of this invitation. The meeting working language will be English. There will be no interpretation. Number and profile of the participants Financed under the Customs 2020 Programme Budget. Up to 2 representatives per invited Member State can be reimbursed under the financial code CPG/020/004 from the Customs 2020 budget under the conditions specified in the financial guide: - One Customs Business expert on Customs Identity and Access management processes for traders. - One IT expert on national Customs Identity and Access management Systems. Delegates should contact their Customs 2020 National Coordinator before making any travel arrangements. Registration Registrations will be undertaken by the Polish Customs Service. Each Customs 2020 National Coordinator is requested to complete the attached Registration Form, providing details of participants and to send it as soon as possible but no later than the 10 th of November 2014 to the host co-ordinators at: wojciech.sobczyk@kra.mofnet.gov.pl wojciech.bulakowski@mofnet.gov.pl with copy to taxud-it-meetings@ec.europa.eu Accommodation / meeting venue Accommodation has been pre-booked at the Radisson Blu Hotel Krakow for the period of 25 th - 26 th of November 2014 upon receipt of the registration forms. All delegates are requested to ensure they will be staying at the hotel for all the dates notified on their registration form in alignment with their participation in the meeting as defined in this invitation. After the booking is confirmed, any cancellation will be the responsibility of the delegate. For this period the agreed hotel room rate is 135,00 for both a single room and twin room per day (city taxes and breakfast included). For delegates accompanied by

6 a second person no extra charges will apply for a double room and breakfast. The above accommodation rates have been negotiated also for delegates having an extended stay upon availability. Each participant is obliged to pay for lunch at the each day of the meeting (approximately 12 per lunch). Participants from BE, CZ, CY, EE, ES, HR, HU, IT, LV, LT, PT, RO, SI, SE will have two lunches (25-26/11/2014), participants from CZ, FR, GR, LV, NL, UK will have one lunch (26/11/2014). It is obligatory for all participants to pay for the lunch/lunches regardless of whether or not actually take them. The charge for the lunches will be shown separately on the hotel bill. All prices include VAT. Delegates must pay their bill before leaving the hotel. Reimbursement Meals/Social events - The most appropriate and cost-effective way of travelling has to be chosen with a view to reimbursement of expenses. - Actual accommodation costs can be reimbursed under the programme budget up to a maximum of EUR 145 per night. The participant needs to transmit the invoice to his/her national programme coordinator. - The daily allowance for Poland amounts to EUR 72. This is a flat rate that covers all living expenses. Participants do not have to provide a justification for the spending of the daily allowance. A welcome reception is organized for the participants in the evening of Monday 24 th of November 2014, at the Hotel lobby.. A dinner hosted by the Polish Customs Service is organized for all participants (two per member state and all from DGTAXUD) in the evening Tuesday 25 th of November) in a restaurant outside the hotel. Information concerning Travel [Airport, Transport, Hotel] Public Transport: The bus stop is just in front of the exit of international terminal. (Note: If you are flying with a stopover in Warsaw, the arrival will be on the domestic terminal, which is located approx. 5 min. walk from the international terminal and the bus stop). 1. Take a bus No A bus departs every 20 minutes. Ticket type is "agglomeration ticket", price of one-way is 4 Polish zloty (zł), price of two-way is 7.60 Polish zloty. No additional charge for baggage. Tickets can be purchased from: the ticket machine at the bus stop (payment in cash or with credit / debit card). the authorized ticket machines found on line 292 buses (payment in cash - coins only), the bus driver, in case of lack or failure of a ticket machine (one-way only, payment in cash). Note: The ticket must be validated when getting on the bus (two-way ticket must be validated twice).

7 2. Get off the bus (after 22 stops) at the stop called "Cracovia", but not at "Cracovia Blonia" - which is earlier. Note: some early stops are on request, so it may not be possible to count the stops. 3. Walk along about 200m to the tram stop Cracovia. Take a tram No. 20 direction Mały Płaszów and get off the tram after one stop (Uniwersytet Jagielloński). You need to buy another ticket (price of one-way is 4 PLN). 4. Walk about 300 m to the hotel. Turn to Straszewskiego Street and walk along approximately 250 m. See attached maps. Taxi: 1. Take a cab of Krakow Airport Taxi service (an official taxi service at the airport). Cabs are located in front of the exit from international terminal. The course from the airport to the hotel costs exactly 69 Polish zloty (regardless of the number of passengers). 2. Take a call taxi. The course to the hotel costs approx. 55 Polish zloty (regardless of the number of passengers) e.g. "Barbakan", call , e.g. "Lajkonik", call Take other taxi it is recommended to ask a driver about a price before. CURRENCY The Polish currency is zloty (PLN). Note that the most favourable exchange rates EUR/PLN are offered by exchange offices in the city. Some of them are located near the hotel (open from 9:00 till 18:00), marked with red dots on attached map. Exchange rates (21st October): They buy: 1 = 4.19 zloty(pln)_ (no commission), They sell: 1 = 4.23 zloty (PLN) (no commission). Current avg. rates are on the web site. It is recommended to have a small amount of Polish currency to reach the hotel from the airport, therefore use the exchange point at the airport. 10 How to register for PICS (Programme Information and Collaboration Space)? Registering in PICS consists of two steps: 1) You authenticate yourself by creating an account with the European Commission Authentication System, better known as ECAS. 2) After you created your ECAS account, you register in PICS. 3) Below you find step by step guidance. 4) If you have already an ECAS account, you can immediately go to step 2

12 3. Complete the ECAS request form and submit it. REMARK: Only use professional addresses. Hotmail, gmail and any other s created on commercial providers will not be accepted by PICS. 4. You will receive a mail with an activation link on which you have to click to get your ECAS password. 5. Go to step 2 and register in PICS.
