2 Southern Baptist Convention Home Mission Board Minutes AR Summary Main Entry: Southern Baptist Convention. Home Mission Board. Minutes Date Span: Abstract: The Home Mission Board is an agency of the Southern Baptist Convention, consisting of more than a dozen programs and ministries serving throughout the United States in evangelistic work. The ministries include language missions, social ministries, Black church relations, rural/urban missions, chaplaincy ministries, evangelism, church loans, and interfaith witness. The collection contains the minutes of the Executive Committee and the full Board meetings from 1875 to Size: 45 linear ft. (36 boxes) Collection #: AR Historical Sketch The Home Mission Board (now called North American Mission Board) is one of the oldest organizations of the Southern Baptist Convention. Since the Southern Baptist Convention s founding in 1845, the Home Mission Board (HMB) has trained and employed missionaries for various areas of service across North America. First located in Marion, Alabama, the HMB relocated to Atlanta, Georgia in The following men served as corresponding secretaries of the Board, from 1845 to 1997: Russell Holman ( ; ), T. F. Curtis ( ), Joseph Walker ( ), M. T. Sumner ( ), W. H. McIntosh ( ), Isaac Taylor Tichenor ( ), F. H. Kerfoot ( ), F. C. McConnell ( ), B. D. Gray ( ), J. B. Lawrence ( ), S. Courts Redford ( ), Arthur B. Rutledge ( ), William G. Tanner ( ), and Larry Lewis ( ). In 1997, the Home Mission Board merged with the Brotherhood Commission and Radio and Television Commission to form the North American Mission Board. When the Southern Baptist Convention was formed in 1845, the constitution adopted by this body established two separate mission boards Domestic and Foreign. Initially, the Domestic Board of Missions focused on evangelism and church planting exclusively in the Southern (slaveholding) States. In these early years, much of the mission s efforts were dedicated to ministry among the African-American slave population. During the 2
3 1850s, the mission board turned its interest westward. Missionaries were sent to California and to the native peoples living in the western territories. In 1855, the domestic board merged with the American Indian Mission Association to become the Domestic and Indian Mission Board of the Southern Baptists. During the Civil War, the mission board decided to give a major effort to religious work among the soldiers in the Confederate armies. The mission board continued to grow in size and influence, boasting of 124 missionaries by Due to the financial strains of the reconstruction years, the board merged with the Sunday School Board in The new organization was named The Domestic and Indian Mission and Sunday School Board of the Southern Baptists Convention. Fortunately, the name was shorted to the Home Mission Board the following year. In a statement published in 1882, the Home Mission Board defined seven fields of operation: 1) California, 2) Indian Mission, 3) South West, 4) Florida, 5) Older (Southern) States, 6) Negroes of the South, and 7) New Orleans. Although the board experienced financial difficulties during this period, it was able to recover due to the strong leadership of Isaac Taylor Tichenor. The Home Mission Board continued to expand its vision during the twentieth century. Cuba was put under the direction of the Home Mission Board in 1886 because of the work begun there by Florida Baptists. The establishment of a seminary and strong native leadership allowed the Baptist work in Cuba to blossom in the twentieth century. In 1905, the board sent its first missionaries to the Republic of Panama to minister to Americans and Jamaicans during the construction of the Canal. As the population of the southern United States continued to migrate to the North and to the West, Southern Baptists expanded their influence throughout the nation. This fruitful period of HMB initiatives was clouded, however, by the defalcation of Clinton S. Carnes, treasurer of the HMB, who was accused of embezzling $900,000 from the Board. While the Home Mission Board had its share of growing pains and conflicts over territorial limits, its success during the twentieth century is largely owed to the leadership of Baron DeKalb Gray and John Benjamin Lawrence. Coming on the heels of the Carnes scandal and at the dawn of the nation s Great Depression, the Board incurred a massive debt; the number of HMB missionaries dropped from 1,600 to 106. Lawrence saw the Board through these years of financial turmoil and lead the organization to greater growth than ever before. Samuel Courts Redford served next as corresponding secretary for the Board from Highlights from the Redford administration include the development of migrant missions (1948), literacy missions (1960), and mission work in Puerto Rico (1963). The Home Mission Board continued to expand in the second half of the twentieth century under the leadership of Arthur B. Rutledge, William G. Tanner and Larry Lewis. In 1965, the HMB appointed the first US-2 missionaries (usually college graduates who volunteered for two years of missionary service) and, in 1977, the Mission Service Corps was created. In 1995, the Board celebrated its 150th anniversary, and HMB staff moved to a new five-story office complex 22 miles north of Atlanta. In this year, the HMB boasted a missionary and support staff of 4,913 members. The SBC s Covenant for a 3
4 New Century (created in 1995) had combined the HMB, the Christian Life Commission, and the Brotherhood Commission into a new agency, the North American Mission Board, by Scope and Content The Home Mission Board Minutes collection contains the official proceedings of the meetings of the Southern Baptist Convention Home Mission Board. The collection spans from 1857 to The early minute books of the Home Mission Board, when it was located in Marion, Alabama, were not a part of the records transferred to the Southern Baptist Historical Library and Archives. The records are arranged in chronological order in three different categories: I. Bound minute books, II. Unbound copies, and III. Miscellaneous materials. The collection is stored in 36 boxes and includes approximately 45 linear ft. of material. The majority of the bound s contain an index within the to aid the researcher in finding information on particular people or topics. The early minutes of the HMB ( ) are fairly brief and to the point. They typically include resolutions relating to the allocation of funds to certain aspects of the ministry. In these minutes, one will see the expanding vision and ministry opportunities of the HMB. These minutes also contain accounts of cooperation with various state associations, home missionaries, and churches. During this period, several years worth of minutes are contained in one bound. As the HMB grew, the minutes become more involved. During this period ( ), about two years worth of minutes are contained in one bound. Reports from HMB ministry committees and resolutions concerning these ministries dominate the pages of the minutes. The committees include: Committee on Publicity and Education, Committee on Army and Navy Chaplains, Committee on Missions to the Indians, Foreigners, and Language Groups, City Missions Committee, C. B. L. Committee, Committee on Cooperative Missions with Negroes, and Committee on Cuba and Panama. As with the earlier years, the minutes contain information on financial allocations and loans to various ministries, churches, and missionaries. As the HMB added more departments, divisions, and committees, the minutes became more lengthy and detailed. From , one year s worth of minutes are contained in three to five bound s. The minutes contain lengthy reports from every division and department of the HMB, as well as detailed financial statements. They also contain the goals of every department for the following year. After 1983, a few years of minutes are lacking. In the 1990s, the minutes became more concise with shorter reports and lessdetailed financial information. The Miscellaneous section includes committee minutes and listing all the Home Mission Board appointed missionaries from 1857 to This list shows their area of work, salary, location, and term of appointment. 4
