5 A NEW FHWA PERSPECTIVE ON TDM TDM is broader than commuter ridesharing TDM is all about travel s Seeking a balance between demand- and supply-side solutions Bringing TDM into planning process (e.g., LTRP, CMP, etc.) watch for new guidance Desk Reference Integrating with daily management and operation of system In lay terms: ATDM is working to integrate TDM and ITS for dynamic management of transportation system What is Managing Travel? Managing travel demand is about providing travelers, regardless of whether they drive alone, with travel s, such as work location, route, time of travel and mode. In the broadest sense, demand management is defined as providing travelers with effective s to improve travel reliability 5

7 Current State of Practice for TDM: Inclusion at High-Level of Plans TDM is included in most transportation plans TDM is often included in overall policies High-Level Goals and Objectives TDM is often identified in final projects Primarily ride sharing, traditional TDM projects Often not identified with same level of detail Large gap between policy expectations and project selection Final List of Projects TDM and the Planning Process The Need TDM must be better integrated into the transportation planning process if its benefits are to be realized to address key policy issues TDM can be integrated at any level of planning, - state, regional, corridor, local Guidance is consistent with FHWA s Objectives-driven, Performance based approach for Planning for Operations One key principle to make TDM effective in addressing policy issues is the adoption of an Objectives-driven, Performance-based approach We still have a lot to learn, but TDM can be effective, is relatively low cost, and has synergistic benefits TDM is more of a philosophy than a specific set of strategies 7

20 Integrated Management - UK The philosophy behind IDM is to maximize the efficiency of the facility using ATM and then maximize the effective life of the improvement by reducing overall demand for its use. According to the Highways Agency, IDM takes a corridor approach in which smarter s measures (TDM) are deployed over a wide area to support on-road management measures, including: ATM, access management (e.g., ramp metering), priority lanes for carpools and buses (e.g., HOV lanes), traveler information, incident management, and widearea traffic management to integrate national and local traffic management systems.
